Estimating the Likelihood of Arrest from Police Records in Presence of Unreported Crimes

Since many crimes are never reported to law enforcement, estimates based on police records alone must be adjusted to account for the likelihood that each crime would have been reported to the police. In this paper, we present a methodological framework for estimating the likelihood of arrest from police data that incorporates estimates of crime reporting rates computed from a victimization survey. We propose a parametric regression-based two-step estimator that (i) estimates the likelihood of crime reporting using logistic regression with survey weights; and then (ii) applies a second regression step to model the likelihood of arrest. Our empirical analysis focuses on racial disparities in arrests for violent crimes (sex offenses, robbery, aggravated and simple assaults) from 2006--2015 police records from the National Incident Based Reporting System (NIBRS), with estimates of crime reporting obtained using 2003--2020 data from the National Crime Victimization Survey (NCVS). We find that, after adjusting for unreported crimes, the likelihood of arrest computed from police records decreases significantly. We also find that, while incidents with white offenders on average result in arrests more often than those with black offenders, the disparities tend to be small after accounting for crime characteristics and unreported crimes. △ Less

Effects of Adolescent Victimization on Offending: Flexible Methods for Missing Data & Unmeasured Confounding

In this work we use the Add Health dataset, the largest nationally representative longitudinal survey of adolescents, to estimate the relationship between victimization and future offending in this population. To accomplish this, we derive a new doubly robust estimator for the average treatment effect on the treated (ATT) when the treatment and outcome are not always observed. We then find that the offending rate among victimized individuals would have been 3.86 percentage points lower if none of them had been victimized (95% CI: [0.28, 7.45]). This contributes positive evidence of a causal effect of victimization on future offending among adolescents. We further present statistical evidence of heterogeneous effects by age, under which the ATT decreases according to the age at which victimization is experienced. We then devise a novel risk-ratio-based sensitivity analysis and conclude that our results are robust to modest unmeasured confounding. Finally, we show that the found effect is mainly driven by non-violent offending. △ Less

Changes in Crime Rates During the COVID-19 Pandemic

Abstract: We estimate changes in the rates of five FBI Part 1 crime (homicide, auto theft, burglary, robbery, and larceny) during the COVID-19 pandemic from March through December 2020. Using publicly available weekly crime count data from 29 of the 70 largest cities in the U.S. from January 2018 through December 2020, three different linear regression model specifications are used to detect changes. One de… ▽ More We estimate changes in the rates of five FBI Part 1 crime (homicide, auto theft, burglary, robbery, and larceny) during the COVID-19 pandemic from March through December 2020. Using publicly available weekly crime count data from 29 of the 70 largest cities in the U.S. from January 2018 through December 2020, three different linear regression model specifications are used to detect changes. One detects whether crime trends in four 2020 pre- and post-pandemic periods differ from those in 2018 and 2019. A second looks in more detail at the spring 2020 lockdowns to detect whether crime trends changed over successive biweekly periods into the lockdown. The third uses a city-level openness index that we created for the purpose of examining whether the degree of openness was associated with changing crime rates. For homicide and auto theft, we find significant increases during all or most of the pandemic. By contrast, we find significant declines in robbery and larceny during all or part of the pandemic and no significant changes in burglary over the course of the pandemic. Only larceny rates fluctuated with the degree of each city's lockdown. It is unusual for crime rates to move in different directions, and the reasons for the mixed findings for these five Part 1 Index crimes, one with no change, two with sustained increases, and two with sustained decreases, are not yet known. We hypothesize that the reasons may be related to changes in opportunity, and the pandemic provides unique opportunities for future research to better understand the forces impacting crime rates. In the absence of a clear understanding of the mechanisms by which the pandemic affected crime, in the spirit of evidence-based crime policy, we caution against advancing policy at this time based on lessons learned from the pandemic "natural experiment." △ Less

On the Validity of Arrest as a Proxy for Offense: Race and the Likelihood of Arrest for Violent Crimes

To aid decision makers in their assessments, institutions increasingly rely on algorithmic risk assessment instruments (RAIs). These tools assess the likelihood that an individual will be arrested for a new criminal offense within some time window following their release. However, since not all crimes result in arrest, RAIs do not directly assess the risk of re-offense. Furthermore, disparities in the likelihood of arrest can potentially lead to biases in the resulting risk scores. Several recent validations of RAIs have therefore focused on arrests for violent offenses, which are viewed as being more accurate reflections of offending behavior. In this paper, we investigate biases in violent arrest data by analysing racial disparities in the likelihood of arrest for White and Black violent offenders. We focus our study on 2007--2016 incident-level data of violent offenses from 16 US states as recorded in the National Incident Based Reporting System (NIBRS). Our analysis shows that the magnitude and direction of the racial disparities depend on various characteristics of the crimes. In addition, our investigation reveals large variations in arrest rates across geographical locations and offense types. We discuss the implications of the observed disconnect between re-arrest and re-offense in the context of RAIs and the challenges around the use of data from NIBRS to correct for the sampling bias. △ Less

In policy analysis, decision makers rarely have this… ▽ More Recent work on dynamic interventions has greatly expanded the range of causal questions researchers can study while weakening identifying assumptions and yielding effects that are more practically relevant. However, most work in dynamic interventions to date has focused on settings where we directly alter some unconfounded treatment of interest. In policy analysis, decision makers rarely have this level of control over behaviors or access to experimental data. Instead, they are often faced with treatments they can affect only indirectly and whose effects must be learned from observational data. In this paper, we propose new estimands and estimators of causal effects based on dynamic interventions with instrumental variables. This method does not rely on parametric models and does not require an experiment. Instead, we estimate the effect of a dynamic intervention on the instrument. This robustness should reassure policy makers that these estimates can be used to effectively inform policy. We demonstrate the usefulness of this estimation strategy in a case study examining the effect of visitation on recidivism. △ Less
