Photon exchange due to nuclear bremsstrahlung during nuclear collisions can cause Coulomb excitation in the projectile and the target nuclei. The corresponding process originated in nuclear timescales can also be observed in atomic phenomenon experimentally if it delayed by at least with an attosecond or longer timescales. We have found that this happens due to a mechanism involving the Eisenbud-Wigner-Smith time delay process. We have estimated photoionization time delays in atomic collisions utilizing the nonrelativistic version of random phase approximation with exchange and Hartree-Fock methods. We present three representative processes in which we can observe the phenomena in attosecond timescales even though they originate from excitations in the zeptosecond timescales. Thus the work represents an investigation of parallels between two neighboring areas of physics. Furthermore the present work suggests new possibilities for atomic physics research near the Coulomb barrier energy, where the laser is replaced by nuclear bremsstrahlung.

We report a measurement of the flux-integrated $ν_μ$ charged-current cross sections on water, hydrocarbon, and iron in the T2K on-axis neutrino beam with a mean neutrino energy of 1.5 GeV. We report a measurement of the flux-integrated $ν_μ$ charged-current cross sections on water, hydrocarbon, and iron in the T2K on-axis neutrino beam with a mean neutrino energy of 1.5 GeV. The measured cross sections on water, hydrocarbon, and iron are $σ^{\rm{H_{2}O}}_{\rm{CC}}$ = (0.840$\pm 0.010$(stat.)$^{+0.10}_{-0.08}$(syst.))$\times$10$^{-38}$cm$^2$/nucleon, $σ^{\rm{CH}}_{\rm{CC}}$ = (0.817$\pm 0.007$(stat.)$^{+0.11}_{-0.08}$(syst.))$\times$10$^{-38}$cm$^2$/nucleon, and $σ^{\rm{Fe}}_{\rm{CC}}$ = (0.859$\pm 0.003$(stat.) $^{+0.12}_{-0.10}$(syst.))$\times$10$^{-38}$cm$^2$/nucleon respectively, for a restricted phase space of induced muons: $θ_μ<45^{\circ}$ and $p_μ>$0.4 GeV/$c$ in the laboratory frame. The measured cross section ratios are ${σ^{\rm{H_{2}O}}_{\rm{CC}}}/{σ^{\rm{CH}}_{\rm{CC}}}$ = 1.028$\pm 0.016$(stat.)$\pm 0.053$(syst.), ${σ^{\rm{Fe}}_{\rm{CC}}}/{σ^{\rm{H_{2}O}}_{\rm{CC}}}$ = 1.023$\pm 0.012$(stat.)$\pm 0.058$(syst.), and ${σ^{\rm{Fe}}_{\rm{CC}}}/{σ^{\rm{CH}}_{\rm{CC}}}$ = 1.049$\pm 0.010$(stat.)$\pm 0.043$(syst.). These results, with an unprecedented precision for the measurements of neutrino cross sections on water in the studied energy region, show good agreement with the current neutrino interaction models used in the T2K oscillation analyses.

The Fano resonance has been a familiar and important feature in atomic and molecular physics for more than half a century. Typically, the combination of a discrete state with one or more continua results in an asymmetric peak in the ionization spectrum. The peak-shape, called the Fano profile, can be expressed by a simple formula derived by Fano in 1935. However, the interpretation of its characteristic parameter $q$, which represents the asymmetry of the peak in the formula, is not necessarily intuitively transparent. The Fano resonance is not necessarily a quantum effect, but it is a manifestation of a certain physical mechanism in various systems, both quantum and classical. Through the derivation of $q$ from the known classical pictures with the classical coupled oscillator, we interpret the $q$ value with a geometrical view. And further, we introduce a complex valued $q$ parameter for the description of the resonance with a damped oscillator.

New results are reported from an ongoing international research effort to accurately determine the Avogadro constant by counting the atoms in an isotopically enriched silicon crystal. The surfaces of two 28Si-enriched spheres were decontaminated and reworked in order to produce an outer surface without metal contamination and improved sphericity. New measurements were then made on these two reconditioned spheres using improved methods and apparatuses. When combined with other recently refined parameter measurements, the Avogadro constant derived from these new results has a value of $N_A = 6.022 140 76(12) \times 10^{23}$ mol$^{-1}$. The X-ray crystal density method has thus achieved the target relative standard uncertainty of $2.0 \times 10^{-8}$ necessary for the realization of the definition of the new kilogram.

We test the reproducibility of X-ray reflectometry(XRR) measurements and optimizations using an National Metrology Institute of Japan (NMIJ)/National Institute of Advanced Industrial Science and Technology (AIST) pre-standard. Based on bootstrap analysis of repeated refinements, using several CPU-years of time, we provide concrete recommendations of best practices for ensuring the reproducibility of XRR model fitting results. These recommendations can be used to study both instrument repeatability and cross-instrument reproducibility. Because the recommendations used optimizations methods available in commonly used commercial software, they can quickly be applied both in research and analytical laboratories, as well as fabrication environments.

The Avogadro constant links the atomic and the macroscopic properties of matter. Since the molar Planck constant is well known via the measurement of the Rydberg constant, it is also closely related to the Planck constant. In addition, its accurate determination is of paramount importance for a definition of the kilogram in terms of a fundamental constant. We describe a new approach for its determination by "counting" the atoms in 1 kg single-crystal spheres, which are highly enriched with the 28Si isotope. It enabled isotope dilution mass spectroscopy to determine the molar mass of the silicon crystal with unprecedented accuracy. The value obtained, 6.02214084(18) x 10^23 mol^-1, is the most accurate input datum for a new definition of the kilogram.

The photoion spectrum of atomic potassium was measured over the 3s -> np excitation region with the photoion time-of-flight method and monochromatized synchrotron radiation. An unusual spectrum with paired windows structure was found instead of a simple regular Rydberg series. Such subsidiary windows have not been observed in the 3s -> np resonances of Ar, which has a closed outer shell. Based on Dirac-Fock calculations, the dual window structure at 36.7 eV and at 37.4 eV was assigned to the 3s^{-1}3p^{6}4s4p resonance. The line shape can be fitted by Fano's formula and the Fano parameters were obtained.
