However, devising optimal capacity strategies is complicated by fluctuating demand, conflicting objectives, and multifaceted practical constraints. This study presents a data-driven framework to optimize capacity management decisions within hospital systems during surge events. Two key decisions are optimized over a tactical planning horizon: allocating dedicated capacity to surge patients and transferring incoming patients between emergency departments (EDs) of hospitals to better distribute demand. The optimization models are formulated as robust mixed-integer linear programs, enabling efficient computation of optimal decisions that are robust against demand uncertainty. The models incorporate practical constraints and costs, including setup times and costs for adding surge capacity, restrictions on ED patient transfers, and relative costs of different decisions that reflect impacts on care quality and operational efficiency. The methodology is evaluated retrospectively in a hospital system during the height of the COVID-19 pandemic to demonstrate the potential impact of the recommended decisions. The results show that optimally allocating beds and transferring just 32 patients over a 63 day period around the peak, about one transfer every two days, could have reduced the need for surge capacity in the hospital system by nearly 90%. Overall, this work introduces a practical tool to transform capacity management decision-making, enabling proactive planning and the use of data-driven recommendations to improve outcomes.

We provide a construction of Roe (C*-)algebras of general coarse spaces in terms of coarse geometric modules. This extends the classical theory of Roe algebras of metric spaces and gives a unified framework to deal with either uniform or non-uniform Roe algebras, algebras of operators of controlled propagation, and algebras of quasi-local operators; both in the metric and general coarse geometric setting. The key new definitions are that of coarse geometric module and coarse support of operators between coarse geometric modules. These let us construct natural bridges between coarse geometry and operator algebras.
We then study the general structure of Roe-like algebras, and investigate several structural properties, such as admitting Cartan subalgebras or computing their intersection with the compact operators. Lastly, we prove that assigning to a coarse space the K-theory groups of its Roe algebra(s) is a natural functorial operation.

In order to develop the theory, we first prove an analogue of Fell's absorption trick in the context of Fell bundles over inverse semigroups. In parallel, the approximation property of Exel can be reformulated in this context, and Fell's absorption trick can be used to prove that the approximation property, as defined here, implies that the full and reduced cross-sectional C*-algebras are isomorphic via the left regular representation, i.e., the Fell bundle has the weak containment property.
We then use this machinery to prove that a Fell bundle with the approximation property and nuclear unit fiber has a nuclear cross-sectional \cstar{}algebra. This result gives nuclearity of a large class of C*-algebras, as, remarkably, all the machinery in this paper works for étale non-Hausdorff groupoids just as well.

Such a metric is shown to be unique up to bijective coarse equivalence of the semigroup, and hence depends essentially only on $S$. This allows us to unambiguously define the uniform Roe algebra of $S$, which we prove can be realized as a canonical crossed product of $\ell^\infty(S)$ and $S$. We relate these metrics to the analogous metrics on Hausdorff étale groupoids.
Using this setting, we study those inverse semigroups with asymptotic dimension $0$. Generalizing results known for groups, we show that these are precisely the locally finite inverse semigroups, and are further characterized by having strongly quasi-diagonal uniform Roe algebras. We show that, unlike in the group case, having a finite uniform Roe algebra is strictly weaker and is characterized by $S$ being locally $\mathcal L$-finite, and equivalently sparse as a metric space.

On the blow up of a non-local transport equation in compact manifolds

The strategy we follow was introduced by Silvestre and Vicol to deal with the one dimensional Córdoba-Córdoba-Fontelos equation and might be regarded as an instance of De Giorgi's method.

Sign equidistribution of Legendre polynomials

We prove {\em sign equidistribution} of Legendre polynomials: the ratio between the lengths of the regions in the interval $[-1, 1]$ where the Legendre polynomial assumes positive versus negative values, converges to one as the degree grows. A note on commutation relations and finite dimensional approximations

In this article we show that the main C*-algebras describing the canonical commutation relations of quantum physics, i.e., the Weyl and resolvent algebras, are in the class of Følner C*-algebras, a class of C*-algebras admitting a kind of finite approximations of Følner type. In particular, we show that the tracial states of the resolvent algebra are uniform locally finite dimensional.

Given a discrete inverse semigroup, we detail the relationship between its isolated subgroups and the quasi-diagonality of its reduced C*-algebra, and prove that such subgroups must be amenable. Moreover, we give a direct characterization of the quasi-diagonality of inverse semigroup whose universal groupoid is minimal. Lastly, we also study the relevance of Green's $\mathcal{D}$-relation when considering quasi-diagonality questions, and give a sufficient condition for the quasi-diagonality of a general inverse semigroup.

In this paper we introduce Farthest Sampling Segmentation (FSS), a new method for segmentation of triangulated surfaces, which consists of two fundamental steps: the computation of a submatrix $W^k$ of the affinity matrix $W$ and the application of the k-means clustering algorithm to the rows of $W^k$. The submatrix $W^k$ is obtained computing the affinity between all triangles and only a few special triangles: those which are farthest in the defined metric. This is equivalent to select a sample of columns of $W$ without constructing it completely. The proposed method is computationally cheaper than other segmentation algorithms, since it only calculates few columns of $W$ and it does not require the eigendecomposition of $W$ or of any submatrix of $W$.
We prove that the orthogonal projection of $W$ on the space generated by the columns of $W^k$ coincides with the orthogonal projection of $W$ on the space generated by the $k$ eigenvectors computed by Nyström's method using the columns of $W^k$ as a sample of $W$. Further, it is shown that for increasing size $k$, the proximity relationship among the rows of $W^k$ tends to faithfully reflect the proximity among the corresponding rows of $W$.
The FSS method does not depend on parameters that must be tuned by hand and it is very flexible, since it can handle any metric to define the distance between triangles. Numerical experiments with several metrics and a large variety of 3D triangular meshes show that the segmentations obtained computing less than the 10% of columns $W$ are as good as those obtained from clustering the rows of the full matrix $W$.

Given a discrete and countable inverse semigroup $S$ one can study, in analogy to the group case, its geometric aspects. In particular, we can equip $S$ with a natural metric, given by the path metric in the disjoint union of its Schützenberger graphs. This graph, which we denote by $Λ_S$, inherits much of the structure of $S$. In this article we compare the C*-algebra $\mathcal{R}_S$, generated by the left regular representation of $S$ on $\ell^2(S)$ and $\ell^\infty(S)$, with the uniform Roe algebra over the metric space, namely $C^*_u(Λ_S)$. This yields a chacterization of when $\mathcal{R}_S = C^*_u(Λ_S)$, which generalizes finite generation of $S$. We have termed this by finite labeability (FL), since it holds when the $Λ_S$ can be labeled in a finitary manner.
The graph $Λ_S$, and the FL condition above, also allow to analyze large scale properties of $Λ_S$ and relate them with C*-properties of the uniform Roe algebra. In particular, we show that domain measurability of $S$ (a notion generalizing Day's definition of amenability of a semigroup, cf., [5]) is a quasi-isometric invariant of $Λ_S$. Moreover, we characterize property A of $Λ_S$ (or of its components) in terms of the nuclearity and exactness of the corresponding C*-algebras. We also treat the special classes of F-inverse and E-unitary inverse semigroups from this large scale point of view.

In the context of inverse semigroups $S$ we give a characterization of invariant measures on $S$ (in the sense of Day) in terms of two notions: $domain$ $measurability$ and $localization$. Given a unital representation of $S$ in terms of partial bijections on some set $X$ we define a natural generalization of the uniform Roe algebra of a group, which we denote by $\mathcal{R}_X$. We show that the following notions are then equivalent: (1) $X$ is domain measurable; (2) $X$ is not paradoxical; (3) $X$ satisfies the domain Følner condition; (4) there is an algebraically amenable dense *-subalgebra of $\mathcal{R}_X$; (5) $\mathcal{R}_X$ has an amenable trace; (6) $\mathcal{R}_X$ is not properly infinite and (7) $[0]\not=[1]$ in the $K_0$-group of $\mathcal{R}_X$. We also show that any tracial state on $\mathcal{R}_X$ is amenable. Moreover, taking into account the localization condition, we give several C*-algebraic characterizations of the amenability of $X$. Finally, we show that for a certain class of inverse semigroups, the quasidiagonality of $C_r^*\left(X\right)$ implies the amenability of $X$. The converse implication is false.

We consider the class of multiparameter oscillatory singular integral operators given by convolution with the classical multiple Hilbert transform kernel modulated by a general polynomial oscillation. Various characterisations are known which give $L^2$ (or more generally $L^p, 1<p<\infty$) bounds. Here we initiate an investigation of endpoint bounds on the rectangular Hardy space $H^1$ in two dimensions; we give a characterisation when bounds hold which are uniform over a given subspace of polynomials and somewhat surprisingly, we discover that the Hardy space and $L^p$ theories for these operators are very different.

In this paper we prove global well-posedness of the critical surface quasigeostrophic equation on the two dimensional sphere building on some earlier work of the authors. The proof relies on an improving of the previously known pointwise inequality for fractional laplacians as in the work of Constantin and Vicol for the euclidean setting.
In this paper we prove global well-posedness of the critical surface quasigeostrophic equation on the two dimensional sphere building on some earlier work of the authors. The proof relies on an improving of the previously known pointwise inequality for fractional laplacians as in the work of Constantin and Vicol for the euclidean setting.

Abstract:
In this paper we provide regularity results for active scalars that are weak solutions of almost critical drift-diffusion equations in general surfaces. This includes models of anisotropic non-homogeneous media and the physically motivated case of the two-dimensional sphere. Our finest result deals with the critical surface quasigeostrophic equation on the round sphere.

We introduce the notion of multiscale covariance tensor fields (CTF) associated with Euclidean random variables as a gateway to the shape of their distributions. Multiscale CTFs quantify variation of the data about every point in the data landscape at all spatial scales, unlike the usual covariance tensor that only quantifies global variation about the mean. Empirical forms of localized covariance previously have been used in data analysis and visualization, but we develop a framework for the systematic treatment of theoretical questions and computational models based on localized covariance. We prove strong stability theorems with respect to the Wasserstein distance between probability measures, obtain consistency results, as well as estimates for the rate of convergence of empirical CTFs. These results ensure that CTFs are robust to sampling, noise and outliers. We provide numerous illustrations of how CTFs let us extract shape from data and also apply CTFs to manifold clustering, the problem of categorizing data points according to their noisy membership in a collection of possibly intersecting, smooth submanifolds of Euclidean space. We prove that the proposed manifold clustering method is stable and carry out several experiments to validate the method.

Null boundary controllability of a 1-dimensional heat equation with an internal point mass

Abstract:
We consider a linear hybrid system composed by two rods of equal length connected by a point mass. We show that the system is null controllable with Dirichlet and Neumann controls. The results are based on a careful spectral spectral analysis together with the moment method.

We consider a linear hybrid system composed by two rods connected by a thin wall of length 2ε and density 1/2ε. By passing to a limit, we obtain a system describing heat flow of two rods connected by a singular point whose dynamics are governed by a partial differential equation. We prove that solutions of the approximate system converge weakly to solutions of the limiting system.
