The production of lepton pairs (Drell-Yan process) at the LHC is being measured to high precision, enabling the extraction of distributions that are triply differential in the di-lepton mass and rapidity as well as in the scattering angle described by the leptons. The measurements are performed for a fiducial phase space, defined by cuts on the individual lepton momenta and rapidities. Based on the ATLAS triple-differential Drell-Yan measurement at 8~TeV, we perform a detailed investigation of the phenomenology of this process based on state-of-the-art perturbative predictions in QCD and the electroweak theory. Our results demonstrate the highly non-trivial interplay between measurement variables and fiducial cuts, which leads to forbidden regions at Born level, and induces sensitivity on extra particle emissions from higher perturbative orders. We also investigate the sensitivity of the measurement on parton distributions and electroweak parameters. We derive Standard-Model theory predictions which combine NNLO QCD and NLO EW corrections and include partial N$^3$LO QCD as well as higher-order EW corrections where appropriate. Our results will enable the use of the triple-differential Drell-Yan data in a precise experimental determination of the weak mixing angle.

In these proceedings we study various sources of theoretical uncertainty in the Drell-Yan $p_T^{\ell\ell}$ spectrum focussing on the $p_T^{\ell\ell} \lesssim 100\, {\rm GeV}$ region. We consider several perturbative aspects related to the choice of the scale setting adopted in resummed calculations, and we assess their impact on the theoretical prediction both for the differential $p_T^{\ell\ell}$ spectrum and for the $\rm{N}^3\rm{LO}$ fiducial cross section. For both quantities, we find the results obtained with the different setups to be compatible with each other within the quoted uncertainty, highlighting the robustness of the theoretical prediction. In all cases, the experimental LHC data for the $p_T^{\ell\ell}$ spectrum is well described by our calculation.

We provide an overview of the status of Monte-Carlo event generators for high-energy particle physics. Guided by the experimental needs and requirements, we highlight areas of active development, and opportunities for future improvements. Particular emphasis is given to physics models and algorithms that are employed across a variety of experiments. These common themes in event generator development lead to a more comprehensive understanding of physics at the highest energies and intensities, and allow models to be tested against a wealth of data that have been accumulated over the past decades. A cohesive approach to event generator development will allow these models to be further improved and systematic uncertainties to be reduced, directly contributing to future experimental success. Event generators are part of a much larger ecosystem of computational tools. They typically involve a number of unknown model parameters that must be tuned to experimental data, while maintaining the integrity of the underlying physics models. Making both these data, and the analyses with which they have been obtained accessible to future users is an essential aspect of open science and data preservation. It ensures the consistency of physics models across a variety of experiments.

The Drell-Yan process at hadron colliders is a fundamental benchmark for the study of strong interactions and the extraction of electro-weak parameters. The outstanding precision of the LHC demands very accurate theoretical predictions with a full account of fiducial experimental cuts. In this letter we present a state-of-the-art calculation of the fiducial cross section and of differential distributions for this process at third order in the strict fixed-order expansion in the strong coupling, as well as including the all-order resummation of logarithmic corrections. Together with these results, we present a detailed study of the subtraction technique used to carry out the calculation for different sets of experimental cuts, as well as of the sensitivity of the fiducial cross section to infrared physics. We find that residual theory uncertainties are reduced to the percent level and that the robustness of the predictions can be improved by a suitable adjustment of fiducial cuts.

The final stage is presented, a next-to-next-to-leading-order (NNLO) analysis of the HERA data on inclusive deep inelastic $ep$ scattering together with jet data as published by the H1 and ZEUS collaborations. A perturbative QCD fit, simultaneously of $α_s(M_Z^2)$ and and the PDFs, was performed with the result $α_s(M_Z^2) = 0.1156 \pm 0.0011~{\rm (exp)}~ ^{+0.0001}_{-0.0002}~ {\rm (model}$ ${\rm +~parameterisation)}~ \pm 0.0029~{\rm (scale)}$. The PDF sets of HERAPDF2.0Jets NNLO were determined with separate fits using two fixed values of $α_s(M_Z^2)$, $α_s(M_Z^2)=0.1155$ and $0.118$, since the latter value was already chosen for the published HERAPDF2.0 NNLO analysis based on HERA inclusive DIS data only. The different sets of PDFs are presented, evaluated and compared. The consistency of the PDFs determined with and without the jet data demonstrates the consistency of HERA inclusive and jet-production cross-section data. The inclusion of the jet data reduced the uncertainty on the gluon PDF. Predictions based on the PDFs of HERAPDF2.0Jets NNLO give an excellent description of the jet-production data used as input.

We investigate the impact of NNLO QCD corrections on these observables at energies corresponding to the BNL RHIC collider and to fixed-target experiments. Satisfactory perturbative convergence is observed in both cases. Only the collider data are found to be well-described by perturbative QCD, thus indicating the importance of non-perturbative effects in lepton-pair transverse momentum distributions at fixed target energies.

The data taken in Run II at the LHC have started to probe Higgs boson production at high transverse momentum. Future data will provide a large sample of events with boosted Higgs boson topologies, allowing for a detailed understanding of electroweak Higgs boson plus two-jet production, and in particular the vector-boson fusion mode (VBF). We perform a detailed comparison of precision calculations for Higgs boson production in this channel, with particular emphasis on large Higgs boson transverse momenta, and on the jet radius dependence of the cross section. We study fixed-order predictions at NLO and NNLO QCD, and compare the results to NLO plus parton shower (NLOPS) matched calculations. The impact of the NNLO corrections on the central predictions is mild, with inclusive scale uncertainties of the order of a few percent, which can increase with the imposition of kinematic cuts. We find good agreement between the fixed-order and matched calculations in non-Sudakov regions, and the various NLOPS predictions also agree well in the Sudakov regime. We analyze backgrounds to VBF Higgs boson production stemming from associated production, and from gluon-gluon fusion. At high Higgs boson transverse momenta, the $Δy_{jj}$ and/or $m_{jj}$ cuts typically used to enhance the VBF signal over background lead to a reduced efficiency. We examine this effect as a function of the jet radius and using different definitions of the tagging jets. QCD radiative corrections increase for all Higgs production modes with increasing Higgs boson $p_T$, but the proportionately larger increase in the gluon fusion channel results in a decrease of the gluon-gluon fusion background to electroweak Higgs plus two jet production upon requiring exclusive two-jet topologies. We study this effect in detail and contrast in particular a central jet veto with a global jet multiplicity requirement.

The Large Hadron electron Collider (LHeC) is designed to move the field of deep inelastic scattering (DIS) to the energy and intensity frontier of particle physics. Exploiting energy recovery technology, it collides a novel, intense electron beam with a proton or ion beam from the High Luminosity--Large Hadron Collider (HL-LHC). The accelerator and interaction region are designed for concurrent electron-proton and proton-proton operation. This report represents an update of the Conceptual Design Report (CDR) of the LHeC, published in 2012. It comprises new results on parton structure of the proton and heavier nuclei, QCD dynamics, electroweak and top-quark physics. It is shown how the LHeC will open a new chapter of nuclear particle physics in extending the accessible kinematic range in lepton-nucleus scattering by several orders of magnitude. Due to enhanced luminosity, large energy and the cleanliness of the hadronic final states, the LHeC has a strong Higgs physics programme and its own discovery potential for new physics. Building on the 2012 CDR, the report represents a detailed updated design of the energy recovery electron linac (ERL) including new lattice, magnet, superconducting radio frequency technology and further components. Challenges of energy recovery are described and the lower energy, high current, 3-turn ERL facility, PERLE at Orsay, is presented which uses the LHeC characteristics serving as a development facility for the design and operation of the LHeC. An updated detector design is presented corresponding to the acceptance, resolution and calibration goals which arise from the Higgs and parton density function physics programmes. The paper also presents novel results on the Future Circular Collider in electron-hadron mode, FCC-eh, which utilises the same ERL technology to further extend the reach of DIS to even higher centre-of-mass energies.

We present a systematic investigation of jet production at hadron colliders from a phenomenological point of view, with the dual aim of providing a validation of theoretical calculations and guidance to future determinations of parton distributions (PDFs). We account for all available inclusive jet and dijet production measurements from ATLAS and CMS at 7 and 8 TeV by including them in a global PDF determination, and comparing to theoretical predictions at NNLO QCD supplemented by electroweak (EW) corrections. We assess the compatibility of the PDFs, specifically the gluon, obtained before and after inclusion of the jet data. We compare the single-inclusive jet and dijet observables in terms of perturbative behaviour upon inclusion of QCD and EW corrections, impact on the PDFs, and global fit quality. In the single-inclusive case, we also investigate the role played by different scale choices and the stability of the results upon changes in modelling of the correlated experimental systematics.

Inclusive Higgs boson production at large transverse momentum is induced by different production channels. We focus on the leading production through gluon fusion, and perform a consistent combination of the state of the art calculations obtained in the infinite-top-mass effective theory at next-to-next-to-leading order (NNLO) and in the full Standard Model (SM) at next-to-leading order (NLO). We thus present approximate QCD predictions for this process at NNLO, and a study of the corresponding perturbative uncertainties. This calculation is then compared with those obtained with commonly used event generators, and we observe that the description of the considered kinematic regime provided by these tools is in good agreement with state of the art calculations. Finally, we present accurate predictions for other production channels such as vector boson fusion, and associated production with a gauge boson, and with a $t\bar{t}$ pair. We find that, at large transverse momentum, the contribution of other production modes is substantial, and therefore must be included for a precise theory prediction of this observable.

The inclusion of higher order corrections leads to substantial changes in the shape of the differential distributions, and the residual perturbative uncertainties are reduced to the few percent level across the whole transverse momentum spectrum. We examine the ratio of pT distributions in charged- and neutral-current Drell-Yan production, and study different prescriptions for the estimate of perturbative uncertainties that rely on different degrees of correlation between these processes. We observe an excellent stability of the ratios with respect to the perturbative order, indicating a strong correlation between the corresponding QCD corrections.

We perform a phenomenological study of $Z$ plus jet, Higgs plus jet and di-jet production at the Large Hadron Collider. We investigate in particular the dependence of the leading jet cross section on the jet radius as a function of the jet transverse momentum. Theoretical predictions are obtained using perturbative QCD calculations at the next-to and next-to-next-to-leading order, using a range of renormalization and factorization scales. The fixed order predictions are compared to results obtained from matching next-to-leading order calculations to parton showers. A study of the scale dependence as a function of the jet radius is used to provide a better estimate of the scale uncertainty for small jet sizes. The non-perturbative corrections as a function of jet radius are estimated from different generators.

The discovery of the Higgs boson in 2012, by the ATLAS and CMS experiments, was a success achieved with only a percent of the entire dataset foreseen for the LHC. It opened a landscape of possibilities in the study of Higgs boson properties, Electroweak Symmetry breaking and the Standard Model in general, as well as new avenues in probing new physics beyond the Standard Model. Six years after the discovery, with a conspicuously larger dataset collected during LHC Run 2 at a 13 TeV centre-of-mass energy, the theory and experimental particle physics communities have started a meticulous exploration of the potential for precision measurements of its properties. This includes studies of Higgs boson production and decays processes, the search for rare decays and production modes, high energy observables, and searches for an extended electroweak symmetry breaking sector. This report summarises the potential reach and opportunities in Higgs physics during the High Luminosity phase of the LHC, with an expected dataset of pp collisions at 14 TeV, corresponding to an integrated luminosity of 3 ab$^{-1}$. These studies are performed in light of the most recent analyses from LHC collaborations and the latest theoretical developments. The potential of an LHC upgrade, colliding protons at a centre-of-mass energy of 27 TeV and producing a dataset corresponding to an integrated luminosity of 15 ab$^{-1}$, is also discussed.

Jet production at hadron colliders is a benchmark process to probe the dynamics of the strong interaction and the structure of the colliding hadrons. One of the most basic jet production observables is the single jet inclusive cross section, which is obtained by summing all jets that are observed in an event. Our recent computation of next-to-next-to-leading order (NNLO) QCD contributions to single jet inclusive observables uncovered large corrections in certain kinematical regions, which also resulted in a sizeable ambiguity on the appropriate choice of renormalization and factorization scales. We now perform a detailed investigation of the infrared sensitivity of the different ingredients to the single jet inclusive cross section. We show that the contribution from the second jet, ordered in transverse momentum $p_{T}$, in the event is particularly sensitive to higher order effects due to implicit restrictions on its kinematics. By investigating the second-jet transverse momentum distribution, we identify large-scale cancellations between different kinematical event configurations, which are aggravated by certain types of scale choice. Taking perturbative convergence and stability as selection criteria enables us to single out the total partonic transverse energy $\hat{H}_{T}$ and twice the individual jet transverse momentum $2\,p_{T}$ (with which $\hat{H}_{T}$ coincides in Born kinematics) as the most appropriate scales in the perturbative description of single jet inclusive production.

The perturbative description of certain differential distributions across a wide kinematic range requires the matching of fixed-order perturbation theory with resummation of large logarithmic corrections to all orders. We present precise matched predictions for transverse-momentum distributions in Higgs boson (H) and Drell-Yan pair (DY) production as well as for the closely related ${φ^{*}_η}$ distribution at the LHC. The calculation is exclusive in the Born kinematics, and allows for arbitrary fiducial selection cuts on the decay products of the colour singlets, which is of primary relevance for experimental analyses. Our predictions feature very small residual scale uncertainties and display a good convergence of the perturbative series. A comparison of the predictions for DY observables to experimental data at 8 TeV shows a very good agreement within the quoted errors.

Hard processes in diffractive deep-inelastic scattering can be described by a factorisation into parton-level subprocesses and diffractive parton distributions. In this framework, cross sections for inclusive dijet production in diffractive deep-inelastic electron-proton scattering (DIS) are computed to next-to-next-to-leading order (NNLO) QCD accuracy and compared to a comprehensive selection of data. Predictions for the total cross sections, 39 single-differential and four double-differential distributions for six measurements at HERA by the H1 and ZEUS collaborations are calculated. In the studied kinematical range, the NNLO corrections are found to be sizeable and positive. The NNLO predictions typically exceed the data, while the kinematical shape of the data is described better at NNLO than at next-to-leading order (NLO). A significant reduction of the scale uncertainty is achieved in comparison to NLO predictions. Our results use the currently available NLO diffractive parton distributions, and the discrepancy in normalisation highlights the need for a consistent determination of these distributions at NNLO accuracy.

The dependence of the NNLO predictions and of the resulting value of $α_s(M_Z)$ at the $Z$-boson mass $m_Z$ are studied as a function of the choice of the renormalisation and factorisation scales. Using inclusive jet and dijet data together, the strong coupling constant is determined to be $α_s(M_Z)=0.1166\,(19)_{\rm exp}\,(24)_{\rm th}$. Complementary, $α_s(M_Z)$ is determined together with parton distribution functions of the proton (PDFs) from jet and inclusive DIS data measured by the H1 experiment. The value $α_s(M_Z)=0.1147\,(25)_{\rm tot}$ obtained is consistent with the determination from jet data alone. The impact of the jet data on the PDFs is studied. The running of the strong coupling is tested at different values of the renormalisation scale and the results are found to be in agreement with expectations.

The angular distributions of lepton pairs in the Drell-Yan process can provide rich information on the underlying QCD production mechanisms. These dynamics can be parameterised in terms of a set of frame dependent angular coefficients, $A_{i=0,\ldots,7}$, which depend on the invariant mass, transverse momentum, and rapidity of the lepton pair. Motivated by recent measurements of these coefficients by ATLAS and CMS, and in particular by the apparent violation of the Lam-Tung relation $A_0-A_2=0$, we perform a precision study of the angular coefficients at $\mathcal{O}(α_s^3)$ in perturbative QCD. We make predictions relevant for $pp$ collisions at $\sqrt{s} = 8$ TeV, and perform comparisons with the available ATLAS and CMS data as well as providing predictions for a prospective measurement at LHCb. To expose the violation of the Lam-Tung relationship we propose a new observable $Δ^\mathrm{LT} = 1-A_2/A_0$ that is more sensitive to the dynamics in the region where $A_0$ and $A_2$ are both small. We find that the $\mathcal{O}(α_s^3)$ corrections have an important impact on the $p_{T,Z}$ distributions for several of the angular coefficients, and are essential to provide an adequate description of the data. The compatibility of the available ATLAS and CMS data is reassessed by performing a partial $χ^2$ test with respect to the central theoretical prediction which shows that $χ^2/N_\mathrm{data}$ is significantly reduced by going from $\mathcal{O}(α_s^2)$ to $\mathcal{O}(α_s^3)$.

We consider the long-standing problems associated with scale choice for dijet production at next-to-leading order (NLO) and investigate the impact of including the NNLO contribution. We find that the NNLO theory provides reliable predictions, even when using scale choices which display pathological behaviour at NLO. We choose the dijet invariant mass as the theoretical scale on the grounds of perturbative convergence and residual scale variation and compare the predictions to the ATLAS 7 TeV 4.5 fb$^{-1}$ data.

High-energy jets recoiling against missing transverse energy (MET) are powerful probes of dark matter at the LHC. Searches based on large MET signatures require a precise control of the $Z(ν\barν)+$jet background in the signal region. This can be achieved by taking accurate data in control regions dominated by $Z(\ell^+\ell^-)+$jet, $W(\ellν)+$jet and $γ+$jet production, and extrapolating to the $Z(ν\barν)+$jet background by means of precise theoretical predictions. In this context, recent advances in perturbative calculations open the door to significant sensitivity improvements in dark matter searches. In this spirit, we present a combination of state-of-the art calculations for all relevant $V+$jets processes, including throughout NNLO QCD corrections and NLO electroweak corrections supplemented by Sudakov logarithms at two loops. Predictions at parton level are provided together with detailed recommendations for their usage in experimental analyses based on the reweighting of Monte Carlo samples. Particular attention is devoted to the estimate of theoretical uncertainties in the framework of dark matter searches, where subtle aspects such as correlations across different $V+$jet processes play a key role. The anticipated theoretical uncertainty in the $Z(ν\barν)+$jet background is at the few percent level up to the TeV range.

We compute the order $α_s^2$ QCD corrections to the $b$-quark forward-backward asymmetry in $e^+e^-\to b{\bar b}$ collisions at the $Z$ boson resonance, taking the non-zero mass of the $b$ quark into account. We determine these corrections with respect to both the $b$-quark axis and the thrust axis definition of the asymmetry. We compute also the distributions of these axes with respect to the electron beam. If one neglects the flavor singlet contributions to the $b$-quark asymmetry, as was done in previous computations for massless $b$ quarks, then the second-order QCD corrections for $m_b\neq 0$ are smaller in magnitude than the corresponding corrections for $m_b=0$. Including the singlet contributions slightly increases the magnitude of the corrections. The massive $α_s^2$ corrections to the $b$-quark forward-backward asymmetry slightly diminish the well-known tension between the bare $b$-quark asymmetry and the standard model fit from $2.9σ$ to $2.6σ$.

The main goal of the working group was to present the state-of-the-art of Higgs physics at the LHC, integrating all new results that have appeared in the last few years. The first part compiles the most up-to-date predictions of Higgs boson production cross sections and decay branching ratios, parton distribution functions, and off-shell Higgs boson production and interference effects. The second part discusses the recent progress in Higgs effective field theory predictions, followed by the third part on pseudo-observables, simplified template cross section and fiducial cross section measurements, which give the baseline framework for Higgs boson property measurements. The fourth part deals with the beyond the Standard Model predictions of various benchmark scenarios of Minimal Supersymmetric Standard Model, extended scalar sector, Next-to-Minimal Supersymmetric Standard Model and exotic Higgs boson decays. This report follows three previous working-group reports: Handbook of LHC Higgs Cross Sections: 1. Inclusive Observables (CERN-2011-002), Handbook of LHC Higgs Cross Sections: 2. We derive the second-order QCD corrections to the production of a Higgs boson recoiling against a parton with finite transverse momentum, working in the effective field theory in which the top quark contributions are integrated out. To account for quark mass effects, we supplement the effective field theory result by the full quark mass dependence at leading order. Our calculation is fully differential in the final state kinematics and includes the decay of the Higgs boson to a photon pair. It allows one to make next-to-next-to- leading order (NNLO)-accurate theory predictions for Higgs-plus-jet final states and for the transverse momentum distribution of the Higgs boson, accounting for the experimental definition of the fiducial cross sections. The NNLO QCD corrections are found to be moderate and positive, they lead to a substantial reduction of the theory uncertainty on the predictions. We compare our results to 8 TeV LHC data from ATLAS and CMS. While the shape of the data is well-described for both experiments, we agree on the normalization only for CMS. By normalizing data and theory to the inclusive fiducial cross section for Higgs production, good agreement is found for both experiments, however at the expense of an increased theory uncertainty. We make predictions for Higgs production observables at the 13 TeV LHC, which are in good agreement with recent ATLAS data. At this energy, the leading order mass corrections to the effective field theory prediction become significant at large transverse momenta, and we discuss the resulting uncertainties on the predictions.

In view of the searches at the LHC for scalar particle resonances in addition to the 125 GeV Higgs boson, we present the cross section for a CP-even scalar produced via gluon fusion at N3LO in perturbative QCD assuming that it couples directly to gluons in an effective theory approach. We refine our prediction by taking into account the possibility that the scalar couples to the top-quark and computing the corresponding contributions through NLO in perturbative QCD. We assess the theoretical uncertainties of the cross section due to missing higher-order QCD effects and we provide the necessary information for obtaining the cross section value and uncertainty from our results in specific scenarios beyond the Standard Model. We also give detailed results for the case of a 750 GeV scalar, which will be the subject of intense experimental studies.

The transverse momentum distribution of massive neutral vector bosons can be measured to high accuracy at hadron colliders. The transverse momentum is caused by a partonic recoil, and is determined by QCD dynamics. We compute the single and double-differential transverse momentum distributions for fully inclusive $Z/γ^*$ production including leptonic decay to next-to-next-to-leading order (NNLO) in perturbative QCD. We also compute the same distributions normalised to the cross sections for inclusive $Z/γ^*$ production, i.e. integrated over the transverse momentum of the lepton pair. We compare our predictions for the fiducial cross sections to the 8 TeV data set from the ATLAS and CMS collaborations, which both observed a tension between data and NLO theory predictions, using the experimental cuts and binning. We find that the inclusion of the NNLO QCD effects does not fully resolve the tension with the data for the unnormalised $p^Z_T$ distribution. However, we observe that normalising the NNLO $Z$-boson transverse momentum distribution by the NNLO Drell-Yan cross section substantially improves the agreement between experimental data and theory, and opens the way for precision QCD studies of this observable.

The coupling of a pseudo-scalar Higgs boson to gluons is mediated through a heavy quark loop. In the limit of large quark mass, it is described by an effective Lagrangian that only admits light degrees of freedom. In this effective theory, we compute the three-loop massless QCD corrections to the form factor that describes the coupling of a pseudo-scalar Higgs boson to gluons. Due to the axial anomaly, the pseudo-scalar operator for the gluonic field strength mixes with the divergence of the axial vector current. Working in dimensional regularization and using the 't~Hooft-Veltman prescription for the axial vector current, we compute the three-loop pseudo-scalar form factors for massless quarks and gluons. Using the universal infrared factorization properties, we independently derive the three-loop operator mixing and finite operator renormalisation from the renormalisation group equation for the form factors, thereby confirming recent results in the operator product expansion. The finite part of the three-loop form factor is an important ingredient to the precise prediction of the pseudo-scalar Higgs boson production cross section at hadron colliders. We discuss potential applications and derive the hard matching coefficient in soft-collinear effective theory.

We compute the cross section and differential distributions for the production of a Standard Model Higgs boson in association with a hadronic jet to next-to-next-to-leading order in quantum chromodynamics (QCD). In Higgs boson studies at the LHC, final states containing one jet are a dominant contribution to the total event rate, and their understanding is crucial for improved determinations of the Higgs boson properties. We observe substantial higher order corrections to transverse momentum spectra and rapidity distributions in Higgs-plus-one-jet final states. Their inclusion stabilises the residual theoretical uncertainty of the predictions around 9\%, thereby providing important input to precision studies of the Higgs boson.

Charged gauge boson pair production at the Large Hadron Collider allows detailed probes of the fundamental structure of electroweak interactions. We present precise theoretical predictions for on-shell $W^+W^-$ production that include, for the first time, QCD effects up to next-to-next-to-leading order in perturbation theory. As compared to next-to-leading order, the inclusive $W^+W^-$ cross section is enhanced by 9% at 7 TeV and 12% at 14 TeV. The residual perturbative uncertainty is at the 3% level. The severe contamination of the $W^+W^-$ cross section due to top-quark resonances is discussed in detail. Comparing different definitions of top-free $W^+W^-$ production in the four and five flavour number schemes, we demonstrate that top-quark resonances can be separated from the inclusive $W^+W^-$ cross section without significant loss of theoretical precision.

The present note relies on the recently published conceptual design report of the LHeC and extends the first contribution to the European strategy debate in emphasising the role of the LHeC to complement and complete the high luminosity LHC programme. The brief discussion therefore focuses on the importance of high precision PDF and $α_s$ determinations for the physics beyond the Standard Model (GUTs, SUSY, Higgs). Emphasis is also given to the importance of high parton density phenomena in nuclei and their relevance to the heavy ion physics programme at the LHC.

This document provides a brief overview of the recently published report on the design of the Large Hadron Electron Collider (LHeC), which comprises its physics programme, accelerator physics, technology and main detector concepts. The LHeC exploits and develops challenging, though principally existing, accelerator and detector technologies. This summary is complemented by brief illustrations of some of the highlights of the physics programme, which relies on a vastly extended kinematic range, luminosity and unprecedented precision in deep inelastic scattering. Illustrations are provided regarding high precision QCD, new physics (Higgs, SUSY) and electron-ion physics. The LHeC is designed to run synchronously with the LHC in the twenties and to achieve an integrated luminosity of O(100) fb$^{-1}$. It will become the cleanest high resolution microscope of mankind and will substantially extend as well as complement the investigation of the physics of the TeV energy scale, which has been enabled by the LHC.

The physics programme and the design are described of a new collider for particle and nuclear physics, the Large Hadron Electron Collider (LHeC), in which a newly built electron beam of 60 GeV, up to possibly 140 GeV, energy collides with the intense hadron beams of the LHC. Compared to HERA, the kinematic range covered is extended by a factor of twenty in the negative four-momentum squared, $Q^2$, and in the inverse Bjorken $x$, while with the design luminosity of $10^{33}$ cm$^{-2}$s$^{-1}$ the LHeC is projected to exceed the integrated HERA luminosity by two orders of magnitude. The physics programme is devoted to an exploration of the energy frontier, complementing the LHC and its discovery potential for physics beyond the Standard Model with high precision deep inelastic scattering measurements. These are designed to investigate a variety of fundamental questions in strong and electroweak interactions. The physics programme also includes electron-deuteron and electron-ion scattering in a $(Q^2, 1/x)$ range extended by four orders of magnitude as compared to previous lepton-nucleus DIS experiments for novel investigations of neutron's and nuclear structure, the initial conditions of Quark-Gluon Plasma formation and further quantum chromodynamic phenomena. The LHeC may be realised either as a ring-ring or as a linac-ring collider. Optics and beam dynamics studies are presented for both versions, along with technical design considerations on the interaction region, magnets and further components, together with a design study for a high acceptance detector. Civil engineering and installation studies are presented for the accelerator and the detector. The LHeC can be built within a decade and thus be operated while the LHC runs in its high-luminosity phase. It thus represents a major opportunity for progress in particle physics exploiting the investment made in the LHC.

We present the first determination of the strong coupling constant from a fit of next-to-next-to-leading order QCD predictions to event-shape variables, measured in $e^+e^-$ annihilations at LEP. The data have been collected by the ALEPH detector at centre-of-mass energies between 91 and 206 GeV. Compared to results of next-to-leading order fits we observe that the central fit values are lower by about 10%, with considerably reduced scatter among the results obtained with different event-shape variables. The dominant systematic uncertainty from renormalization scale variations is reduced by a factor of two. By combining the results for several event-shape variables and centre-of-mass energies, we find α_s(M_Z^2) = 0.1240+-0.0008(stat)+-0.0010(exp)+-0.0011(had)+-0.0029(theo).

The production of final state photons in deep inelastic scattering originates from photon radiation off leptons or quarks involved in the scattering process. Photon radiation off quarks involves a contribution from the quark-to-photon fragmentation function, corresponding to the non-perturbative transition of a hadronic jet into a single, highly energetic photon accompanied by some limited hadronic activity. Up to now, this fragmentation function was measured only in electron-positron annihilation at LEP. We demonstrate by a dedicated parton-level calculation that a competitive measurement of the quark-to-photon fragmentation function can be obtained in deep inelastic scattering at HERA. Such a measurement can be obtained by studying the photon energy spectra in $γ+ (0+1)$-jet events, where $γ$ denotes a hadronic jet containing a highly energetic photon (the photon jet). Isolated photons are then defined from the photon jet by imposing a minimal photon energy fraction. For this so-called democratic clustering approach, we study the cross sections for isolated $γ+ (0+1)$-jet and $γ+ (1+1)$-jet production as well as for the inclusive isolated photon production in deep inelastic scattering.

New results concerning the potential of a 500 GeV $e^+e^-$ collider for measuring $Wtb$ couplings and the top quark Yukawa coupling are presented. The status of higher order QCD corrections to jet production cross sections, heavy quark form factors, and longitudinal gauge boson scattering, needed for percent-level studies at the ILC, are reviewed. A new study of the measurement of the hadronic structure of the photon at a $γγ$ collider is presented.
