Existing UAS Traffic Management (UTM) frameworks designate preplanned flight paths to uncrewed aircraft systems (UAS), enabling the UAS to deliver payloads. However, with increasing delivery demand between the source-destination pairs in the urban airspace, UAS will likely experience considerable congestion on the nominal paths. We propose a rule-based congestion mitigation strategy that improves UAS safety and airspace utilization in congested traffic streams. The strategy relies on nominal path information from the UTM and positional information of other UAS in the vicinity. Following the strategy, UAS opts for alternative local paths in the unoccupied airspace surrounding the nominal path and avoids congested regions. The strategy results in UAS traffic exploring and spreading to alternative adjacent routes on encountering congestion. The paper presents queuing models to estimate the expected traffic spread for varying stochastic delivery demand at the source, thus hel** to reserve the airspace around the nominal path beforehand to accommodate any foreseen congestion. Simulations are presented to validate the queuing results in the presence of static obstacles and intersecting UAS streams.

As more distributed energy resources become part of the demand-side infrastructure, it is important to quantify the energy flexibility they provide on a community scale, particularly to understand the impact of geographic, climatic, and occupant behavioral differences on their effectiveness, as well as identify the best control strategies to accelerate their real-world adoption. CityLearn provides an environment for benchmarking simple and advanced distributed energy resource control algorithms including rule-based, model-predictive, and reinforcement learning control. CityLearn v2 presented here extends CityLearn v1 by providing a simulation environment that leverages the End-Use Load Profiles for the U.S. Building Stock dataset to create virtual grid-interactive communities for resilient, multi-agent distributed energy resources and objective control with dynamic occupant feedback. This work details the v2 environment design and provides application examples that utilize reinforcement learning to manage battery energy storage system charging/discharging cycles, vehicle-to-grid control, and thermal comfort during heat pump power modulation.

Intelligent energy management strategies, such as Vehicle-to-Grid (V2G) and Grid-to-Vehicle (G2V) emerge as a potential solution to the Electric Vehicles' (EVs) integration into the energy grid. These strategies promise enhanced grid resilience and economic benefits for both vehicle owners and grid operators. Despite the announced prospective, the adoption of these strategies is still hindered by an array of operational problems. Key among these is the lack of a simulation platform that allows to validate and refine V2G and G2V strategies. Including the development, training, and testing in the context of Energy Communities (ECs) incorporating multiple flexible energy assets. Addressing this gap, first we introduce the EVLearn, a simulation module for researching in both V2G and G2V energy management strategies, that models EVs, their charging infrastructure and associated energy flexibility dynamics; second, this paper integrates EVLearn with the existing CityLearn framework, providing V2G and G2V simulation capabilities into the study of broader energy management strategies. Results validated EVLearn and its integration into CityLearn, where the impact of these strategies is highlighted through a comparative simulation scenario.

Index modulation schemes for reconfigurable intelligent surfaces (RIS)-assisted systems are envisioned as promising technologies for fifth-generation-advanced and sixth-generation (6G) wireless communication systems to enhance various system capabilities such as coverage area and network capacity. In this paper, we consider a receive diversity RIS-assisted wireless communication system employing IM schemes, namely, space-shift keying (SSK) for binary modulation and spatial modulation (SM) for M-ary modulation for data transmission. The RIS lies in close proximity to the transmitter, and the transmitted data is subjected to a fading environment with a prominent line-of-sight component modeled by a Rician distribution. A receiver structure based on a greedy detection rule is employed to select the receive diversity branch with the highest received signal energy for demodulation. The performance of the considered system is evaluated by obtaining a series-form expression for the probability of erroneous index detection (PED) of the considered target antenna using a characteristic function approach. In addition, closed-form and asymptotic expressions at high and low signal-to-noise ratios (SNRs) for the bit error rate (BER) for the SSK-based system, and the SM-based system employing M-ary phase-shift keying and M-ary quadrature amplitude modulation schemes, are derived. The dependencies of the system performance on the various parameters are corroborated via numerical results. The asymptotic expressions and results of PED and BER at high and low SNR values lead to the observation of a performance saturation and the presence of an SNR value as a point of inflection, which is attributed to the greedy detector's structure.

This paper presents the possible application of UAVs at different stages of cyclone mitigation. The overall system architecture necessary for preparedness, rescue operation, resource allocation, and damage assessment using UAVs during cyclones is described. Although general commercial UAVs are reported to be used in cyclone operations, UAV systems should be planned specifically for cyclone operations to improve efficiency. Here, the specification required for effective and safe UAV operations in the post-cyclone scenario is presented. Mission planning required for various rescue, relief, and damage assessment missions related to cyclone management is discussed. A case study of deploying UAV in Amphan cyclone operation in West Bengal is also presented. This paper can help disaster management authorities to develop UAV systems specifically to cater to cyclone operations.

In this paper, an optimal resource allocation framework is proposed for the allocation of critical medical resources among different units during a pandemic. The framework is developed by considering the dynamics of Pandemic, hierarchical government structure, and non-uniformity of unit resource requirement among different units. The cost function is designed to minimize the difference between the demand, actual allocation, and ideal allocation, where ideal allocation for a region is considered based on the predicted active cases in a fraction of predicted total active cases of all regions. Different cost functions are used at a different level of organization based on the available information. The model can also accommodate severity of disaster in a region in this framework. A sample allocation case study is presented for the allocation of oxygen for different states of India.

This paper proposes optimal lockdown management policies based on short-term prediction of active COVID-19 confirmed cases to ensure the availability of critical medical resources. The optimal time to start the lockdown from the current time is obtained after maximizing a cost function considering economic value subject to constraints of availability of medical resources, and maximum allowable value of daily growth rate and Test Positive Ratio. The estimated value of required medical resources is calculated as a function of total active cases. The predicted value of active cases is calculated using an adaptive short-term prediction model. The proposed approach can be easily implementable by a local authority. An optimal lockdown case study for Delhi during the second wave in the month of April 2021 is presented using the proposed formulation.

The notion of safety in multi-agent systems assumes great significance in many emerging collaborative multi-robot applications. In this paper, we present a multi-UAV collaborative target-tracking application by defining bounded inter-UAV distances in the formation in order to ensure safe operation. In doing so, we address the problem of prioritizing specific objectives over others in a multi-objective control framework. We propose a barrier Lyapunov function-based distributed control law to enforce the bounds on the distances and assess its Lyapunov stability using a kinematic model. The theoretical analysis is supported by numerical results, which account for measurement noise and moving targets. Straight-line and circular motion of the target are considered, and results for quadratic Lyapunov function-based control, often used in multi-agent multi-objective problems, are also presented. A comparison of the two control approaches elucidates the advantages of our proposed safe-control in bounding the inter-agent distances in a formation. A concluding evaluation using ROS simulations illustrates the practical applicability of the proposed control to a pair of multi-rotors visually estimating and maintaining their mutual separation within specified bounds, as they track a moving target.

This paper presents the design, development, and testing of hardware-software systems by the IISc-TCS team for Challenge 1 of the Mohammed Bin Zayed International Robotics Challenge 2020. The goal of Challenge 1 was to grab a ball suspended from a moving and maneuvering UAV and pop balloons anchored to the ground, using suitable manipulators. The important tasks carried out to address this challenge include the design and development of a hardware system with efficient grabbing and pop** mechanisms, considering the restrictions in volume and payload, design of accurate target interception algorithms using visual information suitable for outdoor environments, and development of a software architecture for dynamic multi-agent aerial systems performing complex dynamic missions. In this paper, a single degree of freedom manipulator attached with an end-effector is designed for grabbing and pop**, and robust algorithms are developed for the interception of targets in an uncertain environment. Vision-based guidance and tracking laws are proposed based on the concept of pursuit engagement and artificial potential function. The software architecture presented in this work proposes an Operation Management System (OMS) architecture that allocates static and dynamic tasks collaboratively among multiple UAVs to perform any given mission. An important aspect of this work is that all the systems developed were designed to operate in completely autonomous mode. A detailed description of the architecture along with simulations of complete challenge in the Gazebo environment and field experiment results are also included in this work. The proposed hardware-software system is particularly useful for counter-UAV systems and can also be modified in order to cater to several other applications.

This work proposes a systematic framework for modelling and controller design of a Commercial-Off-The Shelf (COTS) unmanned rotorcraft using control theory and principles, for brick wall construction. With point to point navigation as the primary application, command velocities in the three axes of the Unmanned Aerial Vehicle (UAV) are considered as inputs of the system while its actual velocities are system outputs. Using the sine and step response data acquired from a Hardware-in-Loop (HiL) test simulator, the considered system was modelled in individual axes with the help of the proposed framework. This model was employed for controller design where a sliding mode controller was chosen to satisfy certain requirements of the application like robustness, flexibility and accuracy. The model was validated using step response data and produced a deviation of only 9%. Finally, the controller results from field test showed fine control up to 8 cms accuracy. Sliding Mode Control (SMC) was also compared with a linear controller derived from iterative experimentations and seen to perform better than the latter in terms of accuracy, and robustness to parametric variations and wind disturbances.

Survivors stranded during floods tend to seek refuge on dry land. It is important to search for these survivors and help them reach safety as quickly as possible. The terrain in such situations however, is heavily damaged and restricts the movement of emergency personnel towards these survivors. Therefore, it is advantageous to utilize Unmanned Aerial Vehicles (UAVs) in cooperation with on-ground first responders to aid search and rescue efforts. In this article we demonstrate an implementation and improvement of the weight-based path planning algorithm using an off-the-shelf UAV. The coordinates of the survivor and their heading is reported by an on-ground observer to the UAV to generate a weighted map of the surroundings for exploration. Each coordinate in the map is assigned a weight which dictates the priority of exploration. These waypoints are then sorted on the basis of their weights to arrive at an ordered list for exploration by the UAV. We developed the model in MATLAB, followed by prototy** on Robot Operating System (ROS) using a 3DR Iris quadcopter. We tested the model on an off-the-shelf UAV by utilizing the MAVROS and MAVLINK capabilities of ROS. During the implementation of the algorithm on the UAV, several additional factors such as unreliable GPS signals and limited field of view which could effect the performance of the model were in effect, despite which the algorithm performed fairly well. We compared our model with conventional algorithms described in the literature, and showed that our implementation outperforms them.

Balancing refers to the situation in which the movement of agents causes the position of their centroid to become stationary. We generalize existing results and show that by using heterogeneous controller gains, the velocity directions of the agents in balanced formation can be controlled. The effect of heterogeneous gains on the reachable set of these velocity directions is further analyzed. For the two-agents case, the locus of steady-state location of the centroid is also analyzed against the variations in the heterogeneous controller gains. This paper considers the collective circular motion of multi-agent systems in which all the agents are required to traverse different circles or a common circle at a prescribed angular velocity. It is required to achieve these collective motions with the heading angles of the agents synchronized or balanced. In synchronization, the agents and their centroid have a common velocity direction, while in balancing, the movement of agents causes the location of the centroid to become stationary. The agents considered are initially moving at unit speed around individual circles at different angular velocities. It is assumed that the agents are subjected to limited communication constraints, and exchange relative information according to a time-invariant undirected graph. We present suitable feedback control laws for each of these motion coordination tasks by considering a second-order rotational dynamics of the agent. We generalize existing results and show that by using heterogeneous controller gains, the final velocity direction at which the system of agents synchronize can be controlled. The effect of heterogeneous gains on the reachable set of this final velocity direction is further analyzed. We also show that for realistic systems, a limited control force to stabilize the agents to the synchronized condition can be achieved by confining these heterogeneous controller gains to an upper bound. Simulations are given to support the theoretical findings.

Abstract:
In this paper we study the convergence of the max-consensus protocol. Tropical algebra is used to formulate the problem. Necessary and sufficient conditions for convergence of the max-consensus protocol over fixed as well as switching topology networks are given.

Abstract:
In this paper a generalization of the Voronoi partition is used for optimal deployment of autonomous agents carrying sensors with heterogeneous capabilities, to maximize the sensor coverage. The generalized centroidal Voronoi configuration, in which the agents are located at the centroids of the corresponding generalized Voronoi cells, is shown to be a local optimal configuration. Simulation results are presented to illustrate the presented deployment strategy.
