Artificial Intelligence (AI) holds promise as a technology that can be used to improve government and economic policy-making. This paper proposes a new research agenda towards this end by introducing Social Environment Design, a general framework for the use of AI for automated policy-making that connects with the Reinforcement Learning, EconCS, and Computational Social Choice communities. The framework seeks to capture general economic environments, includes voting on policy objectives, and gives a direction for the systematic analysis of government and economic policy through AI simulation. We highlight key open problems for future research in AI-based policy-making. By solving these challenges, we hope to achieve various social welfare objectives, thereby promoting more ethical and responsible decision making.

On August 24, 2023, Japan controversially decided to discharge nuclear wastewater from the Fukushima Daiichi Nuclear Power Plant into the ocean, sparking intense domestic and global debates. This study uses evolutionary game theory to analyze the strategic dynamics between Japan, other countries, and the Japan Fisheries Association. By incorporating economic, legal, international aid, and environmental factors, the research identifies three evolutionarily stable strategies, analyzing them via numerical simulations. The focus is on Japan's shift from wastewater release to its cessation, exploring the myriad factors influencing this transition and their effects on stakeholders' decisions. Key insights highlight the need for international cooperation, rigorous scientific research, public education, and effective wastewater treatment methods. Offering both a fresh theoretical perspective and practical guidance, this study aims to foster global consensus on nuclear wastewater management, crucial for marine conservation and sustainable development.

We develop a novel methodology for the proxy variable identification of firm productivity in the presence of productivity-modifying learning and spillovers which facilitates a unified "internally consistent" analysis of the spillover effects between firms. Contrary to the popular two-step empirical approach, ours does not postulate contradictory assumptions about firm productivity across the estimation steps. Instead, we explicitly accommodate cross-sectional dependence in productivity induced by spillovers which facilitates identification of both the productivity and spillover effects therein simultaneously. We apply our model to study cross-firm spillovers in China's electric machinery manufacturing, with a particular focus on productivity effects of inbound FDI.

Motivated by the long-standing interest in understanding the role of location for firm performance, this paper provides a semiparametric methodology to accommodate locational heterogeneity in production analysis. Our approach is novel in that we explicitly model spatial variation in parameters in the production-function estimation. We accomplish this by allowing both the input-elasticity and productivity parameters to be unknown functions of the firm's geographic location and estimate them via local kernel methods. This allows the production technology to vary across space, thereby accommodating neighborhood influences on firm production. In doing so, we are also able to examine the role of cross-location differences in explaining the variation in operational productivity among firms. Our model is superior to the alternative spatial production-function formulations because it (i) explicitly estimates the cross-locational variation in production functions, (ii) is readily reconcilable with the conventional production axioms and, more importantly, (iii) can be identified from the data by building on the popular proxy-variable methods, which we extend to incorporate locational heterogeneity. Using our methodology, we study China's chemicals manufacturing industry and find that differences in technology (as opposed to in idiosyncratic firm heterogeneity) are the main source of the cross-location differential in total productivity in this industry.

There is growing empirical evidence that firm heterogeneity is technologically non-neutral. This paper extends Gandhi et al.'s (2020) proxy variable framework for structurally identifying production functions to a more general case when latent firm productivity is multi-dimensional, with both factor-neutral and (biased) factor-augmenting components. Unlike alternative methodologies, our model can be identified under weaker data requirements, notably, without relying on the typically unavailable cross-sectional variation in input prices for instrumentation. When markets are perfectly competitive, we achieve point identification by leveraging the information contained in static optimality conditions, effectively adopting a system-of-equations approach. We also show how one can partially identify the non-neutral production technology in the traditional proxy variable framework when firms have market power.
