A number of companies recently worked together to release the new Open Compute Project MX standard for low-precision computation, aimed at efficient neural network implementation. In this paper, we describe and evaluate the first open-source FPGA implementation of the arithmetic defined in the standard. Our designs fully support all the standard's concrete formats for conversion into and out of MX formats and for the standard-defined arithmetic operations, as well as arbitrary fixed-point and floating-point formats. Certain elements of the standard are left as implementation-defined, and we present the first concrete FPGA-inspired choices for these elements, which we outline in the paper. Our library of optimized hardware components is available open source, and can be used to build larger systems. For this purpose, we also describe and release an open-source Pytorch library for quantization into the new standard, integrated with the Brevitas library so that the community can develop novel neural network designs quantized with MX formats in mind. We demonstrate the usability and efficacy of our libraries via the implementation of example neural networks such as ResNet-18 on the ImageNet ILSVRC12 dataset. Our testing shows that MX is very effective for formats such as INT5 or FP6 which are not natively supported on GPUs. This gives FPGAs an advantage as they have the flexibility to implement a custom datapath and take advantage of the smaller area footprints offered by these formats.

This article assesses the effectiveness of current cybersecurity regulations and policies in the United States amidst the escalating frequency and sophistication of cyber threats. The focus is on the comprehensive framework established by the U.S. government, with a spotlight on the National Institute of Standards and Technology (NIST) Cybersecurity Framework and key regulations such as HIPAA, GLBA, FISMA, CISA, CCPA, and the DOD Cybersecurity Maturity Model Certification. The study evaluates the impact of these regulations on different sectors and analyzes trends in cybercrime data from 2000 to 2022. The findings highlight the challenges, successes, and the need for continuous adaptation in the face of evolving cyber threats

Crashes and delays at Railroad Highway Grade Crossings (RHGC), where highways and railroads intersect, pose significant safety concerns for the U.S. Federal Railroad Administration (FRA). Despite the critical importance of addressing accidents and traffic delays at highway-railroad intersections, there is a notable dearth of research on practical solutions for managing these issues. In response to this gap in the literature, our study introduces an intelligent system that leverages machine learning and computer vision techniques to enhance safety at Railroad Highway Grade crossings (RHGC). This research proposed a Non-Maximum Suppression (NMS)- based ensemble model that integrates a variety of YOLO variants, specifically YOLOv5S, YOLOv5M, and YOLOv5L, for grade-crossing object detection, utilizes segmentation techniques from the UNet architecture for detecting approaching rail at a grade crossing. Both methods are implemented on a Raspberry Pi. Moreover, the strategy employs high-definition cameras installed at the RHGC. This framework enables the system to monitor objects within the Region of Interest (ROI) at crossings, detect the approach of trains, and clear the crossing area before a train arrives. Regarding accuracy, precision, recall, and Intersection over Union (IoU), the proposed state-of-the-art NMS-based object detection ensemble model achieved 96% precision. In addition, the UNet segmentation model obtained a 98% IoU value. This automated railroad grade crossing system powered by artificial intelligence represents a promising solution for enhancing safety at highway-railroad intersections.

English has long been set as the universal language. Basically most, if not all countries in the world know how to speak English or at least try to use it in their everyday communications for the purpose of globalizing. This study is designed to help the students learn from one or all of the four most commonly used foreign languages in the field of Information Technology namely Korean, Mandarin Chinese, Japanese, and Spanish. Composed of a set of words, phrases, and sentences, the program is intended to quickly teach the students in the form of basic, intermediate, and advanced levels. This study has used the Agile model in system development. Functionality, reliability, usability, efficiency, and portability were also considered in determining the level of the acceptability of the system in terms of ISO 25010:2011. This interactive foreign language trainer is built to associate fun with learning, to remedy the lack of perseverance by some in learning a new language, and to make learning the users' favorite playtime activity. The study allows the user to interact with the program which provides support for their learning. Moreover, this study reveals that integrating feedback modalities in the training and assessment modules of the software strengthens and enhances the memory in learning the language.
