The study of spoken languages comprises phonology, morphology, and grammar. Analysis of a language can be based on its syntax, semantics, and pragmatics. The languages can be classified as root languages, inflectional languages, and stem languages. All these factors lead to the formation of vocabulary which has commonality/similarity as well as distinct and subtle differences across languages. In this paper, we make use of Paninian system of sounds to construct a phonetic map and then words are represented as state transitions on the phonetic map. Each group of related words that cut across languages is represented by a m-language (morphological language). Morphological Finite Automata (MFA) are defined that accept the words belonging to a given m-language. This exercise can enable us to better understand the inter-relationships between words in spoken languages in both language-agnostic and language-cognizant manner. Based on our study and analysis, we propose an Ecosystem Model for Linguistic Development with Sanskrit at the core, in place of the widely accepted family tree model.

In India, post the demonetization exercise in 2016, digital payments have become extremely popular. Among them, the volume of transactions using Paytm wallets and UPI (Unified Payment Interface) have grown manifold. The lockdowns due to COVID-19 Pandemic have furthered this trend. Side by side, crypto-currencies such as bitcoin are also gaining traction. Many countries are considering issuing a Digital Currency via their Central Banks. In this paper, we propose a novel Decentralized Digital Currency System (DDCS) that makes use of Merkle Hash-Trees as Authenticated Data Structures. DDCS uses a Ledger-less, distributed, peer-to-peer architecture. We name the proposed currency $δ$-Money. $δ$-Money is intended as a replacement for physical currency and has in-built security features that rival crypto-currencies. Transactions using $δ$-Money happen in a disintermediated manner but with post-facto reconciliation. In place of Central Bank-issued Digital Currency (CBDC), we envisage a scenario where multiple Payment Banks issue digital currencies that have stable valuations without being subject to either volatility or perennial devaluation.

The information systems have been extremely useful in managing businesses, enterprises, and public institutions such as government departments. But current challenges are increasingly about managing ecosystems. Ecosystem is a useful paradigm to better understand a variety of domains such as biology, business, industry, agriculture, and society. In this paper, we look at the Indian Agricultural ecosystem. It is a mammoth task to assimilate the information for the whole ecosystem consisting of consumers, producers, workers, traders, transporters, industry, and Government. There are myriad interventions by the state and the central Governments, whose efficacy is difficult to track and the outcomes hard to assess. A policy intervention that helps one part of the ecosystem can harm the other. In addition, sustainability and ecological considerations are also extremely important. In this paper, we make use of the Knowledge-based Tantra Social Information Management Framework to analyze the Indian Agricultural Ecosystem and build related Knowledge Graphs. Our analysis spans descriptive, normative, and transformative viewpoints. Tantra Framework makes use of concepts from Zachman Framework to manage aspects of social information through different perspectives and concepts from Unified Foundational Ontology (UFO) to represent interrelationships between aspects.

Food production is a critical activity in which every nation would like to be self-sufficient. India is one of the largest producers of food grains in the world. In India, nearly 70 percent of rural households still depend on agriculture for their livelihood. Kee** farmers happy is particularly important in India as farmers form a large vote bank which politicians dare not disappoint. At the same time, Governments need to balance the interest of farmers with consumers, intermediaries and society at large. The whole agriculture sector is highly information-intensive. Even with enormous collection of data and statistics from different arms of Government, there continue to be information gaps. In this paper we look at how Tantra Social Information Management Framework can help analyze the agricultural sector and transform the same using a holistic approach. Advantage of Tantra Framework approach is that it looks at societal information as a whole without limiting it to only the sector at hand. Tantra Framework makes use of concepts from Zachman Framework to manage aspects of social information through different perspectives and concepts from Unified Foundational Ontology (UFO) to represent interrelationships between aspects. Further, Tantra Framework interoperates with models such as Balanced Scorecard, Theory of Change and Theory of Separations. Finally, we model Indian Agricultural Sector as a business ecosystem and look at approaches to steer transformation from within.

Traditionally linguists have organized languages of the world as language families modelled as trees. In this work we take a contrarian approach and question the tree-based model that is rather restrictive. For example, the affinity that Sanskrit independently has with languages across Indo-European languages is better illustrated using a network model. We can say the same about inter-relationship between languages in India, where the inter-relationships are better discovered than assumed. To enable such a discovery, in this paper we have made use of instance-based learning techniques to assign language labels to words. We vocalize each word and then classify it by making use of our custom linguistic distance metric of the word relative to training sets containing language labels. We construct the training sets by making use of word clusters and assigning a language and category label to that cluster. Further, we make use of clustering coefficients as a quality metric for our research. We believe our work has the potential to usher in a new era in linguistics. We have limited this work for important languages in India. This work can be further strengthened by applying Adaboost for classification coupled with structural equivalence concepts of social network analysis.

COVID-19 pandemic has brought the whole world to a stand-still over the last few months. In particular the pace at which pandemic has spread has taken everybody off-guard. The Governments across the world have responded by imposing lock-downs, stop**/restricting travel and mandating social distancing. On the positive side there is wide availability of information on active cases, recoveries and deaths collected daily across regions. However, what has been particularly challenging is to track the spread of the disease by asymptomatic carriers termed as super-spreaders. In this paper we look at applying Hidden Markov Model to get a better assessment of extent of spread. The outcome of such analysis can be useful to Governments to design the required interventions/responses in a calibrated manner. The data we have chosen to analyze pertains to Indian scenario.
