Open RAN brings multi-vendor diversity and interoperability to mobile/cellular networks. It is becoming part of governmental strategies for diversifying telecoms supply chains. This paper describes the approach and key achievements of the BEACON-5G project, jointly funded by the UK government and industry. The BEACON-5G project aims at develo** a competitive edge for 5G Open RAN and contributing toward its maturity. It addresses some of the key challenges in this respect and provides various innovations for system integration, network slicing, marketplace integration, cyber security, and white-box RAN. It also conducts real-world technology trials for urban use-cases. The paper also captures some of the key lessons learned during delivery, the main outcomes, and highlights potential impact on the wider UK 5G diversification strategy.

Figures in scientific publications contain important information and results, and alt text is needed for blind and low vision readers to engage with their content. We conduct a study to characterize the semantic content of alt text in HCI publications based on a framework introduced by Lundgard and Satyanarayan. Our study focuses on alt text for graphs, charts, and plots extracted from HCI and accessibility publications; we focus on these communities due to the lack of alt text in papers published outside of these disciplines. We find that the capacity of author-written alt text to fulfill blind and low vision user needs is mixed; for example, only 50% of alt texts in our sample contain information about extrema or outliers, and only 31% contain information about major trends or comparisons conveyed by the graph. We release our collected dataset of author-written alt text, and outline possible ways that it can be used to develop tools and models to assist future authors in writing better alt text. Based on our findings, we also discuss recommendations that can be acted upon by publishers and authors to encourage inclusion of more types of semantic content in alt text.

Spectral Clustering(SC) is a prominent data clustering technique of recent times which has attracted much attention from researchers. It is a highly data-driven method and makes no strict assumptions on the structure of the data to be clustered. One of the central pieces of spectral clustering is the construction of an affinity matrix based on a similarity measure between data points. The way the similarity measure is defined between data points has a direct impact on the performance of the SC technique. Several attempts have been made in the direction of strengthening the pairwise similarity measure to enhance the spectral clustering. In this work, we have defined a novel affinity measure by employing the concept of non-conformity used in Conformal Prediction(CP) framework. The non-conformity based affinity captures the relationship between neighborhoods of data points and has the power to generalize the notion of contextual similarity. We have shown that this formulation of affinity measure gives good results and compares well with the state of the art methods.

Spectral clustering has gained importance in recent years due to its ability to cluster complex data as it requires only pairwise similarity among data points with its ease of implementation. The central point in spectral clustering is the process of capturing pair-wise similarity. In the literature, many research techniques have been proposed for effective construction of affinity matrix with suitable pair- wise similarity. In this paper a general framework for capturing pairwise affinity using local features such as density, proximity and structural similarity is been proposed. Topological Node Features are exploited to define the notion of density and local structure. These local features are incorporated into the construction of the affinity matrix. Experimental results, on widely used datasets such as synthetic shape datasets, UCI real datasets and MNIST handwritten datasets show that the proposed framework outperforms standard spectral clustering methods.

Face recognition in real-time scenarios is mainly affected by illumination, expression and pose variations and also by occlusion. This paper presents the framework for pose adaptive component-based face recognition system. The framework proposed deals with all the above mentioned issues. The steps involved in the presented framework are (i) facial landmark localisation, (ii) facial component extraction, (iii) pre-processing of facial image (iv) facial pose estimation (v) feature extraction using Local Binary Pattern Histograms of each component followed by (vi) fusion of pose adaptive classification of components. By employing pose adaptive classification, the recognition process is carried out on some part of database, based on estimated pose, instead of applying the recognition process on the whole database. Pre-processing techniques employed to overcome the problems due to illumination variation are also discussed in this paper. Component-based techniques provide better recognition rates when face images are occluded compared to the holistic methods. Our method is simple, feasible and provides better results when compared to other holistic methods.
