The second moment of the $GL_3$ standard $L$-function on the critical line
Abstract: We obtain a strong bound on the second moment of the $GL_3$ standard $L$-function on the critical line. The method builds on the recent work of Aggarwal, Leung, and Munshi which treated shorter intervals. We deduce some corollaries including an improvement on the error term in the Rankin-Selberg problem, and on certain subconvexity bounds for $GL_3 \times GL_2$ and $GL_3$ $L$-functions. Large Values of Newform Dedekind Sums
Abstract: We study a generalized Dedekind sum $S_{χ_1,χ_2}(a,c)$ attached to newform Eisenstein series $E_{χ_1,χ_2}(z,s)$. Our work shows the Dedekind sum is rarely substantially larger than $\log^3 c$. The method of proof first relates the size of the Dedekind sum to continued fractions. A result of Hensley from 1991 then controls the average size of the maximal partial quotient in the continued fraction e… ▽ More

The large sieve for self-dual Eisenstein series of varying levels
Abstract: We prove an essentially optimal large sieve inequality for self-dual Eisenstein series of varying levels. This bound can alternatively be interpreted as a large sieve inequality for rationals ordered by height. The method of proof is recursive, and has some elements in common with Heath-Brown's quadratic large sieve, and the asymptotic large sieve of Conrey, Iwaniec, and Soundararajan.

Moments of the critical values of families of elliptic curves, with applications
Abstract: We make conjectures on the moments of the central values of the family of all elliptic curves and on the moments of the first derivative of the central values of a large family of positive rank curves. In both cases the order of magnitude is the same as that of the moments of the central values of an orthogonal family of L-functions. Notably, we predict that the critical values of all rank 1 ell… ▽ More

The reciprocity law for the twisted second moment of Dirichlet L-functions
Abstract: We produce a new proof of the reciprocity law for the twisted second moment of Dirichlet L-functions that was recently proved by Conrey. Our method is to analyze certain two-variable sums where the variables satisfy a linear congruence. We show that these sums satisfy an elegant reciprocity formula. In the case that the modulus is prime, these sums are closely related to the twisted second momen… ▽ More

Simulation of Robustness against Lesions of Cortical Networks
Abstract: Structure entails function and thus a structural description of the brain will help to understand its function and may provide insights into many properties of brain systems, from their robustness and recovery from damage, to their dynamics and even their evolution. Advances in the analysis of complex networks provide useful new approaches to understanding structural and functional properties of… ▽ More

On the nonvanishing of elliptic curve L-functions at the central point
Abstract: We show that a large number of elliptic curve L-functions do not vanish at the central point, conditionally on the generalized Riemann hypothesis and on a hypothesis on the regular distribution of the root number.

Low-lying zeros of families of elliptic curves
Abstract: We study the low-lying zeros of various interesting families of elliptic curve L-functions. One application is an upper bound on the average analytic rank of the family of all elliptic curves. The upper bound obtained is less than two, which implies that a positive proportion of elliptic curves over the rationals have algebraic rank equal to analytic rank and finite Tate-Shafarevich group. These… ▽ More
