Accurate rainfall forecasting is crucial for effective disaster preparedness and mitigation in the North-East region of India, which is prone to extreme weather events such as floods and landslides. In this study, we investigated the use of two data-driven methods, Dynamic Mode Decomposition (DMD) and Long Short-Term Memory (LSTM), for rainfall forecasting using daily rainfall data collected from India Meteorological Department in northeast region over a period of 118 years. We conducted a comparative analysis of these methods to determine their relative effectiveness in predicting rainfall patterns. Using historical rainfall data from multiple weather stations, we trained and validated our models to forecast future rainfall patterns. Our results indicate that both DMD and LSTM are effective in forecasting rainfall, with LSTM outperforming DMD in terms of accuracy, revealing that LSTM has the ability to capture complex nonlinear relationships in the data, making it a powerful tool for rainfall forecasting. Our findings suggest that data-driven methods such as DMD and deep learning approaches like LSTM can significantly improve rainfall forecasting accuracy in the North-East region of India, hel** to mitigate the impact of extreme weather events and enhance the region's resilience to climate change.

Velocity offsets in the broad Balmer lines of quasars and their temporal variations serve as indirect evidence for bound supermassive black hole binaries (SBHBs) at sub-parsec separations. In this work, we test the SBHB hypothesis for 14 quasars with double-peaked broad emission lines using their long-term (14--41 years) radial velocity curves. We improve on previous work by (a) using elliptical instead of circular orbits for the SBHBs, (b) adopting a statistical model for radial velocity jitter, (c) employing a Markov Chain Monte Carlo method to explore the orbital parameter space efficiently and build posterior distributions of physical parameters and (d) incorporating new observations. We determine empirically that jitter comprises approximately Gaussian distributed fluctuations about the smooth radial velocity curves that are larger than the measurement errors by factors of order a few. We initially treat jitter by enlarging the effective error bars and then verify this approach via a variety of Gaussian process models for it. We find lower mass limits for the hypothesized SBHBs in the range $10^8$--$10^{11}\;M_{\odot}$. For seven objects the SBHB scenario appears unlikely based on goodness-of-fit tests. For two additional objects the minimum SBHB masses are unreasonably large ($>10^{10}\;M_{\odot}$), strongly disfavoring the SBHB scenario. Using constraints on the orbital inclination angle (which requires some assumptions) makes the minimum masses of four more objects unreasonably large. We also cite physical and observational arguments against the SBHB hypothesis for nine objects. We conclude that the SBHB explanation is not the favoured explanation of double-peaked broad emission lines.

We report the observations of the solar chromosphere from a newly commissioned solar telescope at the incursion site near Pangong Tso lake in Merak (Leh/Ladakh). This new H$_α$ telescope at the Merak site is identical to the Kodaikanal H$_α$ telescope. The telescope is installed in the month of August, 2017 at the Merak site. A 20-cm doublet lens with additional re-imaging optics makes the telescope. A Lyot filter with 0.5~Å~passband isolates the Balmer line of the hydrogen spectra to make the observations of the solar chromosphere. The observations made in H$_α$ wavelength delineates the magnetic field directions at the sunspot and the quiet regions. A CCD detector records the images of the chromosphere with a pixel resolution of 0.27$^{\prime\prime}$ and covers 9.2$^{\prime}$ field-of-view. This telescope has a good guiding system that keeps the FOV in the intended position. We report the development of control software for tuning the filter unit, control detector system, observations, and calibration of the data to make it useful for the scientific community. Some preliminary results obtained from the Merak H$_α$ telescope are also presented. This high altitude facility is a timely addition to regularly available H$_α$ images around the globe.

Develo** predictive modelling solutions for risk estimation is extremely challenging in health-care informatics. Risk estimation involves integration of heterogeneous clinical sources having different representation from different health-care provider making the task increasingly complex. Such sources are typically voluminous, diverse, and significantly change over the time. Therefore, distributed and parallel computing tools collectively termed big data tools are in need which can synthesize and assist the physician to make right clinical decisions. In this work we propose multi-model predictive architecture, a novel approach for combining the predictive ability of multiple models for better prediction accuracy. We demonstrate the effectiveness and efficiency of the proposed work on data from Framingham Heart study. Results show that the proposed multi-model predictive architecture is able to provide better accuracy than best model approach. By modelling the error of predictive models we are able to choose sub set of models which yields accurate results. More information was modelled into system by multi-level mining which has resulted in enhanced predictive accuracy.

In this paper, we present feature-based technique for construction of mosaic image from underwater video sequence, which suffers from parallax distortion due to propagation properties of light in the underwater environment. The most of the available mosaic tools and underwater image mosaicing techniques yields final result with some artifacts such as blurring, ghosting and seam due to presence of parallax in the input images. The removal of parallax from input images may not reduce its effects instead it must be corrected in successive steps of mosaicing. Thus, our approach minimizes the parallax effects by adopting an efficient local alignment technique after global registration. We extract texture features using Centre Symmetric Local Binary Pattern (CS-LBP) descriptor in order to find feature correspondences, which are used further for estimation of homography through RANSAC. In order to increase the accuracy of global registration, we perform preprocessing such as colour alignment between two selected frames based on colour distribution adjustment. Because of existence of 100% overlap in consecutive frames of underwater video, we select frames with minimum overlap based on mutual offset in order to reduce the computation cost during mosaicing. Our approach minimizes the parallax effects considerably in final mosaic constructed using our own underwater video sequences.
