This document presents the initial scientific case for upgrading the Continuous Electron Beam Accelerator Facility (CEBAF) at Jefferson Lab (JLab) to 22 GeV. It is the result of a community effort, incorporating insights from a series of workshops conducted between March 2022 and April 2023. With a track record of over 25 years in delivering the world's most intense and precise multi-GeV electron beams, CEBAF's potential for a higher energy upgrade presents a unique opportunity for an innovative nuclear physics program, which seamlessly integrates a rich historical background with a promising future. The proposed physics program encompass a diverse range of investigations centered around the nonperturbative dynamics inherent in hadron structure and the exploration of strongly interacting systems. It builds upon the exceptional capabilities of CEBAF in high-luminosity operations, the availability of existing or planned Hall equipment, and recent advancements in accelerator technology. The proposed program cover various scientific topics, including Hadron Spectroscopy, Partonic Structure and Spin, Hadronization and Transverse Momentum, Spatial Structure, Mechanical Properties, Form Factors and Emergent Hadron Mass, Hadron-Quark Transition, and Nuclear Dynamics at Extreme Conditions, as well as QCD Confinement and Fundamental Symmetries. Each topic highlights the key measurements achievable at a 22 GeV CEBAF accelerator. Furthermore, this document outlines the significant physics outcomes and unique aspects of these programs that distinguish them from other existing or planned facilities. In summary, this document provides an exciting rationale for the energy upgrade of CEBAF to 22 GeV, outlining the transformative scientific potential that lies within reach, and the remarkable opportunities it offers for advancing our understanding of hadron physics and related fundamental phenomena.

Purpose: To describe a concept of a compact electron accelerator for external radiation therapy with variable energy in the range of 6 - 20 MeV, based on linotron principle. Methods: Beam dynamics simulation using the CST and MAD-X code. Various optimization methods of multi-parameter problem. Results: Our accelerator differs from the Reflexotron in a number of essential details: a much more compact and more efficient C-band accelerating structure, optimized for the high capture efficiency, narrow energy and phase spectra, and low transverse emittance; magnetic mirror with fixed field based on rare-earth permanent magnets; three-electrode electron gun with off-axis placement of the cathode with a current regulated in the range of two orders of magnitude. These improvements allow the possibility to: adjust the accelerated beam current in a wide range in accordance with the required energy; reduce parasitic losses of the beam current and the associated parasitic radiation; eliminate the risk of setting an erroneous energy value; significantly reduce the dimensions of the accelerator and simplify its operation. Conclusions: We presented the results of calculation of the electron accelerator for external radiation therapy in the energy range of 6 - 20 MeV. The accelerator is based on the principle of double beam acceleration in the same accelerating structure, which allows to control the beam energy in a wide range, reduce RF power consumption and the dimensions of the accelerator, and, therefore, reduce its cost. The results can be used to develop the design of the accelerator on the platform of the KLT-6 complex created by ROSATOM.

This paper reports on the most comprehensive data set obtained on differential and fully integrated cross sections for the process $e p \to e' p π^{+} π^{-} $. The data were collected with the CLAS detector at Jefferson Laboratory. Measurements were carried out in the so-far unexplored kinematic region of photon virtuality 0.2 $<$ $Q^{2}$ $<$ 0.6 GeV$^{2}$ and invariant mass of the final hadron system $W$ from 1.3 to 1.57 GeV. For the first time, nine independent 1-fold differential cross sections were determined in each bin of $W$ and $Q^{2}$ covered by the measurements. A phenomenological analysis of the data allowed us to establish the most significant mechanisms contributing to the reaction. The non-resonant mechanisms account for a major part of cross-sections. However, we find sensitivity to s-channel excitations of low-mass nucleon resonances, especially to the $N(1440)P_{11}$ and $N(1520)D_{13}$ states in kinematical dependencies of the 1-fold differential cross-sections.

Abstract:
First comprehensive data on the evolution of nucleon resonance photocouplings with photon virtuality Q^2 are presented for excited proton states in the mass range from 1.4 to 2.0 GeV. N^* photocouplings were determined in phenomenological analysis of CLAS data on 2 pi photo and electroproduction within the framework of the JLAB-MSU phenomenological model.

It is shown that such generator produces useful X-ray flux with higher average power and higher efficiency than that of conventional X-ray tubes. We investigate influence on the storage ring beam dynamics of the coherent Synchrotron Radiation (SR) self fields produced by an electron bunch. We show that the maximum energy gain in the RF cavity must far exceed the energy loss of electrons due to the coherent SR.

The angular distribution of this radiation was measured with a narrow-band detector and experimental data agree with our theoretical calculations for similar kind of targets. Such properties of Smith-Purcell radiation as strong dependence of radiation wavelength on the observation angle overlap** with coherent radiation effect may be used for a noninvasive bunch length measurement. The possibility of using the room temperature detectors for single bunch measurements is demonstrated.

Very compact 70 MeV pulse race-track microtron is under construction now. To acquire outputs of beam-current transformers on every orbit and pulses of high voltage and RF field a distributed multi-channel beam diagnostic system was developed. Each acquisition controller consists of four fast differential amplifiers and one DSP-based micro-controller with on-chip ADC and CAN-bus controller. Each amplifier is coupled with beam-current transformer and has bandwidth of up to 150MHz and gain of up to 10. One of four channels is acquired during a measurement cycle. Another channel could be selected between two following pulses. All the controllers are connected via optically coupled CAN-bus with a host diskless PC running under Linux with the RTLinux extension. Dedicated software of the system consists of low level acquisition software for DSP, network software for controllers and host PC, application software for PC to present date for operator and control system. Standard CAN application layers were considered but refused because of the closed character of the whole system and centralised synchronisation of the whole system.
