We present a practical approach to inter-compare a range of candidate digital elevation models (DEMs) based on pre-defined criteria and statistically sound ranking approach. The presented approach integrates the randomized complete block design (RCBD) into a novel framework for DEMs comparison. The method presented provides a flexible, statistically sound and customizable tool for evaluating the quality of any raster - in this case a DEM - by means of a ranking approach, which takes into account a confidence level, and can use both quantitative and qualitative criteria. The users can design their own criteria for the quality evaluation in relation to their specific needs. The application of the RCBD method to rank six 1" global DEMs, considering a wide set of study sites, covering different morphological and landcover settings, highlights the potentialities of the approach. We used a suite of criteria relating to the differences in the elevation, slope, and roughness distributions compared to reference DEMs aggregated from 1-5 m lidar-derived DEMs. Results confirmed significant superiority of CopDEM 1" and its derivative FABDEM as the overall best 1" global DEMs. They are slightly better than ALOS, and clearly outperform NASADEM and SRTM, which are in turn much better than ASTER.

The Jahn-Teller theorem constitutes one of the most popular and stringent concepts, applicable to all fields of chemistry. In open shell transition elements chemistry and physics, 3d4, 3d9, and 3d7(low-spin) configurations in octahedral complexes serve as particular illustrative and firm examples, where a striking change (distortion) in local geometry is associated to a substantial reduction of electronic energy. However, there has been a lasting debate, about the fact that the octahedra are found to exclusively elongate, (at least for eg electrons). Against this background, the title compound displays two marked features, (1) the octahedron of oxygen atoms around Os6+ (d2) is drastically compressed, in contrast to the standard JT expectations, and (2) the splitting of the t2g set induced by this compression is extreme, such that a diamagnetic ground state results. What we see is obviously a Jahn-Teller distortion resulting in a compression of the respective octahedron and acting on the t2g set of orbitals. Both these issues are unprecedented. Noteworthy, the splitting into a lower dxy (hosting two d electrons with opposite spin) and two higher dxz and dyz orbitals is so large that for the first time ever the Hund's coupling for t2g electrons is overcome. We show that these effects are not forced by structural frustration, the structure offers sufficient space for Os to shift the apical oxygen atoms to a standard distance. Local electronic effects appear to be responsible, instead. The relevance of these findings is far reaching, since they provide insights in the hierarchy of perturbations defining ground states of open shell electronic systems. The system studied here, offers substantially more structural and compositional degrees of freedom, such that a configuration could form that enables Os6+ to adopt its apparently genuine diamagnetic ground state.

Accurately characterizing land surface changes with Earth Observation requires geo-localized ground truth. In the European Union (EU), a tri-annual surveyed sample of land cover and land use has been collected since 2006 under the Land Use/Cover Area frame Survey (LUCAS). A total of 1,351,293 observations at 651,780 unique locations for 117 variables along with 5.4 million photos were collected during five LUCAS surveys. Until now, these data have never been harmonised into one database, limiting full exploitation of the information. This paper describes the LUCAS point sampling/surveying methodology, including collection of standard variables such as land cover, environmental parameters, and full resolution landscape and point photos, and then describes the harmonisation process. The resulting harmonised database is the most comprehensive in-situ dataset on land cover and use in the EU. The database is valuable for geo-spatial and statistical analysis of land use and land cover change. Furthermore, its potential to provide multi-temporal in-situ data will be enhanced by recent computational advances such as deep learning.

We present a model for the inverted radio spectra of active active galactic nuclei as well as the central regions of normal galaxies. The model is based on the unified scenario for active galaxies, stating that the central engines of active galaxies consists of a supermassive black hole surrounded by an accretion disk and a radio jet. The nuclei of normal (i. e. less active) galaxies are supposed to be scaled-down versions of the same phenomenon. We show that the radio emission of a jet component, becoming optically thin to the radio emission of a monoenergetic pair plasma at decreasing frequencies as it moves outward and expands, is well suited to explain the observational results. We present a model calculation for the special case of the nucleus of M~81.

We report multifrequency observations of the $γ$-ray blazar 0528+134 with the Effelsberg 100-m telescope, the IRAM 30-m telescope, and the NRL Green Bank Interferometer. 0528+134 underwent a major radio and mm outburst in 1993 a few month after a very strong outburst in high energy $γ$-rays. A similar behaviour is indicated for the weaker $γ$-ray outburst in May 1991 and the mm activity in the beginning of 1992. This result fits nicely to the general finding that blazars are bright in $γ$-rays preferrentially at the beginning of a radio outburst. 0528+134 was observed with a global VLBI array at 22$\,$GHz in November 1992. Within the IRIS-S and EUROPE geodetic VLBI observing campaigns the source was also observed regularly at 8.4$\,$GHz. A new VLBI component which is not present in data at 22 $\,$GHz from 1991 also exhibits superluminal motion. Backextra\-polating in time we find that the new component was expelled from the core in the first half of 1991, near the first $γ$-ray outburst in Mai 1991. Newest VLBI data indicate the appearance of another new component in 1994. Although this new component has yet been found only at two epochs, it appears to move superluminally and may have been expelled from the core between fall 1992 and summer 1993, i.e. near the time of the second gamma ray outburst and at the beginning of a strong radio outburst.

We report on multifrequency radio observations made with the Effelsberg 100-m telescope, the IRAM 30-m telescope and the Green Bank Interferometer between 1992 and 1994 of the $γ$-ray quasar 0528+134. We present a new VLBI based map of 0518+134 at 22 GHz with sub-mas angular resolution observed in November 1992, which shows a one-sided core jet structure of $\sim$ 5 mas length. One component, seen also previously at 8.4 GHz & 22 GHz, shows apparent superluminal motion with $β_{app}$=4.4$\pm$1.7. In summer 1993 we observed a major outburst at all frequencies higher than a few GHz, which peaked a few months after a strong outburst in high energy $γ$-rays and showed the canonical time evolution of a cooling and/or expanding electron distribution. Our data indicate that the outburst in the EGRET range originated very close to the central object of the AGN and that a remnant of this outburst moved further outward in the jet until it became optically thin at radio frequencies after a few months. During the flare in July 1993 we observed with the Effelsberg 100-m telescope an unusually strong decrease of the flux density by about 50% at 4.75 GHz and 10.55 GHz and slightly less at 2.695 GHz. This behaviour is also seen in the monitoring data at 2.25 GHz and 8.3 GHz taken with the Green Bank Interferometer (NRL-GBI). An extreme scattering event by a small dense plasma cloud in the line of sight is able to match the observed time lag in the lightcurves if we take into account the mas-structure of the source and different spectra of the components on the basis of their brightness in the VLBI maps.
