The average gamma-ray spectrum $^{114}$Cd after thermal neutron capture in $^{113}$Cd was evaluated in units of mb/MeV. Two approaches are considered for estimation of the average gamma-ray spectrum with normalization of the experimental data: mean spectra for all gamma-energies were found by averaging frequency polygon for experimental data histogram, and mean spectra were estimated as the combination of theoretical values at low gamma-ray energies and averaging experimental data in high-energy range. The experi mental spectra were evaluated from the gamma-intensities presented by Mheemeed et al. [A. Mheemeed et al., Nucl. Phys. A 412 (1984) 113] and Belgya et al [T. Belgya et al., EPJ Web of Conf. 146 (2017) 05009]. They were normalized to the average theoretical spectrum which was calculated using EMPIRE and TALYS codes. The procedure of normalization of the high-energy part of the spectrum was described. Estimated $γ$- spectra for $^{113}$Cd(n,{x$γ$}) reaction induced by thermal neutrons were presented.

Photon strength functions describing the average response of the nucleus to an electromagnetic probe are key input information in the theoretical modelling of nuclear reactions. Consequently they are important for a wide range of fields such as nuclear structure, nuclear astrophysics, medical isotope production, fission and fusion reactor technologies. They are also sources of information for widely used reaction libraries such as the IAEA Reference Input Parameter Library and evaluated data files such as EGAF.
In the past two decades, the amount of reaction gamma-ray data measured to determine photon strength functions has grown rapidly. Different experimental techniques have led to discrepant results and users are faced with the dilemma which (if any) of the divergent data to adopt.
We report on a coordinated effort to compile and assess the existing experimental data on photon strength functions from the giant dipole resonance region to energies below the neutron separation energy. The assessment of the discrepant data at energies around or below the neutron separation energy has been possible only in a few cases where adequate information on the model-dependent analysis and estimation of uncertainties was available. In the giant dipole resonance region, we adopt the recommendations of the new IAEA photonuclear data library. We also present global empirical and semi-microscopic models that describe the photon strength functions in the entire energy region and reproduce reasonably well most of the experimental data.
The compiled experimental photon strengths and recommended model calculations are available from the PSF database hosted at the IAEA (URL:www-nds.iaea.org/PSFdatabase).

Photo-induced reaction cross section data are of importance for a variety of current or emerging applications, such as radiation shielding design and radiation transport analyses, calculations of absorbed dose in the human body during radiotherapy, physics and technology of fission reactors (influence of photo-reactions on neutron balance) and fusion reactors (plasma diagnostics and shielding), activation analyses, safeguards and inspection technologies, nuclear waste transmutation, medical isotope production and astrophysical applications.
Since the release of the IAEA Photonuclear Data Library in 1999 however, new experimental data as well as new methods to assess the reliability of experimental cross sections have become available. Theoretical models and input parameters used to evaluate photo-induced reactions have improved significantly over the years. In addition, new measurements of partial photoneutron cross sections using mono-energetic photon beams and advanced neutron detection systems have been performed allowing for the validation of the evaluations and assessments of the experimental data. Furthermore, technological advances have led to the construction of new and more powerful gamma-beam facilities, therefore new data needs are emerging.
We report our coordinated efforts to address these data needs and present the results of the new evaluations of more than 200 nuclides included in the new updated IAEA Photonuclear Data Library, where the photon energy goes up to 200 MeV. We discuss the new assessment method and make recommendations to the user community in cases where the experimental data are discrepant and the assessments disagree. In addition, in the absence of experimental data, we present model predictions for photo-induced reaction cross section on nuclides of potential interest to medical radioisotope production.

Updated values and corresponding uncertainties of Isovector Giant Dipole Resonance (GDR) parameters which are obtained by the least-squares fitting of theoretical photoabsorption cross sections to experimental data are presented. The theoretical photoabsorption cross sections are taken as a sum of the components corresponding to the excitation of the GDR and quasideuteron photodisintegration. The current compilation is an extension and improvement of the earlier compilations of Lorentzian parameters for ground-state photoneutron and photoabsorption cross sections and covers experimental data made available up to June 2017.

The results of the study of gamma-transition description in fast neutron capture and photofission are presented. Recent experimental data were used, namely, the spectrum of prompt gamma-rays in the energy range 2÷18 MeV from 14-MeV neutron capture in natural Ni and isomeric ratios in primary fragments of photofission of the isotopes of U, Np and Pu by bremsstrahlung with end-point energies $E_e$= 10.5, 12 and 18 MeV. The data are compared with the theoretical calculations performed within EMPIRE 3.2 and TALYS 1.6 codes. The mean value of angular momenta and their distributions were determined in the primary fragments $^{84}$Br, $^{97}$Nb, $^{90}$Rb, $^{131,133}$Te, $^{132}$Sb, $^{132,134}$I, $^{135}$Xe of photofissions. An impact of the characteristics of nuclear excited states on the calculation results is studied using different models for photon strength function and nuclear level density.

The experimental results were compared with theoretical calculations performed by Empire 3.2 and Talys 1.6 codes using different models for photon strength function and nuclear level density.

Shear viscosity $η$ is calculated for the nuclear matter described as a system of interacting nucleons with the van der Waals (VDW) equation of state. The Boltzmann-Vlasov kinetic equation is solved in terms of the plane waves of the collective overdamped motion. In the frequent-collision regime, the shear viscosity depends on the particle-number density $n$ through the mean-field parameter $a$, which describes attractive forces in the VDW equation. In the temperature region $T=15 - 40$~MeV, a ratio of the shear viscosity to the entropy density $s$ is smaller than 1 at the nucleon number density $n =(0.5 - 1.5)\,n^{}_0$, where $n^{}_0=0.16\,$fm$^{-3}$ is the particle density of equilibrium nuclear matter at zero temperature. A minimum of the $η/s$ ratio takes place somewhere in a vicinity of the critical point of the VDW system. Large values of $η/s\gg 1$ are, however, found in both the low-density, $n\ll n^{}_0$, and high-density, $n>2n^{}_0$, regions. This makes the ideal hydrodynamic approach inapplicable for these densities.

Substantial experimental and theoretical efforts worldwide are devoted to explore the phase diagram of strongly interacting matter. At LHC and top RHIC energies, QCD matter is studied at very high temperatures and nearly vanishing net-baryon densities. There is evidence that a Quark-Gluon-Plasma (QGP) was created at experiments at RHIC and LHC. The transition from the QGP back to the hadron gas is found to be a smooth cross over. For larger net-baryon densities and lower temperatures, it is expected that the QCD phase diagram exhibits a rich structure, such as a first-order phase transition between hadronic and partonic matter which terminates in a critical point, or exotic phases like quarkyonic matter. The discovery of these landmarks would be a breakthrough in our understanding of the strong interaction and is therefore in the focus of various high-energy heavy-ion research programs. The Compressed Baryonic Matter (CBM) experiment at FAIR will play a unique role in the exploration of the QCD phase diagram in the region of high net-baryon densities, because it is designed to run at unprecedented interaction rates. High-rate operation is the key prerequisite for high-precision measurements of multi-differential observables and of rare diagnostic probes which are sensitive to the dense phase of the nuclear fireball. The goal of the CBM experiment at SIS100 (sqrt(s_NN) = 2.7 - 4.9 GeV) is to discover fundamental properties of QCD matter: the phase structure at large baryon-chemical potentials (mu_B > 500 MeV), effects of chiral symmetry, and the equation-of-state at high density as it is expected to occur in the core of neutron stars. In this article, we review the motivation for and the physics programme of CBM, including activities before the start of data taking in 2022, in the context of the worldwide efforts to explore high-density QCD matter.

The collective state effect on gamma-ray spectra and excitation functions of neutron-induced nuclear reactions is investigated by the use of EMPIRE 3.1 code with modified enhanced generalized superfluid model for nuclear level density.

It is shown that the phenomenological closed-form models with asymmetric shape can be used for overall estimates of the dipole RSF in the gamma -ray energy region up to about 20 MeV when GDR parameters are known or the GDR systematics can be adopted. Otherwise, the HFB-QRPA microscopic model and the semi-classical approach with moving surface appear to be more adequate methods to estimate the dipole photoabsorption RSF.

The semiclassical method for description of the radiative strength function is used for asymmetric nuclei with $N \ne Z$. The theory is based on the linearized Vlasov-Landau equations in two-component finite Fermi liquid. The collisional relaxation times of collective vibrations are calculated using both the transport approach and doorway state mechanism with hierarchy of particle-hole configurations in heated nuclei. The relaxation times of the kinetic method are rather slowly dependent on multipolarity of the Fermi surface distortion and mode of the collective motion. The dependence of the relaxation times on temperature as well as on frequency of collective vibrations is considered and compared. It is shown that variations of the in-medium two-body cross-sections with energy lead to non-quadratic dependence of the collisional relaxation time both on temperature and on collective motion frequency.

A closed-form thermodynamic pole approach,TPA, is developed for average description of the E1 radiative strength functions using the microcanonical ensemble for initial states. A semiclassical description of the collective excitation dam** in this method is based on modern physical notion on the relaxation processes in Fermi systems.The TPA model gives rather accurate means of simultaneous description of the gamma- decay and photoabsorption strength functions in the medium and heavy nuclei. It is able to cover a relatively wide energy interval, ranging from zeroth gamma-ray energy to values above GDR peak energy, as compared with the others closed-form models for calculation of the E1 strength.

Finite size effects in the equilibrium phase space density distribution function are taken into account for alculations of the relaxation of collective motion in finite nuclei. Memory effects in the collision integral and the diffusivity and the quantum oscillations of the equilibrium distribution function in momentum space are considered. It is shown that a smooth diffuse (Fermi-type) equilibrium distribution function leads to a spurious contribution to the relaxation time. The residual quantum oscillations of the equilibrium distribution function eliminates the spurious contribution. It ensures the disappearance of the gain and loss terms in the collision integral in the ground state of the system and strongly reduces the internal collisional width of the isoscalar giant quadrupole resonances.
