Mathematical methods of step-by-step and combined shifts are proposed for experimental data processing to reconstruct the measuring system impulse response distorted by shift-invariant blur. Proposed methods base on direct non-blind deconvolution without using approximations and integral transforms. Methods are fast and effective for accurate data reconstruction, which gives a possibility of increasing the effective resolution of measuring systems by mathematical methods up to physical limits without solving the expensive and quite difficult scientific and technical problems. Step-by-step and combined shifts methods supplement each other in data reconstruction at different distortions of signals, noise levels and data volumes. Methods may be adapted for reconstruction of multi-dimensional data. There are considered the restorations of 2D images blurred by uniform motion and distorted by functions, which may be factored, such as Gaussian-like functions. The comparative analysis of step-by-step and combined shifts methods is presented. Reconstruction inaccuracies are estimated. Examples of signal reconstructions and image restorations at different distortions are considered.

A method for mathematical treatment is considered for experimental data from pulsed time-of-flight spectrometers, whose response to measurement-initiating pulses is represented by their convolution with the pulse response of the system. The proposed method of step-by-step shifting and its modifications are intended to correct the system response when the initiating pulse is distorted and also to reconstruct the response from a shorter pulse. Within certain physical constraints, this method is an alternative for technical methods associated with difficult scientific and technical problems that require considerable material costs. The inaccuracies of the reconstruction are estimated. An example of the reconstruction of experimental data from the neutron time-of-flight spectrometer at the INR is considered. The method is applicable to reconstruction of output data from any systems that are linear with respect to the input signals and are invariant to time shifts.

There are investigated the generalized methods of cognition of the Existing, i.e. everything that is able to influence to the cognizer, and everything differed from the Existing is postulated as indistinguishable from the non-existing and incognizable. The traditional methods of cognition, based on the identification of the objects of the surrounding world, take into account not all influences, because are limited by the nature, understood as the ontology of the subject of cognition. The ontology is determined on the level of basic notions and definitions, so even if objects from the representation systems different by ontology are identified, they look undetermined, uncertain and paradoxical, exactly as, for example, the quantum mechanical objects or cosmological dark matter and energy. The representation systems with different ontology are incompatible with each other on the level of basic notions and cannot be unified on frames of one consistent system or theory. The concept of incompatible representations unifies on the level exceeded the ontological frames the different by ontology representation systems and incompatible approaches, such as relativistic and quantum ones. The concept gives a possibility to eliminate the principal contradictions of the system approach in scientific cognition, so solves the problem of understanding in science. The generalized methods of cognition are by definition on the foundations of different representation systems: scientific, philosophical, religious and social ones, what gives a possibility of general analysis and revision of their foundations. The interconnections of some physical theories, the philosophical, religious and social systems are briefly analyzed from this point of view. There are briefly considered the multi-polar picture of the world, which the concept of incompatible representations leads to.

The first lead neutron slowing-down spectrometer (LSDS) from a pulsed source in elastic scattering on lead nuclei has been constructed in the laboratory of the atomic nucleus of the Physics Institute of the Russian Academy of Sciences LPI. Currently, there are several operating lead neutron slowing-down spectrometers: LSDS-100 in Russia, RINS in United States, KULS in Japan and others. A relation between an energy of lead slowing-down moderated neutrons E (eV) and the time delay of t (μs) is described by the expression: E(t) = K/(t + t_0)^2, where values of K=170.5 (keV μs^2), t_0 = 0.3 (μs) in the case of the LSDS-100 have been measured in the previous experiment. The energy resolution of LSDS is low (30-45%) and is being determined experimentally, but the aperture ratio luminosity of the neutron flux detector is 10^2-10^4 times greater than in the case of a time of flight method technique. It allows to make experiments with small amount of substance and small cross-sections of its interaction with the slowed moderated neutrons.

The representations of the world around in physics built with help of causality are analyzed and seems incomplete. The observer's causal representations form a closed logical system, i.e. the compact group related to cause-effect chains. The space-time representations are exactly the background of this closed system and the off-site phenomena exceeded the space-time continuum of the observer are investigated. Off-site phenomena occur responsible for `mysteries and paradoxes' in quantum physics and `dark substances' in modern cosmology. The existing paradigm of cognoscibility is reconsidered and specified. The theory of sets predicts an infinite number of levels of cognition, where the world around seems more and more disordered and chaotic. The possibilities of different levels of cognition are estimated from this point of view. Relativistic and quantum theories operate on different levels of cognition, so their unification in frames of rigorous logical theory seems quite doubtful.

The specific sets of predicates, called presets, corresponding to the physical objects identified by an observer during cognition are introduced. Unlike sets, the presets are free of logical or set-theoretical paradoxes and may be consistently used in physical description. Schemes of cognition based on presets are considered. Being different logical systems, the relativistic and quantum theories, observations in modern cosmology cannot be consistently considered in one `unified physical theory', but they are in frames of introduced schemes of cognition.

The space rotation invariance hypothesis is examined. The basic space-time properties and the physical object description from this point of view are considered. An $ω$-invariance as an approximation of the space rotation invariance hypothesis is introduced. It is shown that on frames of the $ω$-invariance it is possible to describe the ``wave'' properties of elementary particles and to get the basic quantum mechanics equations, such as Schrödinger and Klein-Gordon-Fock equations. The correlation between the space rotation objects and models of the elementary particles, quarks and even nuclei is found. The problems of metrics and gravitation from the space rotation invariance point of view are discussed. The introduced hypothesis may be a foundation of the theory of the Unification.

The quantum mechanics description of a physical object stretched in space and stable in time from the relativistic space-time properties point of view, introduced in special theory of relativity, is considered and analysed. The mathematical model of physical objects is proposed. This model gives a possibility to unite a description of corpuscular and wave properties of real physical objects, i.e. fields and particles. There are substantiated an approach and a mathematical pattern which give a possibility to describe physical object not only in causal, but also in absolute remote fields of the Minkowski space. Applying the proposed approach to the microcosm description, one can get the equations that in passage to the limit transfer to such quantum mechanics equations as Schrodinger, Klein-Gordon-Fock and in particular case - the wave equation. The event nature of the received equations is discussed. It is shown that all mentioned equations reflect the space-time relativistic properties during the description of the invariant and non-invariant physics object characteristics.
