At concentrations of the metallic ferromagnetic phase below the percolation threshold, the experimental spectra, besides the conventional ferromagnetic resonance signal, demonstrate an additional absorption peak characterized by a double effective g-factor g $\approx$ 4. The appearance of such a peak in the resonance spectra and its unusual properties are explained in the framework of the quantum mechanical "giant spin" model by the excitation of "forbidden" ("double quantum") transitions in magnetic nanogranules with a change of the spin projection $Δm = \pm2$.

In polarization experiments at storage rings, one of the challenges is to maintain the spin-resonance condition of a radio-frequency spin rotator with the spin-precessions of the orbiting particles. Time-dependent variations of the magnetic fields of ring elements lead to unwanted variations of the spin precession frequency. We report here on a solution to this problem by shielding (or masking) one of the bunches stored in the ring from the high-frequency fields of the spin rotator, so that the masked pilot bunch acts as a co-magnetometer for the other signal bunch, tracking fluctuations in the ring on a time scale of about one second. While the new method was developed primarily for searches of electric dipole moments of charged particles, it may have far-reaching implications for future spin physics facilities, such as the EIC and NICA.

Radiofrequency-driven resonant spin rotators are routinely used as standard instruments in polarization experiments in particle and nuclear physics. Maintaining the continuous exact parametric spin-resonance condition of the equality of the spin rotator and the spin precession frequency during operation constitutes one of the challenges. We present a detailed analytic description of the impact of detuning the exact spin resonance on the vertical and the in-plane precessing components of the polarization. An important part of the formalism presented here is the consideration of experimentally relevant spin-decoherence effects. We discuss applications of the developed formalism to the interpretation of the experimental data on the novel pilot bunch approach to control the spin-resonance condition during the operation of the radiofrequency-driven Wien filter that is used as a spin rotator in the first direct deuteron electric dipole moment measurement at COSY. We emphasize the potential importance of the hitherto unexplored phase of the envelope of the horizontal polarization as an indicator of the stability of the radiofrequency-driven spin rotations in storage rings. The work presented here serves as a satellite publication to the work published concurrently on the proof of principle experiment about the so-called pilot bunch approach that was developed to provide co-magnetometry for the deuteron electric dipole moment experiment at COSY.

The paper proposes an adaptive observer of the state vector of a nonlinear time varying system based on measurements of the output variable. The problem is solved under the assumption that the control matrix (vector) and the nonlinear component of the equation of state of the system contain unknown constant parameters. When develo** an adaptive observer, the GPEBO (generalized parameter estimation based observer) method was used, also known as a generalized observer based on parameter estimation, which was proposed in [1]. During the synthesis of the observer, a preliminary parametrization of the original nonlinear system is carried out. Then the resulting system is reduced to a linear regression model. At the next stage, unknown constant regression parameters are estimated using the least squares method with the forgetting factor [2, 3]. The article suggests the development of the result proposed by the authors in [4]. In [4], a linear non-stationary system containing unknown parameters in a control matrix (vector) was considered. This result is an extension of the result obtained in [4] for the case when the equation of state of the system contains a partially unknown nonlinearity.

The article is devoted to the problem of synthesis of observers of state variables for linear stationary objects operating under conditions of noise or disturbances in the measurement channel. The paper considers a fully observable linear stationary system with known parameters. It is assumed that the state variables are not measured, and the measured output variable contains a small amplitude (in general, modulo less than one) additive noise or disturbance. It is also assumed that there is no a priori information about the disturbance or noise in the measurement channel (for example, frequency spectrum, covariance, etc.). It is well known that a large number of methods of observer synthesis have been obtained for this type of objects, including the Kalman filter, which has proven itself in practice. Under the condition of complete observability and the presence of some a priori information about the process (which is typical for the case when a disturbance in the measurement channel can be represented as white noise), approaches based on Kalman filtering demonstrate the highest quality of convergence of estimates of state variables to true values. Without taking into account the numerous results obtained using the application of the Kalman filter, an alternative idea of constructing an observer of state variables is considered in this paper. The alternative of the new approach is primarily due to the fact that there is no need to use the usual approaches based on the Luenberger observer. The paper proposes an approach based on the evaluation of unknown parameters (in this case, an unknown vector of initial conditions of the variables of the object state) of a linear regression model.

In addition to the usual ferromagnetic resonance signal from an array of nanogranules, the experimental spectra contain an additional absorption peak, which we associate with the electron paramagnetic resonance (EPR) of Fe and Co ions dispersed in the insulating space between the granules. In contrast to the traditional EPR of Fe and Co ions in weakly doped non-magnetic matrices, the observed peak demonstrates a number of unusual properties, which we explain by the presence of magnetic interactions between ions and granules.

In this paper we address the challenging problem of designing globally convergent estimators for the parameters of nonlinear systems containing a non-separable exponential nonlinearity. This class of terms appears in many practical applications, and none of the existing parameter estimators is able to deal with them in an efficient way. The proposed estimation procedure is illustrated with two modern applications: fuel cells and human musculoskeletal dynamics. The procedure does not assume that the parameters live in known compact sets, that the nonlinearities satisfy some Lipschitzian properties, nor rely on injection of high-gain or the use of complex, computationally demanding methodologies. Instead, we propose to design a classical on-line estimator whose dynamics is described by an ordinary differential equation given in a compact precise form. A further contribution of the paper is the proof that parameter convergence is guaranteed with the extremely weak interval excitation requirement.

Based on the notion that the local dark-matter field of axions or axion-like particles (ALPs) in our Galaxy induces oscillating couplings to the spins of nucleons and nuclei (via the electric dipole moment of the latter and/or the paramagnetic axion-wind effect), we establish the feasibility of a new method to search for ALPs in storage rings. Based on previous work that allows us to maintain the in-plane polarization of a stored deuteron beam for a few hundred seconds, we performed a first proof-of-principle experiment at the Cooler Synchrotron COSY to scan momenta near 970 MeV/c. This entailed a scan of the spin precession frequency. At resonance between the spin precession frequency of deuterons and the ALP-induced EDM oscillation frequency there will be an accumulation of the polarization component out of the ring plane. Since the axion frequency is unknown, the momentum of the beam and consequently the spin precession frequency were ramped to search for a vertical polarization change that would occur when the resonance is crossed. At COSY, four beam bunches with different polarization directions were used to make sure that no resonance was missed because of the unknown relative phase between the polarization precession and the axion/ALP field. A frequency window of 1.5-kHz width around the spin precession frequency of 121 kHz was scanned. We describe the experimental procedure and a test of the methodology with the help of a radiofrequency Wien filter located on the COSY ring. No ALP resonance was observed. As a consequence an upper limit of the oscillating EDM component of the deuteron as well as its axion coupling constants are provided.

A search for the $P$- and $CP(T)$-violating electric dipole moments (EDM) of atoms, particles and nuclei with sensitivity up to $10^{-15}$ in units of magnetic dipole moments, allowed by all discrete symmetries, is one of the topical problems of modern physics. According to Sakharov, $CP$-violation is one of the three key criteria of baryogenesis in generally accepted paradigm of the Big Bang cosmology. All three criteria are supported by the Standard Model (SM), but it fails to describe the observed baryon asymmetry of the Universe. This is regarded a strong argument in favor of existence of $CP$-symmetry breaking mechanisms beyond minimal SM, which can lead to measurable EDMs of atoms, particles and nuclei. Direct searches for EDM of charged particles and nuclei are possible only in storage rings (COSY, NICA). After successful studies by the JEDI collaboration at the COSY synchrotron, at the forefront is a search for the proton EDM in an electrostatic storage ring with the proton spin frozen at the magic energy with projected sensitivity $d_p\sim 10^{-29}\,e\cdot$cm. Following a brief introduction to the $CP$-violation physics and the baryogenesis, the review presents a detailed discussion of significant contributions to the spin dynamics from the terrestrial gravity along with the new effects of Earth's rotation in ultrasensitive searches for the EDM of charged particles and neutrons. Quite remarkably, for the projected sensitivity to the proton EDM, these false EDM effects can by one to two orders of magnitude exceed the signal of the proton EDM, and become comparable to an EDM contribution in experiments with ultracold neutrons. We also discuss the role of a precessing spin as a detector of the axion-like dark matter, and consider applications of the quantum gravitational anomalies to the dense matter hydrodynamics and the spin phenomena in the non-central nuclear collisions.

The article deals with the problem of synthesis of an adaptive observer of state variables of a linear time-varying SISO dynamic system. It is assumed that the control signal and the output variable are measurable. It is assumed that the state matrix of the plant contains known variables and unknown constant parameters, and the control matrix (vector) is unknown. The synthesis of the observer is based on the GPEBO method (generalized parameter based observer) proposed in $[1]$. Synthesis of adaptive provides for preliminary parametrization of the initial system and its transformation to a linear regression model with further identification of unknown parameters. To identify unknown constant parameters a classical estimation algorithm was used (the least squares method with a forgetting factor). This approach has proven itself well in cases where the known regressor is frequency poor (that is, the spectral composition of the regressor contains less than $r/2$ harmonics, where r is the number of unknown parameters) or does not satisfy the so-called undamped excitation condition. To illustrate the efficiency of the proposed method an example is presented in the article. A time-varying second-order object with four unknown parameters was considered. Parameterization of the initial dynamic model was performed and a linear static regression containing six unknowns parameters was obtained (including the vector of unknown initial conditions of system state variables). An adaptive observer was synthesized and the results of computer modeling illustrating the achievement of a given goal were presented. The main difference from the results published earlier in $[2]$ is the new assumption that the linear a time-varing system contains not only unknown parameters in the state matrix, but also the matrix (vector) for control contains unknown constant coefficients.

Using institutional economic theory as our guiding framework, we develop a model to describe how populist discourse by a nation's political leader influences entrepreneurship. We hypothesize that populist discourse reduces entrepreneurship by creating regime uncertainty concerning the future stability of the institutional environment, resulting in entrepreneurs anticipating higher future transaction costs. Our model highlights two important factors that moderate the relationship. First, is the strength of political checks and balances, which we hypothesize weakens the negative relationship between populist discourse and entrepreneurship by providing entrepreneurs with greater confidence that the actions of a populist will be constrained. Second, the political ideology of the leader moderates the relationship between populist discourse and entrepreneurship. The anti-capitalistic rhetoric of left-wing populism will create greater regime uncertainty than right-wing populism, which is often accompanied by rhetoric critical of free trade and foreigners but also supportive of business interests. The effect of centrist populism, which is accompanied by a mix of contradictory and often moderate ideas that make it difficult to discern future transaction costs, will have a weaker negative effect on entrepreneurship than either left-wing or right-wing populism. We empirically test our model using a multi-level design and a dataset comprised of more than 780,000 individuals in 33 countries over the period 2002-2016. Our analysis largely supports our theory regarding the moderating role of ideology. Still, surprisingly, our findings suggest that the negative effect of populism on entrepreneurship is greater in nations with stronger checks and balances.

Then we propose two alternative certainty-equivalent, adaptive phase-locked loops that ensure the angle estimation error goes to zero for almost all initial conditions. Although well-known, for the sake of completeness, we also present a PI controller with feedforward action that ensures the converter currents converge to an arbitrary desired value. Relevance of the theoretical results and their robustness to variation of the grid parameters are thoroughly discussed and validated in the challenging scenario of a converter connected to a grid with low short-circuit-ratio.

We show that the parameter estimation-based observer (PEBO) design proposed in [Ortega et al. 2015, 2021] provides a very simple solution for the unknown parameter case. Moreover, when PEBO is combined with the dynamic regressor extension and mixing (DREM) estimation technique [Aranovskiy et al. 2016, Ortega et al. 2019], the estimated state converges in fixed-time with extremely weak excitation assumptions.

We employ here a picosecond ultrasonic technique to study Van der Waals heterostructures. Temporal variation of the reflection coefficient of the Al film that covers Van der Waals hBN/WSe$_2$/hBN heterostructures on a sapphire substrate after the femtosecond laser pulse excitation is carefully measured using an interferometric technique with spatial resolution. The laser pulse generates a broadband sound wave packet in aluminum film propagating perpendicular to the plane direction and partially reflecting from the heterostructural interfaces. The demonstrated technique has enough sensitivity to resolve a WSe$_2$ monolayer embedded in hBN. We apply a multilayered model of the optical and acoustical response that allows to evaluate the mechanical parameters, in particular, rigidity of interfaces, inaccessible from the other measurements. Map** of the Fourier spectra of the response clearly visualizes different composition regions and can therefore serve as an acoustic tomography tool. Our findings demonstrate almost zero acoustic phonon dissipation below 150 GHz at the interfaces and in the layers that makes Van der Waals heterostructures perspective for nano-acoustical applications.

The unique global feature of COSY is its ability to accelerate, store and manipulate polarized proton and deuteron beams. In the recent past, these beams have been used primarily for precision measurements, in particular in connection with the study of charged particle EDMs (Electric Dipole Moment) in storage rings. The role of COSY as a R&D facility and for initial (static and oscillating) EDM measurements can hardly be overestimated. Unfortunately, as a consequence of the strategic decisions of Forschungszentrum Jülich and the subsequent "TransFAIR" agreement between FZJ and GSI Darmstadt, it is currently planned to stop the operation of COSY by the end of 2024. The various groups working with polarized beams at COSY felt it important to collect information on essential measurements to be performed until the termination of machine operation. These experiments, briefly described in this document along with an estimate of the beam time required, serve as pathfinder investigations toward an EDM storage ring and Spin for FAIR.

We investigated coherent betatron oscillations of a deuteron beam in the storage ring COSY, excited by a detuned radio-frequency Wien filter. The beam oscillations were detected by conventional beam position monitors. With the currently available apparatus, we show that oscillation amplitudes down to \SI{1}{\micro \meter} can be detected. The interpretation of the response of the stored beam to the detuned radio-frequency Wien filter is based on simulations of the beam evolution in the lattice of the ring and realistic time-dependent 3D field maps of the Wien filter. Future measurements of the electric dipole moment of protons will, however, require control of the relative position of counter-propagating beams in the sub-picometer range. Since here the stored beam can be considered as a rarefied gas of uncorrelated particles, we moreover demonstrate that the amplitudes of the zero-point (ground state) betatron oscillations of individual particles are only a factor of about 10 larger than the Heisenberg uncertainty limit. As a consequence of this, we conclude that quantum mechanics does not preclude the control of the beam centroids to sub-picometer accuracy. The smallest Lorentz force exerted on a single particle that we have been able to determine is \SI{10}{aN}.

A calorimetric polarimeter based on inorganic LYSO scintillators is described. It has been designed for use in a storage ring to search for electric dipole moments (EDM) of charged particles such as the proton and deuteron. Its development and first use was on the Cooler Synchrotron (COSY) at the Forschungszentrum Jülich with 0.97 GeV/c polarized deuterons, a particle and energy suitable for an EDM search. The search requires a polarimeter with high efficiency, large analyzing power, and stable operating characteristics. With typical beam momenta of about 1 GeV/c, the scattering of protons or deuterons from a carbon target into forward angles becomes a nearly optimal choice of an analyzing reaction. The polarimeter described here consists of 52 LYSO detector modules, arranged in 4 symmetric blocks (up, down, left, right) for energy determination behind plastic scintillators for particle identification via energy loss. The commissioning results of the current setup demonstrate that the polarimeter is ready to be employed in a first direct search for an EDM on the deuteron, which is planned at COSY in the next two years.

In order to reach highest accuracy, one has to know the exact trajectory through the magnets, especially the quadrupoles, to avoid the influence of magnetic fields on the polarization vector. In this paper, the development of a beam-based alignment technique is described that was developed and implemented at the COoler SYnchrotron (COSY) at Forschungszentrum Jülich. Well aligned quadrupoles permit one to absolutely calibrate the Beam Position Monitors (BPMs). The method is based on the fact that a particle beam, which does not pass through the center of a quadrupole, experiences a deflection. The precision reached by the method is approximately 40 micro meter. Some consequences for the design of a new high precision storage ring for EDM mesasurements are discussed.

The ultimate target is to reach a sensitivity to the electric dipole moment of neutrons, protons, deuterons etc. at the level of $\sim 10^{-15}$ nuclear magnetons. Defying the common lore on weakness of gravity, spurious signals induced by curved space-time in the gravity field of the rotating Earth become quite substantial at such a daunting sensitivity. We review the recent development in the field with an emphasis on the geometric magnetic field in pure electrostatic systems at rest on the rotating Earth.

We present the first solution to the problem of estimation of the state of multimachine power systems with lossy transmission lines. We consider the classical three-dimensional \fluxdecay" model of the power system and assume that the active and reactive power as well as the rotor angle and excitation voltage at each generator is available for measurement|a scenario that is feasible with current technology. The design of the observer relies on two recent developments proposed by the authors: a parameter estimation based approach to the problem of state estimation and the use of the dynamic regressor extension and mixing technique to estimate these parameters. Thanks to the combination of these techniques it is possible to overcome the problem of lack of persistent excitation that stymies the application of standard observer designs. Simulation results illustrate the performance of the proposed observer.

The problem of effective use of Phasor Measurement Units (PMUs) to enhance power systems awareness and security is a topic of key interest. The central question to solve is how to use this new measurements to reconstruct the state of the system. In this paper we provide the first solution to the problem of (globally convergent) state estimation of multimachine power systems equipped with PMUs and described by the fourth order flux-decay model. This work is a significant extension of our previous result, where this problem was solved for the simpler third order model, for which it is possible to recover algebraically part of the unknown state. Unfortunately, this property is lost in the more accurate fourth order model, significantly complicating the state observation task. The design of the observer relies on two recent developments proposed by the authors, a parameter estimation based approach to the problem of state estimation and the use of the Dynamic Regressor Extension and Mixing (DREM) technique to estimate these parameters. The use of DREM allows us to overcome the problem of lack of persistent excitation that stymies the application of standard parameter estimation designs. Simulation results illustrate the latter fact and show the improved performance of the proposed observer with respect to a locally stable gradient-descent based observer.

We propose a novel decentralized mixed algebraic and dynamic state observation method for multi-machine power systems with unknown inputs and equipped with Phasor Measurement Units (PMUs). More specifically, we prove that for the third-order flux-decay model of a synchronous generator, the local PMU measurements give enough information to reconstruct algebraically the load angle and the quadrature-axis internal voltage. Due to the algebraic structure a high numerical efficiency is achieved, which makes the method applicable to large scale power systems. Also, we prove that the relative shaft speed can be globally estimated combining a classical Immersion and Invariance (I&I) observer with - the recently introduced - dynamic regressor and mixing (DREM) parameter estimator. This adaptive observer ensures global convergence under weak excitation assumptions that are verified in applications. The proposed method does not require the measurement of exogenous inputs signals such as the field voltage and the mechanical torque nor the knowledge of mechanical subsystem parameters.

In this paper we propose a new state observer design technique for nonlinear systems. It consists of an extension of the recently introduced parameter estimation-based observer, which is applicable for systems verifying a particular algebraic constraint. In contrast to the previous observer, the new one avoids the need of implementing an open loop integration that may stymie its practical application. We give two versions of this observer, one that ensures asymptotic convergence and the second one that achieves convergence in finite time. In both cases, the required excitation conditions are strictly weaker than the classical persistent of excitation assumption. It is shown that the proposed technique is applicable to the practically important examples of multimachine power systems and chemical-biological reactors.

A measurement of vector analyzing powers in elastic deuteron-carbon scattering has been performed at the Cooler Synchrotron COSY of Forschungszentrum Jülich, Germany. Seven kinetic beam energies between 170 and 380 MeV have been used. A vector-polarized beam from a polarized deuteron source was injected, accelerated to the final desired energy and stored in COSY. A thin needle-shaped diamond strip was used as a carbon target, onto which the beam was slowly steered. Elastically scattered deuterons were identified in the forward direction using various layers of scintillators and straw tubes. Where data exist in the literature (at 200 and 270 MeV), excellent agreement of the angular shape was found. The beam polarization of the presented data was deduced by fitting the absolute scale of the analyzing power to these references. Our results extend the world data set and are necessary for polarimetry of future electric dipole moment searches at storage rings. They will as well serve as an input for theoretical description of polarized hadron-hadron scattering.

The proposed method exploits charged particles confined as a storage ring beam (proton, deuteron, possibly $^3$He) to search for an intrinsic electric dipole moment (EDM) aligned along the particle spin axis. Statistical sensitivities could approach 10$^{-29}$ e$\cdot$cm. The challenge will be to reduce systematic errors to similar levels. The ring will be adjusted to preserve the spin polarisation, initially parallel to the particle velocity, for times in excess of 15 minutes. Large radial electric fields, acting through the EDM, will rotate the polarisation from the longitudinal to the vertical direction. The slow rise in the vertical polarisation component, detected through scattering from a target, signals the EDM.
The project strategy is outlined. A stepwise plan is foreseen, starting with ongoing COSY activities that demonstrate technical feasibility. Achievements to date include reduced polarization measurement errors, long horizontal plane polarization lifetimes, and control of the polarization direction through feedback from scattering measurements. The project continues with a proof-of-capability measurement (precursor experiment; first direct deuteron EDM measurement), an intermediate prototype ring (proof-of-principle; demonstrator for key technologies), and finally a high-precision electric-field storage ring.

Resistive and capacitive switching in capacitor metal/nanocomposite/metal (M/NC/M) structures based on (CoFeB)x(LiNbO3)100-x NC fabricated by ion-beam sputtering with metal content x $\approx$ 8-20 at. % is studied. The peculiarity of the structure synthesis was the use of increased oxygen content ($\approx$ 2*10^-5 Torr) at the initial stage of the NC growth. The NC films, along with metal nanogranules of 3-6 nm in size, contained a large number of dispersed Co (Fe) atoms (up to ~10^22 cm^-3). Measurements were performed both in DC and AC (frequency range 5-13 MHz) regimes. When switching structures from high-resistance (Roff) to low-resistance (Ron) state, the effect of a strong increase in their capacity was found, which reaches 8 times at x $\approx$ 15 at. % and the resistance ratio Roff/Ron $\approx$ 40. The effect is explained by the synergetic combination of the multifilamentary character of resistive switching (RS) and structural features of the samples associated, in particular, with the formation of high-resistance and strongly polarizable LiNbO3 layer near the bottom electrode of the structures. The proposed model is confirmed by investigations of RS of two-layer nanoscale M/NC/LiNbO3/M structures as well as by studies of the magnetization of M/NC/M structures in the pristine state and after RS.

A possible experimental setup for measuring the effect of parity violation in the interaction of the polarized proton or deuteron beams with an unpolarized target is discussed. One possibility is investigation of scattering of the proton or deuteron polarized beams on a thick internal target in one of the rings of the NICA collider. In this case, the spin of a circulating particles is transformed into a mode precessing in the horizontal plane using an RF flipper. The effect of parity violation will be studied by measuring the correlation of the interaction cross section of particles and the direction of their spins. In an alternative approach, the flipper transforms the spins of particles into a horizontal plane and the beam is extracted into the channel in a certain phase of the precession. In this more traditional experimental setup, the total cross section of the passage of particles through a dense target is measured, depending on the sign of the helicity of the polarization of the beam.

In such an enterprise, numerical predictions play a crucial role for the development and later application of spin-tracking algorithms. Various measurement concepts involving polarization effects induced by an RF Wien filter and static solenoids in COSY are discussed. The matrix formalism, applied here, deals \textit{solely} with spin rotations \textit{on the closed orbit} of the machine, and is intended to provide \textit{numerical} guidance for the development of beam and spin-tracking codes for rings that employ realistic descriptions of the electric and magnetic bending and focusing elements, solenoids etc., and a realistically-modeled RF Wien filter.

Metal-insulator (CoFeB)$_x$(LiNbO$_3$)$_{100-x}$ nanocomposite films with different content of the ferromagnetic (FM) phase $x$ are investigated by ferromagnetic resonance (FMR) technique. A strong change of the FMR line shape is observed in the vicinity of metal-insulator transition (MIT) of the film, where the hop**-type conductivity $σ$ modifies to the regime of a strong intergranular tunnelling, characterized by a logarithmic dependence $σ(T)$ at high temperatures. It is shown that below MIT, the FMR linewidth is mainly determined by the inhomogeneous distribution of the local anisotropy axes in the film plane. Above MIT, the contribution of this inhomogeneity to the line broadening decreases. At the same time, two-magnon magnetic relaxation processes begin to play a significant role in the formation of the linewidth. The observed behaviour indicates the critical role of interparticle exchange in the tunnelling regime above MIT of the nanocomposite.
