This White Paper presents the community inputs and scientific conclusions from the Hot and Cold QCD Town Meeting that took place September 23-25, 2022 at MIT, as part of the Nuclear Science Advisory Committee (NSAC) 2023 Long Range Planning process. A total of 424 physicists registered for the meeting. The meeting highlighted progress in Quantum Chromodynamics (QCD) nuclear physics since the 2015 LRP (LRP15) and identified key questions and plausible paths to obtaining answers to those questions, defining priorities for our research over the coming decade. In defining the priority of outstanding physics opportunities for the future, both prospects for the short (~ 5 years) and longer term (5-10 years and beyond) are identified together with the facilities, personnel and other resources needed to maximize the discovery potential and maintain United States leadership in QCD physics worldwide. This White Paper is organized as follows: In the Executive Summary, we detail the Recommendations and Initiatives that were presented and discussed at the Town Meeting, and their supporting rationales. Section 2 highlights major progress and accomplishments of the past seven years. It is followed, in Section 3, by an overview of the physics opportunities for the immediate future, and in relation with the next QCD frontier: the EIC. Section 4 provides an overview of the physics motivations and goals associated with the EIC. Section 5 is devoted to the workforce development and support of diversity, equity and inclusion. This is followed by a dedicated section on computing in Section 6. Section 7 describes the national need for nuclear data science and the relevance to QCD research.

Inclusive electron scattering from nuclear targets has been measured to extract the nuclear dependence of the inelastic cross section in Hall C at the Thomas Jefferson National Accelerator facility. Measuring the spin structure of protons and neutrons tests our understanding of how they arise from quarks and gluons, the fundamental building blocks of nuclear matter. At long distances the coupling constant of the strong interaction becomes large, requiring non-perturbative methods to calculate quantum chromodynamics processes, such as lattice gauge theory or effective field theories. Here we report proton spin structure measurements from scattering a polarized electron beam off polarized protons. The spin-dependent cross-sections were measured at large distances, corresponding to the region of low momentum transfer squared between 0.012 and 1.0 GeV$^2$. This kinematic range provides unique tests of chiral effective field theory predictions. Our results show that a complete description of the nucleon spin remains elusive, and call for further theoretical works, e.g. in lattice quantum chromodynamics. Finally, our data extrapolated to the photon point agree with the Gerasimov-Drell-Hearn sum rule, a fundamental prediction of quantum field theory that relates the anomalous magnetic moment of the proton to its integrated spin-dependent cross-sections.

First measurements of double-polarization observables in $ω$ photoproduction off the proton are presented using transverse target polarization and data from the CEBAF Large Acceptance Spectrometer (CLAS) FROST experiment at Jefferson Lab. The beam-target asymmetry $F$ has been measured using circularly polarized, tagged photons in the energy range 1200 - 2700 MeV, and the beam-target asymmetries $H$ and $P$ have been measured using linearly polarized tagged photons in the energy range 1200 - 2000 MeV. These measurements significantly increase the database on polarization observables. The results are included in two partial-wave analyses and reveal significant contributions from several nucleon ($N^\ast$) resonances. In particular, contributions from new $N^\ast$ resonances listed in the Review of Particle Properties are observed, which aid in reaching the goal of map** out the nucleon resonance spectrum.

The experiment E94-107 in Hall A at Jefferson Lab started a systematic study of high resolution hypernuclear spectroscopy in the 0p-shell region of nuclei such as the hypernuclei produced in electroproduction on 9Be, 12C and 16O targets. In order to increase counting rates and provide unambiguous kaon identification two superconducting septum magnets and a ring-imaging Cherenkov detector were added to the Hall A standard equipment. The high-quality beam, the good spectrometers and the new experimental devices allowed us to obtain very good results. For the first time, measurable strength with sub-MeV energy resolution was observed for the core-excited states of Lambda 12B. A high-quality Lambda 16N hypernuclear spectrum was likewise obtained. A first measurement of the Lambda binding energy for Lambda 16N, calibrated against the elementary reaction on hydrogen, was obtained with high precision, 13.76 +/- 0.16 MeV. Similarly, the first Lambda 9Li hypernuclear spectrum shows general agreement with theory (distorted-wave impulse approximation with the SLA and BS3 electroproduction models and shell-model wave functions). Some disagreement exists with respect to the relative strength of the states making up the first multiplet. A Lambda separation energy of 8.36 MeV was obtained, in agreement with previous results. It has been shown that the electroproduction of hypernuclei can provide information complementary to that obtained with hadronic probes and the gamma-ray spectroscopy technique.

The photoproduction of $ω$ mesons off the proton has been studied in the reaction $γp\to p\,ω$ using the CEBAF Large Acceptance Spectrometer (CLAS) and the frozen-spin target (FROST) in Hall B at the Thomas Jefferson National Accelerator Facility. For the first time, the target asymmetry, $T$, has been measured in photoproduction from the decay $ω\toπ^+π^-π^0$, using a transversely-polarized target with energies ranging from just above the reaction threshold up to 2.8 GeV. Significant non-zero values are observed for these asymmetries, reaching about 30-40% in the third-resonance region. New measurements for the photon-beam asymmetry, $Σ$, are also presented, which agree well with previous CLAS results and extend the world database up to 2.1 GeV. These data and additional $ω$-photoproduction observables from CLAS were included in a partial-wave analysis within the Bonn-Gatchina framework. Significant contributions from $s$-channel resonance production were found in addition to $t$-channel exchange processes.

We measured the $g_1$ spin structure function of the deuteron at low $Q^{2}$, where QCD can be approximated with chiral perturbation theory ($χ$PT). The double-polarization observable $E$ was studied for the reaction $γp\to pω$ using the CEBAF Large Acceptance Spectrometer (CLAS) in Hall B at the Thomas Jefferson National Accelerator Facility and the longitudinally-polarized frozen-spin target (FROST). The observable was measured from the charged decay mode of the meson, $ω\toπ^+π^-π^0$, using a circularly-polarized tagged-photon beam with energies ranging from the $ω$ threshold at 1.1 to 2.3 GeV. A partial-wave analysis within the Bonn-Gatchina framework found dominant contributions from the $3/2^+$ partial wave near threshold, which is identified with the sub-threshold $N(1720)\,3/2^+$ nucleon resonance. To describe the entire data set, which consisted of $ω$ differential cross sections and a large variety of polarization observables, further contributions from other nucleon resonances were found to be necessary. With respect to non-resonant mechanisms, $π$ exchange in the $t$-channel was found to remain small across the analyzed energy range, while pomeron $t$-channel exchange gradually grew from the reaction threshold to dominate all other contributions above $W \approx 2$ GeV.

Structure functions, as measured in lepton-nucleon scattering, have proven to be very useful in studying the quark dynamics within the nucleon. However, it is experimentally difficult to separately determine the longitudinal and transverse structure functions, and consequently there are substantially less data available for the longitudinal structure function in particular. Here we present separated structure functions for hydrogen and deuterium at low four--momentum transfer squared, Q^2< 1 GeV^2, and compare these with parton distribution parameterizations and a k_T factorization approach. While differences are found, the parameterizations generally agree with the data even at the very low Q^2 scale of the data. The deuterium data show a smaller longitudinal structure function, and smaller ratio of longitudinal to transverse cross section R, than the proton. This suggests either an unexpected difference in R for the proton and neutron or a suppression of the gluonic distribution in nuclei.

Results are presented for the first measurement of the double-polarization helicity asymmetry E for the $η$ photoproduction reaction $γp \rightarrow ηp$. Data were obtained using the FROzen Spin Target (FROST) with the CLAS spectrometer in Hall B at Jefferson Lab, covering a range of center-of-mass energy W from threshold to 2.15 GeV and a large range in center-of-mass polar angle. As an initial application of these data, the results have been incorporated into the Jülich model to examine the case for the existence of a narrow $N^*$ resonance between 1.66 and 1.70 GeV. The addition of these data to the world database results in marked changes in the predictions for the E observable using that model. Further comparison with several theoretical approaches indicates these data will significantly enhance our understanding of nucleon resonances.

First results from the longitudinally polarized frozen-spin target (FROST) program are reported. The double-polarization observable E, for the reaction $\vec γ\vec p \to π^+n$, has been measured using a circularly polarized tagged-photon beam, with energies from 0.35 to 2.37 GeV. The final-state pions were detected with the CEBAF Large Acceptance Spectrometer in Hall B at the Thomas Jefferson National Accelerator Facility. These polarization data agree fairly well with previous partial-wave analyses at low photon energies. Over much of the covered energy range, however, significant deviations are observed, particularly in the high-energy region where high-L multipoles contribute. The data have been included in new multipole analyses resulting in updated nucleon resonance parameters. We report updated fits from the Bonn-Gatchina, Jülich, and SAID groups.

The measurement covered two kinematic points in the deep inelastic scattering region and five in the nucleon resonance region. We provide here details of the experimental setup, data analysis, and results on all asymmetry measurements including parity-violating electron asymmetries and those of inclusive pion production and beam-normal asymmetries. The parity-violating deep-inelastic asymmetries were used to extract the electron-quark weak effective couplings, and the resonance asymmetries provided the first evidence for quark-hadron duality in electroweak observables. These electron asymmetries and their interpretation were published earlier, but are presented here in more detail.

We report on parity-violating asymmetries in the nucleon resonance region measured using $5 - 6$ GeV longitudinally polarized electrons scattering off an unpolarized deuterium target. We have measured the beam-normal single-spin asymmetry $A_n$ in the elastic scattering of 1-3 GeV transversely polarized electrons from $^1$H and for the first time from $^4$He, $^{12}$C, and $^{208}$Pb. For $^1$H, $^4$He and $^{12}$C, the measurements are in agreement with calculations that relate $A_n$ to the imaginary part of the two-photon exchange amplitude including inelastic intermediate states. Surprisingly, the $^{208}$Pb result is significantly smaller than the corresponding prediction using the same formalism. These results suggest that a systematic set of new $A_n$ measurements might emerge as a new and sensitive probe of the structure of heavy nuclei.

A frozen spin polarized target, constructed at Jefferson Lab for use inside a large acceptance spectrometer, is described. The target has been utilized for photoproduction measurements with polarized tagged photons of both longitudinal and circular polarization. Protons in TEMPO-doped butanol were dynamically polarized to approximately 90% outside the spectrometer at 5 T and 200--300 mK. Photoproduction data were acquired with the target inside the spectrometer at a frozen-spin temperature of approximately 30 mK with the polarization maintained by a thin, superconducting coil installed inside the target cryostat. A 0.56 T solenoid was used for longitudinal target polarization and a 0.50 T dipole for transverse polarization. Spin-lattice relaxation times as high as 4000 hours were observed. We also report polarization results for deuterated propanediol doped with the trityl radical OX063.

Abstract:
We present new measurements of electron scattering from high-momentum nucleons in nuclei. These data allow an improved determination of the strength of two-nucleon correlations for several nuclei, including light nuclei where clustering effects can, for the first time, be examined. The data also include the kinematic region where three-nucleon correlations are expected to dominate.

This result is consistent with zero contribution of strange quarks to the combination of electric and magnetic form factors G_E^s + 0.517 G_M^s = 0.003 +/- 0.010 (stat) +/- 0.004 (syst) +/- 0.009 (ff), where the third error is due to the limits of precision on the electromagnetic form factors and radiative corrections. With this measurement, the world data on strange contributions to nucleon form factors are seen to be consistent with zero and not more than a few percent of the proton form factors.

We have determined the transparency of the nuclear medium to kaons from $A(e,e^{'} K^{+})$ measurements on $^{12}$C, $^{63}$Cu, and $^{197}$Au targets. The measurements were performed at the Jefferson Laboratory and span a range in four-momentum-transfer squared Q$^2$=1.1 -- 3.0 GeV$^2$. The nuclear transparency was defined as the ratio of measured kaon electroproduction cross sections with respect to deuterium, ($σ^{A}/σ^{D}$). We further extracted the atomic number ($A$) dependence of the transparency as parametrized by $T= (A/2)^{α-1}$ and, within a simple model assumption, the in-medium effective kaon-nucleon cross sections. The effective cross sections extracted from the electroproduction data are found to be smaller than the free cross sections determined from kaon-nucleon scattering experiments, and the parameter $α$ was found to be significantly larger than those obtained from kaon-nucleus scattering. We have included similar comparisons between pion- and proton-nucleon effective cross sections as determined from electron scattering experiments, and pion-nucleus and proton-nucleus scattering data.

A large set of cross sections for semi-inclusive electroproduction of charged pions ($π^\pm$) from both proton and deuteron targets was measured. The data are in the deep-inelastic scattering region with invariant mass squared $W^2$ > 4 GeV$^2$ and range in four-momentum transfer squared $2 < Q^2 < 4$ (GeV/c)$^2$, and cover a range in the Bjorken scaling variable 0.2 < x < 0.6. The fractional energy of the pions spans a range 0.3 < z < 1, with small transverse momenta with respect to the virtual-photon direction, $P_t^2 < 0.2$ (GeV/c)$^2$. The invariant mass that goes undetected, $M_x$ or W', is in the nucleon resonance region, W' < 2 GeV. The new data conclusively show the onset of quark-hadron duality in this process, and the relation of this phenomenon to the high-energy factorization ansatz of electron-quark scattering and subsequent quark --> pion production mechanisms. The x, z and $P_t^2$ dependences of several ratios (the ratios of favored-unfavored fragmentation functions, charged pion ratios, deuteron-hydrogen and aluminum-deuteron ratios for $π^+$ and $π^-$) have been studied. The ratios are found to be in good agreement with expectations based upon a high-energy quark-parton model description. We find the azimuthal dependences to be small, as compared to exclusive pion electroproduction, and consistent with theoretical expectations based on tree-level factorization in terms of transverse-momentum-dependent parton distribution and fragmentation functions. In the context of a simple model, the initial transverse momenta of $d$ quarks are found to be slightly smaller than for $u$ quarks, while the transverse momentum width of the favored fragmentation function is about the same as for the unfavored one, and both fragmentation widths are larger than the quark widths.

The process $ep \to e^{\prime}p^{\prime}π^0$ has been measured at $Q^2$ = 6.4 and 7.7 GeV/c$^2$)$^2$ in Jefferson Lab's Hall C. Unpolarized differential cross sections are reported in the virtual photon-proton center of mass frame considering the process $γ^{\ast}p \to p^{\prime}π^0$. Various details relating to the background subtractions, radiative corrections and systematic errors are discussed. The usefulness of the data with regard to the measurement of the electromagnetic properties of the well known $Δ(1232)$ resonance is covered in detail. Specifically considered are the electromagnetic and scalar-magnetic ratios $R_{EM}$ and $R_{SM}$ along with the magnetic transition form factor $G_M^{\ast}$. It is found that the rapid fall off of the $Δ(1232)$ contribution continues into this region of momentum transfer and that other resonances

A search was made for sub-threshold $J/ψ$ production from a carbon target using a mixed real and quasi-real Bremsstrahlung photon beam with an endpoint energy of 5.76 GeV. No events were observed, which is consistent with predictions assuming quasi-free production. The results place limits on exotic mechanisms that strongly enhance quasi-free production.

This is the highest momentum transfer measurement of this exclusive process to date. The helicity-conserving transition amplitude A_1/2, for the production of the S11(1535) resonance, is extracted from the data. Within the limited Q2 now measured, this quantity appears to begin scaling as 1/Q3 - a predicted, but not definitive, signal of the dominance of perturbative QCD, at Q2 ~ 5 (GeV/c)2.
