Abstract:
In this paper we discuss the implications of using machine learning for judicial decision-making in situations where human rights may be infringed. We argue that the use of such tools in these situations should be limited due to inherent status quo bias and dangers of reverse-engineering. We discuss that these issues already exist in the judicial systems without using machine learning tools, but h…

We argue that the use of such tools in these situations should be limited due to inherent status quo bias and dangers of reverse-engineering. We discuss that these issues already exist in the judicial systems without using machine learning tools, but how introducing them might exacerbate them.

We describe our participation in the PAN 2017 shared task on Author Profiling, identifying authors' gender and language variety for English, Spanish, Arabic and Portuguese. We describe both the final, submitted system, and a series of negative results. Our aim was to create a single model for both gender and language, and for all language varieties. Our best-performing system (on cross-validated results) is a linear support vector machine (SVM) with word unigrams and character 3- to 5-grams as features. A set of additional features, including POS tags, additional datasets, geographic entities, and Twitter handles, hurt, rather than improve, performance. Results from cross-validation indicated high performance overall and results on the test set confirmed them, at 0.86 averaged accuracy, with performance on sub-tasks ranging from 0.68 to 0.98.

T2K (Tokai-to-Kamioka) is a long-baseline neutrino experiment in Japan designed to study various parameters of neutrino oscillations. A near detector complex (ND280) is located 280~m downstream of the production target and measures neutrino beam parameters before any oscillations occur. ND280's measurements are used to predict the number and spectra of neutrinos in the Super-Kamiokande detector at the distance of 295~km. The difference in the target material between the far (water) and near (scintillator, hydrocarbon) detectors leads to the main non-cancelling systematic uncertainty for the oscillation analysis. In order to reduce this uncertainty a new WAter-Grid-And-SCintillator detector (WAGASCI) has been developed. A magnetized iron neutrino detector (Baby MIND) will be used to measure momentum and charge identification of the outgoing muons from charged current interactions. The Baby MIND modules are composed of magnetized iron plates and long plastic scintillator bars read out at the both ends with wavelength shifting fibers and silicon photomultipliers. The front-end electronics board has been developed to perform the readout and digitization of the signals from the scintillator bars. Detector elements were tested with cosmic rays and in the PS beam at CERN. The obtained results are presented in this paper.

Dimensional effects in the critical properties of multilayer Heisenberg films have been numerically studied by Monte Carlo methods. The effect of anisotropy created by the crystal field of a substrate has been taken into account for films with various thicknesses. The calculated critical exponents demonstrate a dimensional transition from two-dimensional to three-dimensional properties of the films with an increase in the number of layers. A spin-orientation transition to a planar phase has been revealed in films with thicknesses corresponding to the crossover region.

The static and dynamic critical exponents are determined for systems starting from an ordered initial state. The obtained values of the exponents are in a good agreement with results of the field-theoretic description of the critical behavior of this model in the two-loop approximation.

Modeling of forests' vegetation in North Eurasia has been performed for 1982-2006 on the basis of remote sensing data. Four meteorological parameters and one parameter, characterizing geomagnetic field disturbance level, were used for this aim. It was found out that revealed formula is adequate both for coniferous evergreen and coniferous deciduous forests for accuracy to a coefficient. The most proper parameters' combination gives the correlation coefficients ~ 0.9 between modeling parameter and original data rows. These results could solve problems of climate-forests feedbacks' investigations and be useful for dendrological aims.

A state of an electron in a quantum wire or a thin film becomes metastable, when a static electric field is applied perpendicular to the wire direction or the film surface. The state decays via tunneling through the created potential barrier. An additionally applied magnetic field, perpendicular to the electric field, can increase the tunneling decay rate for many orders of magnitude. This happens, when the state in the wire or the film has a velocity perpendicular to the magnetic field. According to the cyclotron effect, the velocity rotates under the barrier and becomes more aligned with the direction of tunneling. This mechanism can be called cyclotron enhancement of tunneling.
