The $ν_M{\rm SM}$ is defined as the SM extended to include dimension-5 operators. In this model neutrino masses violate lepton number, and two parameters of the lepton mixing matrix, the Majorana phases, are yet to be constrained. One combination of these phases and the neutrino masses, often denoted by $m_{ee}$, is probed by neutrinoless double beta decays ($0νββ$). We explore what information may be obtained beyond $0νββ$, and how it depends on the lightest neutrino mass. We point out that with current central values of the mixing parameters, $ΔL_e=2$ and $ΔL_e=ΔL_μ= 1$ (or $ΔL_e=2$ and $ΔL_μ= 2$) processes cannot simultaneously vanish, providing a no-lose theorem, in principle, for excluding the $ν_M{\rm SM}$, even in the case of normal mass ordering.

The precision to which they and their ratio are known yields at present a limiting uncertainty around $2\%$ in measurements of absolute $B$ decay rates, and thus in a variety of applications, such as precision determinations of elements of the Cabibbo-Kobayashi-Maskawa matrix and flavor symmetry relations. The new methods we propose are based in one case on exploiting the $Υ(5S)$ data sets, in the other case on the different average number of charged tracks in $B^\pm$ and $B^0$ decays. We estimate future sensitivities using these methods and discuss possible measurements of $f_d / f_u$ at the (HL-)LHC.

To compare inclusive and exclusive predictions, we calculate the $τ$ polarization in inclusive $B\to Xτ\barν$ using the same choice as in the exclusive decays, and construct a sum rule relating the inclusive $τ$ polarization to a weighted sum of exclusive decay polarizations. We use this relation, experimental data, and theoretical predictions for the decays to the lightest charm or up-type hadrons to make predictions for excited channels.

We postulate a supplemental power counting within the heavy quark effective theory, that results in a small, highly-constrained set of second-order power corrections, compared to the standard approach. We determine all $\bar{B} \to D^{(*)}$ form factors, both within and beyond the standard model to $\mathcal{O}(α_s/m_{c,b}, 1/m_{c,b}^2)$, under truncation by this power counting. We show that the second-order power corrections to the zero-recoil normalization of the $\bar{B} \to D^{(*)} l ν$ matrix elements ($l = e$, $μ$, $τ$) are fully determined by hadron mass parameters, and are in good agreement with lattice QCD (LQCD) predictions. We develop a parametrization of these form factors under the postulated truncation, that achieves excellent fits to the available LQCD predictions and experimental data, and we provide precise updated predictions for the $\bar{B} \to D^{(*)} τ\barν$ decay rates, lepton flavor universality violation ratios $R(D^{(*)})$, and the CKM matrix element $|V_{cb}|$. We point out some apparent errors in prior literature concerning the $\mathcal{O}(1/m_cm_b)$ corrections, and note a tension between commonly-used simplified dispersive bounds and current data.

The region in the lepton energy spectrum where higher-dimension operators in the local OPE need to be resummed into the $b$-quark light-cone distribution function is a significantly greater fraction of the phase space than for massless leptons. The finite $τ$ mass has the novel effect of shifting and squeezing how the distribution function enters the lepton energy spectrum. We also derive new predictions for the $τ$ polarization.

We perform the first global fit to inclusive $B\to X_sγ$ measurements using a model-independent treatment of the nonperturbative $b$-quark distribution function, with next-to-next-to-leading logarithmic resummation and $\mathcal{O}(α_s^2)$ fixed-order contributions. The normalization of the $B\to X_sγ$ decay rate, given by $\lvert C_7^{\rm incl} V_{tb} V_{ts}^*\rvert^2$, is sensitive to physics beyond the Standard Model (SM). We determine $\lvert C_7^{\rm incl} V_{tb} V_{ts}^* \rvert = (14.77 \pm 0.51_{\rm fit} \pm 0.59_{\rm theory} \pm 0.08_{\rm param})\times 10^{-3}$, in good agreement with the SM prediction, and the $b$-quark mass $m_b^{1S} = (4.750 \pm 0.027_{\rm fit} \pm 0.033_{\rm theory} \pm 0.003_{\rm param})\,\mathrm{GeV}$. Our results suggest that the uncertainties in the extracted $B\to X_sγ$ rate have been underestimated by up to a factor of two, leaving more room for beyond-SM contributions.

Two of the elements of the Cabibbo-Kobayashi-Maskawa quark mixing matrix, $|V_{ub}|$ and $|V_{cb}|$, are extracted from semileptonic B decays. The results of the B factories, analysed in the light of the most recent theoretical calculations, remain puzzling, because for both $|V_{ub}|$ and $|V_{cb}|$ the exclusive and inclusive determinations are in clear tension. Further, measurements in the $τ$ channels at Belle, Babar, and LHCb show discrepancies with the Standard Model predictions, pointing to a possible violation of lepton flavor universality. LHCb and Belle II have the potential to resolve these issues in the next few years. This article summarizes the discussions and results obtained at the MITP workshop held on April 9--13, 2018, in Mainz, Germany, with the goal to develop a medium-term strategy of analyses and calculations aimed at solving the puzzles. Lattice and continuum theorists working together with experimentalists have discussed how to reshape the semileptonic analyses in view of the much higher luminosity expected at Belle II, searching for ways to systematically validate the theoretical predictions in both exclusive and inclusive B decays, and to exploit the rich possibilities at LHCb.

The mixing of neutral mesons is sensitive to some of the highest scales probed in laboratory experiments. In light of the planned LHCb Upgrade II, a possible upgrade of Belle II, and the broad interest in flavor physics in the tera-$Z$ phase of the proposed FCC-ee program, we study constraints on new physics contributions to $B_d$ and $B_s$ mixings which can be obtained in these benchmark scenarios. We explore the limitations of this program, and identify the measurement of $|V_{cb}|$ as one of the key ingredients in which progress beyond current expectations is necessary to maximize future sensitivity. We speculate on possible solutions to this bottleneck. Given the current tension with the standard model (SM) in semileptonic $B$ decays, we explore how its resolution may impact the search for new physics in mixing. Even if new physics has the same CKM and loop suppressions of flavor changing processes as the SM, the sensitivity will reach 2 TeV, and it can be much higher if any SM suppressions are lifted. We illustrate the discovery potential of this program.

Precise measurements of $b\to cτ\barν$ decays require large resource-intensive Monte Carlo (MC) samples, which incorporate detailed simulations of detector responses and physics backgrounds. Extracted parameters may be highly sensitive to the underlying theoretical models used in the MC generation. Because new physics (NP) can alter decay distributions and acceptances, the standard practice of fitting NP Wilson coefficients to SM-based measurements of the $R(D^{(*)})$ ratios can be biased. The newly developed HAMMER software tool enables efficient reweighting of MC samples to arbitrary NP scenarios or to any hadronic matrix elements. We demonstrate how HAMMER allows avoidance of biases through self-consistent fits directly to the NP Wilson coefficients. We also present example analyses that demonstrate the sizeable biases that can otherwise occur from naive NP interpretations of SM-based measurements. The HAMMER library is presently interfaced with several existing experimental analysis frameworks and we provide an overview of its structure.

The determination of $|V_{cb}|$ from exclusive semileptonic $B\to D^*\ellν$ decays is sensitive to the choice of form factor parametrization. Larger $|V_{cb}|$ values are obtained fitting the BGL versus the CLN parametrization to recent Belle measurements. For the BGL parametrization, published fits use different numbers of parameters. The determination of $|V_{cb}|$ from exclusive semileptonic $B\to D^*\ellν$ decays is sensitive to the choice of form factor parametrization. Larger $|V_{cb}|$ values are obtained fitting the BGL versus the CLN parametrization to recent Belle measurements. For the BGL parametrization, published fits use different numbers of parameters. We propose a method based on nested hypothesis tests to determine the optimal number of BGL parameters to fit the data, and find that six parameters are optimal to fit the Belle tagged and unfolded measurement. We further explore the differences between fits that use different numbers of parameters. The fits which yield $|V_{cb}|$ values in better agreement with determinations from inclusive semileptonic decays, tend to exhibit tensions with heavy quark symmetry expectations. These have to be resolved before the determinations of $|V_{cb}|$ from exclusive and inclusive decays can be considered understood.

The successful operation of the Large Hadron Collider (LHC) and the excellent performance of the ATLAS, CMS, LHCb and ALICE detectors in Run-1 and Run-2 with $pp$ collisions at center-of-mass energies of 7, 8 and 13 TeV as well as the giant leap in precision calculations and modeling of fundamental interactions at hadron colliders have allowed an extraordinary breadth of physics studies including precision measurements of a variety physics processes. The LHC results have so far confirmed the validity of the Standard Model of particle physics up to unprecedented energy scales and with great precision in the sectors of strong and electroweak interactions as well as flavour physics, for instance in top quark physics. The upgrade of the LHC to a High Luminosity phase (HL-LHC) at 14 TeV center-of-mass energy with 3 ab$^{-1}$ of integrated luminosity will probe the Standard Model with even greater precision and will extend the sensitivity to possible anomalies in the Standard Model, thanks to a ten-fold larger data set, upgraded detectors and expected improvements in the theoretical understanding. This document summarises the physics reach of the HL-LHC in the realm of strong and electroweak interactions and top quark physics, and provides a glimpse of the potential of a possible further upgrade of the LHC to a 27 TeV $pp$ collider, the High-Energy LHC (HE-LHC), assumed to accumulate an integrated luminosity of 15 ab$^{-1}$.

We document the extraordinary breadth of the HL/HE-LHC programme enabled by a putative Upgrade II of the dedicated flavour physics experiment LHCb and the evolution of the established flavour physics role of the ATLAS and CMS general purpose experiments. We connect the dedicated flavour physics programme to studies of the top quark, Higgs boson, and direct high-$p_T$ searches for new particles and force carriers. We discuss the complementarity of their discovery potential for physics beyond the Standard Model, affirming the necessity to fully exploit the LHC's flavour physics potential throughout its upgrade eras.

We calculate the $Λ_b \to Λ_c \ell ν$ form factors and decay rates for all possible $b\to c \ell\barν$ four-Fermi interactions beyond the Standard Model, including nonzero charged lepton masses and terms up to order $α_s\, Λ_\text{QCD}/m_{c,b}$ and $Λ_\text{QCD}^2/m_c^2$ in the heavy quark effective theory. At this order, we obtain model independent predictions for semileptonic $Λ_b \to Λ_c$ decays in terms of only two unknown sub-subleading Isgur-Wise functions, which can be determined from fitting LHCb and lattice QCD data. We thus obtain model independent results for $Λ_b\to Λ_c\ell\barν$ decays, including predictions for the ratio $R(Λ_c) = {\cal B}(Λ_b\to Λ_c τ\barν) / {\cal B}(Λ_b\to Λ_c μ\barν)$ in the presence of new physics, that are more precise than prior results in the literature, and systematically improvable with better data on the decays with $μ$ (or $e$) in the final state. We also explore tests of factorization in $Λ_b \to Λ_cπ$ decays, and emphasize the importance of measuring at LHCb the double differential rate $d^2Γ(Λ_b\toΛ_c\ell\barν) / (d q^2\, d\cosθ)$, in addition to the $q^2$ spectrum.

We present the physics program of the Belle II experiment, located on the intensity frontier SuperKEKB $e^+e^-$ collider. Belle II collected its first collisions in 2018, and is expected to operate for the next decade. It is anticipated to collect 50/ab of collision data over its lifetime. This book is the outcome of a joint effort of Belle II collaborators and theorists through the Belle II theory interface platform (B2TiP), an effort that commenced in 2014. The aim of B2TiP was to elucidate the potential impacts of the Belle II program, which includes a wide scope of physics topics: B physics, charm, tau, quarkonium, electroweak precision measurements and dark sector searches. It is composed of nine working groups (WGs), which are coordinated by teams of theorist and experimentalists conveners: Semileptonic and leptonic B decays, Radiative and Electroweak penguins, phi_1 and phi_2 (time-dependent CP violation) measurements, phi_3 measurements, Charmless hadronic B decay, Charm, Quarkonium(like), tau and low-multiplicity processes, new physics and global fit analyses. This book highlights "golden- and silver-channels", i.e. those that would have the highest potential impact in the field. Theorists scrutinised the role of those measurements and estimated the respective theoretical uncertainties, achievable now as well as prospects for the future. Experimentalists investigated the expected improvements with the large dataset expected from Belle II, taking into account improved performance from the upgraded detector.

Our results allow more precise and reliable calculations of $Λ_b\to Λ_c\ell\barν$ rates, and are systematically improvable with better data on the $μ$ (or $e$) modes.

We explore semileptonic $B$ decays to the four lightest excited charm mesons, $D^{**} = \{D_0^*,\, D_1^*,$ $D_1,\, D_2^*\}$, for nonzero charged lepton mass and for all $b\to c \ell\barν$ four-Fermi interactions, including calculation of the ${\cal O}(Λ_\text{QCD}/m_{c,b})$ and ${\cal O}(α_s)$ corrections to the heavy quark limit for all form factors. In the heavy quark limit some form factors are suppressed at zero recoil, therefore, the ${\cal O}(Λ_\text{QCD}/m_{c,b})$ corrections can be very important. The $D^{**}$ rates exhibit sensitivities to new physics in $b\to cτ\barν$ mediated decays complementary to the $D$ and $D^*$ modes. Since they are also important backgrounds to $B\to D^{(*)}τ\barν$, the correct interpretation of future semitauonic $B\to D^{(*)}$ rate measurements requires consistent treatment of both the $D^{**}$ backgrounds and the signals. Our results allow more precise and more reliable calculations of these $B\to D^{**}\ell\barν$ decays, and are systematically improvable by better data on the $e$ and $μ$ modes. As an example, we show that the $D^{**}$ rates are more sensitive to a new $\bar c\, σ_{μν} b$ tensor interaction than the $D^{(*)}$ rates.

Recently several papers extracted $|V_{cb}|$ using the Belle measurement of the exclusive $\bar B \to D^* \ell\barν$ unfolded differential decay rates, available for the first time. Depending on the theoretical inputs, some of the fits yield higher $|V_{cb}|$ values, compatible with those from inclusive semileptonic $B$ decays. Since these four fits use mostly the same data, if their correlations were close to 100\%, the tension between them would be over $5σ$. We determine the correlations, find that the tension between the results is less than $3σ$, and explore what might lead to improving the consistency of the fits. We find that fits that yield the higher values of $|V_{cb}|$, also suggest large violations of heavy quark symmetry. These fits are also in tension with preliminary lattice QCD data on the form factors. Without additional experimental data or lattice QCD input, there are no set of assumptions under which the tension between exclusive and inclusive determinations of $|V_{cb}|$ can be considered resolved.

We perform a novel combined fit to the $\bar{B}\to D^{(*)} l \barν$ decay distributions to predict the $\bar{B} \to D^{(*)} τ\barν$ rates and determine the CKM matrix element $|V_{cb}|$. Most theoretical and experimental papers have neglected uncertainties in the predictions for form factor ratios at order $Λ_{\text{QCD}}/m_{c,b}$, which we include. We also calculate ${\cal O}(Λ_{\text{QCD}}/m_{c,b})$ and ${\cal O}(α_s)$ contributions to semileptonic $\bar{B}\to D^{(*)} \ell \barν$ decays for all possible $b \to c$ currents. This result has not been available for the tensor current form factors, and for two of those, which are ${\cal O}(Λ_{\text{QCD}}/m_{c,b})$, the corrections are of the same order as approximations used in the literature. These results allow us to determine with improved precision how new physics may affect the $\bar{B}\to D^{(*)} τ\barν$ rates. Our predictions can be systematically improved with more data; they need not rely on lattice QCD results, although these can be incorporated.

We include contributions from all ten possible new physics four-Fermi operators with arbitrary couplings. Our results capture interference effects in the full phase space of the visible $τ$ and $D^*$ decay products which are missed in analyses that treat the $τ$ or $D^*$ or both as stable. The $τ$ interference effects are sizable, formally of order $m_τ/m_B$ for the standard model, and may be of order unity in the presence of new physics. Treating interference correctly is essential when considering kinematic distributions of the $τ$ or $D^*$ decay products, and when including experimentally unavoidable phase space cuts. Our amplitude-level results also allow for efficient exploration of new physics effects in the fully differential phase space, by enabling experiments to perform such studies on fully simulated Monte Carlo datasets via efficient event reweighing. As an example, we explore a class of new physics interactions that can fit the observed $R(D^{(*)})$ ratios, and show that analyses including more differential kinematic information can provide greater discriminating power for new physics, than single kinematic variables alone.

We derive the standard model predictions for the differential branching fractions, as well as predictions for the ratios of the semi-tauonic and light lepton semileptonic branching fractions. These can be systematically improved using future measurements of the total or differential semileptonic rates to $e$ and $μ$, as well as the two-body hadronic branching fractions with a pion, related by factorization to the semileptonic rate at maximal recoil. To illustrate the different sensitivities to new physics, we explore the dependence of the ratio of semi-tauonic and light-lepton branching fractions on the type-II and type-III two-Higgs-doublet model parameters, $\tanβ$ and $m_{H}^\pm$, for all four states.

An interesting feature of the models with strongly interacting vector-like fermions is that constraints from neutral meson mixings (apart from CP violation in neutral kaon mixing) are not sensitive to higher scales than other flavor-changing neutral-current processes. We identify order 1/(4 pi M)^2 (where M is the vector-like fermion mass) one-loop contributions to the coefficients of the four-quark operators for meson mixing, that are not suppressed by standard model quark masses and/or mixing angles.

Generalized asymmetries in one, two, or three angular variables are introduced as discriminators, which do not require an unbinned analysis of the fully differential distribution, and a detailed study of the corresponding theoretical uncertainties is performed. A discussion on how binned measurements can access all the angular information follows, which may be useful in both B -> rho ell nu and B -> K^* ell^+ ell^-, and possibly essential in the former decay due to backgrounds. The achievable sensitivity from the available BaBar and Belle data sets is explored, as well as from the anticipated 50 ab^{-1} Belle II data.

Future sensitivity to new physics in B_d, B_s and K mixings

We estimate, in a large class of scenarios, the sensitivity to new physics in B_d and B_s mixings achievable with 50 ab-1 of Belle II and 50 fb-1 of LHCb data. We find that current limits on new physics contributions in both B_{d,s} systems can be improved by a factor of ~5 for all values of the CP violating phases, corresponding to over a factor of 2 increase in the scale of new physics probed. We estimate, in a large class of scenarios, the sensitivity to new physics in B_d and B_s mixings achievable with 50 ab-1 of Belle II and 50 fb-1 of LHCb data. Assuming the same suppressions by CKM matrix elements as those of the standard model box diagrams, the scale probed will be about 20 TeV for tree-level new physics contributions, and about 2 TeV for new physics arising at one-loop. We also explore the future sensitivity to new physics in K mixing. Implications for generic new physics and for various specific scenarios, such as minimal flavor violation, light third-generation dominated flavor violation, or U(2) flavor models are studied.

The recent LHCb measurements of the $B_s \to K^-π^+$ and $B_s \to K^+K^-$ rates and CP asymmetries are in agreement with U-spin expectations from $B_d \to K^+π^-$ and $B_d \to π^+π^-$ results. We derive the complete set of isospin, U-spin, and SU(3) relations among the CP asymmetries in two-body charmless $B \to PP$ and $B \to PV$ decays, some of which are novel. To go beyond the unbroken SU(3) limit, we present relations which are properly defined and normalized to allow incorporation of SU(3) breaking in the simplest manner. We show that there are no CP relations beyond first order in SU(3) and isospin breaking. We also consider the corresponding relations for charm decays. Comparing parametrizations of the leading order sum rules with data can shed light on the applicability and limitations of both the flavor symmetry and factorization-based descriptions of SU(3) breaking. Two factorization relations can already be tested, and we show they agree with current data.

The goal of the SIMBA collaboration is to provide a global fit to the available measurements of inclusive B -> X_s gamma and B -> X_u l nu decays. By performing a global fit one is able to simultaneously determine the relevant normalizations, i.e. the total B -> X_s gamma rate and the CKM-matrix element |Vub|, together with the required hadronic parameters, most importantly the b-quark mass and the b-quark distribution function in the B-meson, called the shape function. In this talk, the current status on the model-independent determination of the shape function and |C7^\incl Vtb Vts*|, which parametrizes the total B -> Xs gamma rate, from a global fit to the available B -> X_s gamma measurements from Babar and Belle is presented. In particular, the theoretical uncertainties originating from variations of the different factorization scales are evaluated.

During 2011 the LHCb experiment at CERN collected 1.0 fb-1 of sqrt{s} = 7 TeV pp collisions. Due to the large heavy quark production cross-sections, these data provide unprecedented samples of heavy flavoured hadrons. The first results from LHCb have made a significant impact on the flavour physics landscape and have definitively proved the concept of a dedicated experiment in the forward region at a hadron collider. This document discusses the implications of these first measurements on classes of extensions to the Standard Model, bearing in mind the interplay with the results of searches for on-shell production of new particles at ATLAS and CMS. The physics potential of an upgrade to the LHCb detector, which would allow an order of magnitude more data to be collected, is emphasised.

Constraining CP violation in neutral meson mixing with theory input

On the Universality of CP Violation in Delta F = 1 Processes

We use this result to show that the bound from eps'/eps prohibits an SU(3)_Q breaking explanation of the recent LHCb evidence for CP violation in D meson decays. Another consequence of this universality is that supersymmetric alignment models with a moderate mediation scale are consistent with the data, and are harder to probe via CP violating observables. With current constraints, therefore, squarks need not be degenerate. However, future improvements in the measurement of CP violation in D-Dbar mixing will start to probe alignment models.
