We inspect, on the same theoretical footing, low-lying dipole states and the isovector giant dipole resonance in $E1$ channel and the orbital scissors resonance as well as the spin-flip giant resonance (SFGR) in $M1$ channel. Besides, $E1$ toroidal mode and low-energy spin-flip $M1$ excitations are considered. The deformation splitting and dipole-octupole coupling of electric excitations are analyzed. The origin of SFGR gross structure, impact of the residual interaction and interference of orbital and spin contributions to SFGR are discussed. The effect of the central exchange $\textbf{J}^2$-term from the Skyrme functional is demonstrated. The calculations show a satisfactory agreement with available experimental data, except for the recent NRF measurements of M. Tamkas et al for $M1$ strength at 4-6 MeV, where, in contradiction with our calculations and previous $(p,p')$ data, almost no $M1$ strength was observed.

At variance with macroscopic collective models, the calculations predict the specific regime $d{\cal J}/dβ<0$ at $β\ge 0.5$ ($^{24}$Mg) and $β\ge 0.6$ ($^{20}$Ne), where the pairing breaks down. This regime is explained by two effects: full break up of the pairing and specific evolution of a {\it single} dominant particle-hole (1ph) configuration with $β$. The analysis of experimental data for the ground-state rotational bands in $^{24}$Mg and $^{20}$Ne shows that such regime is possible at low spins.

The low-energy $M1$ states in deformed $^{164}$Dy and spherical $^{58}$Ni are explored in the framework of fully self-consistent Quasiparticle Random-Phase Approximation (QRPA) with various Skyrme forces. The main attention is paid to orbital and spin $M1$ excitations. The obtained results are compared with the prediction of the low-energy {\it spin-scissors} $M1$ resonance suggested within Wigner Function Moments (WFM) approach. A possible relation of this resonance to low-energy spin-flip excitations is analyzed. In connection with recent WFM studies, we consider evolution of the low-energy spin-flip states in $^{164}$Dy with deformation (from the equilibrium value to the spherical limit). The effect of tensor forces is briefly discussed. It is shown that two groups of $1^+$ states observed at 2.4-4 MeV in $^{164}$Dy are rather explained by fragmentation of the orbital $M1$ strength than by the occurrence of the collective spin-scissors resonance. In general, our calculations do not confirm the existence of this resonance.

Background: In highly deformed nuclei, there is a noticeable coupling of the Isoscalar Giant Monopole Resonance (ISGMR) and the $K = 0$ component of the Isoscalar Giant Quadrupole Resonance (ISGQR), which results in a double peak structure of the isoscalar monopole (IS0) strength (a narrow low-energy deformation-induced peak and a main broad ISGMR part). The energy of the narrow low-lying IS0 peak is sensitive to both the incompressibility modulus $K_\infty$ and the coupling between IS0 and isoscalar quadrupole (IS2) strength.
Objective: This study aims to investigate the two-peaked structure of the ISGMR in the prolate $^{24}$Mg and oblate $^{28}$Si nuclei and identify among a variety of energy density functionals based on Skyrme parameterisations the one which best describes the experimental data. This will allow for conclusions regarding the nuclear incompressibility. Because of the strong IS0/IS2 coupling, the deformation splitting of the ISGQR will also be analysed.
Methods: The ISGMR was excited in $^{24}$Mg and $^{28}$Si using $α$-particle inelastic scattering measurements acquired with an $E_α= 196$ MeV beam at scattering angles $θ_{\text{Lab}} = 0^\circ$ and $4^\circ$. The K$600$ magnetic spectrometer at iThemba LABS was used to detect and momentum analyse the inelastically scattered $α$ particles. An experimental energy resolution of $\approx 70$ keV (FWHM) was attained, revealing fine structure in the excitation-energy region of the ISGMR. The IS0 strength distributions in the nuclei studied were obtained with the Difference-of-Spectrum (DoS) technique. The theoretical comparison is based on the quasiparticle random-phase approximation (QRPA) with a representative set of Skyrme forces.

A low-energy magnetic dipole $(M1)$ spin-scissors resonance (SSR) located just below the ordinary orbital scissors resonance (OSR) was recently predicted in deformed nuclei within the Wigner Function Moments (WFM) approach. We analyze this prediction using fully self-consistent Skyrme Quasiparticle Random Phase Approximation (QRPA) method. Skyrme forces SkM*, SVbas and SG2 are implemented to explore SSR and OSR in $^{160,162,164}$Dy and $^{232}$Th. Accuracy of the method is justified by a good description of M1 spin-flip giant resonance. The calculations show that isotopes $^{160,162,164}$Dy indeed have at 1.5-2.4 MeV (below OSR) $I^πK=1^+1$ states with a large $M1$ spin strength ($K$ is the projection of the total nuclear moment to the symmetry z-axis). These states are almost fully exhausted by $pp[411\uparrow, 411\downarrow]$ and $nn[521\uparrow, 521\downarrow]$ spin-flip configurations corresponding to $pp[2d_{3/2}, 2d_{5/2}]$ and $nn[2f_{5/2}, 2f_{7/2}]$ structures in the spherical limit. So the predicted SSR is actually reduced to low-orbital (l=2,3) spin-flip states. Following our analysis and in contradiction with WFM spin-scissors picture, deformation is not the principle origin of the low-energy spin $M1$ states but only a factor affecting their features. The spin and orbital strengths are generally mixed and exhibit the interference: weak destructive in SSR range and strong constructive in OSR range. In $^{232}$Th, the $M1$ spin strength is found very small. Two groups of $I^π=1^+$ states observed experimentally at 2.4-4 MeV in $^{160,162,164}$Dy and at 2-4 MeV in $^{232}$Th are mainly explained by fragmentation of the orbital strength. Distributions of nuclear currents in QRPA states partly correspond to the isovector orbital-scissors flow but not to spin-scissors one.

Nuclei in the $sd$-shell demonstrate a remarkable interplay of cluster and mean-field phenomena. The $N=Z$ nuclei, such as $^{24}$Mg and $^{28}$Si, have been the focus of the theoretical study of both these phenomena in the past. The cluster and vortical mean-field phenomena can be probed by excitation of isoscalar monopole and dipole states in scattering of isoscalar particles such as deuterons or $α$ particles.
Inelastically scattered $α$ particles were momentum-analysed in the K600 magnetic spectrometer at iThemba LABS, Cape Town, South Africa. The scattered particles were detected in two multi-wire drift chambers and two plastic scintillators placed at the focal plane of the K600. In the theoretical discussion, the QRPA and AMD+GCM were used.
The QRPA calculations lead us to conclude that: i) the mean-field vorticity appears mainly in dipole states with $K=1$, ii) the dipole (monopole) states should have strong deformation-induced octupole (quadrupole) admixtures, and iii) that near the $α$-particle threshold, there should exist a collective state (with $K=0$ for prolate nuclei and $K=1$ for oblate nuclei) with an impressive octupole strength. The results of the AMD+GCM calculations suggest that some observed states may have a mixed (mean-field + cluster) character or correspond to particular cluster configurations.
A tentative correspondence between observed states and theoretical states from QRPA and AMD+GCM was established. The QRPA and AMD+GCM analysis shows that low-energy isoscalar dipole states combine cluster and mean-field properties. The QRPA calculations show that the low-energy vorticity is well localized in $^{24}$Mg, fragmented in $^{26}$Mg, and absent in $^{28}$Si.

Background: Inelastic proton scattering at energies of a few hundred MeV and very-forward angles including $0^\circ$ has been established as a tool to study electric-dipole strength distributions in nuclei. The present work reports a systematic investigation of the chain of stable even-mass Nd isotopes representing a transition from spherical to quadrupole-deformed nuclei.
Purpose: Extraction of the equivalent photo-absorption cross sections and analysis of their fine structure in the energy region of the IsoVector Giant Dipole Resonance (IVGDR).
Method: Proton inelastic scattering reactions of 200 MeV protons were measured at iThemba LABS in Cape Town, South Africa. The scattering products were momentum-analysed by the K600 magnetic spectrometer positioned at $θ_{\mathrm{Lab}}=0^\circ$. Using dispersion-matching techniques, energy resolutions of $ΔE \approx 40 - 50$ keV were obtained. After subtraction of background and contributions from other multipoles, the spectra were converted to photo-absorption cross sections using the equivalent virtual-photon method.
Results: Wavelet-analysis techniques are used to extract characteristic energy scales of the fine structure of the IVGDR from the experimental data. Comparisons with the Quasiparticle-Phonon Model (QPM) and Skyrme Separable Random Phase Approximation (SSRPA) predictions provide insight into the role of different giant resonance dam** mechanisms.
Conclusions: Fine structure is observed even for the most deformed nuclei studied. Fragmentation of the one particle-one hole ($1p1h$) strength seems to be the main source of fine structure in both spherical and deformed nuclei. Some impact of the spreading due to coupling of the two particle-two hole ($2p2h$) states to the $1p1h$ doorway states is seen in the spherical/transitional nuclei, where calculations beyond the $1p1h$ level are available.

The recent RCNP $(α, α')$ data on the Isoscalar Giant Monopole Resonance (ISGMR) and Isoscalar Giant Quadrupole Resonance (ISGQR) in $^{92,94,96,98,100}$Mo are analyzed within a fully self-consistent Quasiparticle Random Phase Approximation (QRPA) approach with Skyrme interactions, in which pairing correlations and possible axial deformations are taken into account. The Skyrme sets SkM*, SLy6, SVbas and SkP$^δ$, that explore a diversity of nuclear matter properties, are used. We discuss the connection between the line shape of the monopole strength ISGMR and the deformation-induced coupling between the ISGMR and the $K=0$ branch of the ISGQR. The ISGMR centroid energy is best described by the force SkP$^δ$, having a low incompressibility $K_{\infty}$ = 202 MeV. The ISGQR data are better reproduced by SVbas, that has large isoscalar effective mass $m^*/m$ = 0.9. The need of describing simultaneously the ISGMR and ISGQR data is stressed, with the requirement of suitable values of $K_\infty$ and $m^*/m$. Possible extensions of the QRPA to deal with soft systems are also envisaged.

In the present QRPA study with Skyrme parametrization SLy6, we explore in more detail properties of these states (toroidal and compressional responses, current distributions, and transitions probabilities $B(E1K, 0^+0 \to 1^-K),\; B(E3K, 0^+0 \to 3^-K)$, $B(M2K, 0^+0 \to 2^-K)$ with $K=$0 and 1) and analyze the possibility to discriminate and identify TS in inelastic electron scattering to back angles. The interplay of the convective ${\bf j}_{\rm c}$ and magnetization ${\bf j}_{\rm m}$ nuclear currents is thoroughly scrutinized. A two-step scheme for identification of TS in $(e,e')$ reaction is proposed. The key element of the scheme is the strong interference of the orbital and spin contributions, resulting in specific features of E1 and M2 transversal form factors.

We analyze the relation between isoscalar toroidal modes and so-called pygmy dipole resonance (PDR) which both appear in the same region of low-energy dipole excitations. To this end, we use a theoretical description within the fully self-consistent Skyrme quasiparticle random-phase approximation (QRPA). Test cases are spherical nuclei $^{40,48}$Ca, $^{58,72}$Ni, $^{90,100}$Zr, and $^{100,120,132}$Sn which cover four different elements and for each element at least two isotopes with different neutron excess, one small and another large. The structure of the modes is investigated in terms of strength functions, transition densities (TD) and transition currents (TC). For all considered nuclei, we see that, independently on whether PDR strength exists or not, the flow pattern in the lower part of the "PDR energy region" is basically the isoscalar vortical toroidal motion with a minor irrotational fraction. A one-to-one correspondence between calculated TD and TC can be established. The toroidal flow appears already in the uncoupled two-quasiparticle (2qp) excitations and becomes definitively strong for the QRPA modes. Altogether, we find that low-lying dipole strength often denoted as isoscalar PDR is actually an oversimplified imitation of the basically toroidal motion in nuclei with a sufficient neutron excess.

We suggest a generalized method for elimination of spurious admixtures (SA) from intrinsic nuclear excitations described within the Quasiparticle-Random-Phase-Approximation (QRPA). Various kinds of SA-corrections are treated at the same theoretical ground. The known corrections are well reproduced. As relevant cases, we consider subtraction of SA related with i) violation of the translational invariance (isovector E1 and isoscalar toroidal and compression E1 modes), ii) pairing-induced non-conservation of the particle number (E2(K=0) and E0 modes), and iii) rotational invariance (E2(K=1) and M1(K=1) modes). The SA subtraction can be done at the level of QRPA states, electromagnetic responses, and even transition operators. The additional deformation-induced corrections are proposed. It was shown that the strong axial deformation of $^{24}$Mg is crucial to downshift the toroidal strength to the low-energy region and thus make the TS the lowest E1(K=1) dipole state. In this study, we explain this result by simple mean-field arguments. The calculations with the force SLy6 reveal a remarkable feature: the lowest $I^πK=1^-1$ excitation (E = 7.92 MeV) in $^{24}$Mg is a vortical toroidal state (TS) representing a specific vortex-antivortex realization of well-known spherical Hill's vortex in a strongly deformed axial confinement. This is a striking example of an {\it individual} TS which can be much easier discriminated in experiment than the toroidal dipole resonance embracing many states. The TS acquires the lowest energy due to the huge prolate axial deformation in $^{24}$Mg. The result persists for different Skyrme parameterizations (SLy6, SVbas, SkM*). We analyze spectroscopic properties of the TS and its relation with the cluster structure of $^{24}$Mg. Similar TS could exist in other highly prolate light nuclei. They could serve as promising tests for various reactions to probe a vortical (toroidal) nuclear flow.

The phenomenon of fine structure of the Isoscalar Giant Quadrupole Resonance (ISGQR) has been studied with high energy-resolution proton inelastic scattering at iThemba LABS in the chain of stable even-mass Nd isotopes covering the transition from spherical to deformed ground states. A wavelet analysis of the background-subtracted spectra in the deformed 146,148,150Nd isotopes reveals characteristic scales in correspondence with scales obtained from a Skyrme RPA calculation using the SVmas10 parameterization. A semblance analysis shows that these scales arise from the energy shift between the main fragments of the K = 0, 1 and K = 2 components.

We investigate effects of pairing and of quadrupole deformation on two sorts of nuclear excitations,$γ$-vibrational $K^π=2^+$ states and dipole resonances (isovector dipole, pygmy, compression, toroidal). The analysis is performed within the quasiparticle random-phase approximation (QRPA) based on the Skyrme energy functional using the Skyrme parametrization SLy6. Particular attention is paid to i) the role of the particle-particle (pp) channel in the residual interaction of QRPA, ii) comparison of volume pairing (VP) and surface pairing (SP), iii) peculiarities of deformation splitting in the various resonances. We find that the impact of the pp-channel on the considered excitations is negligible. This conclusion applies also to any other excitation except for the $K^π=0^+$ states. Furthermore, the difference between VP and SP is found small (with exception of peak height in the toroidal mode). In the low-energy isovector dipole (pygmy) and isoscalar toroidal modes, the branch $K^π=1^-$ is shown to dominate over $K^π=0^-$ one in the range of excitation energy $E <$ 8--10 MeV. The effect becomes impressive for the toroidal resonance whose low-energy part is concentrated in a high peak of almost pure $K^π=1^-$ nature. This peculiarity may be used as a fingerprint of the toroidal mode in future experiments. The interplay between pygmy, toroidal and compression resonances is discussed, the interpretation of the observed isoscalar giant dipole resonance is partly revised.

Proton inelastic scattering experiments at energy E_p = 200 MeV and a spectrometer scattering angle of 0 degree were performed on 144,146,148,150Nd and 152Sm exciting the IsoVector Giant Dipole Resonance (IVGDR). Comparison with results from photo-absorption experiments reveals a shift of resonance maxima towards higher energies for vibrational and transitional nuclei. The extracted photo-absorption cross sections in the most deformed nuclei, 150Nd and 152Sm, exhibit a pronounced asymmetry rather than a distinct double-hump structure expected as a signature of K-splitting. This behaviour can be related to the proximity of these nuclei to the critical point of the phase shape transition from vibrators to rotors with a soft quadrupole deformation potential. Self-consistent random-phase approximation (RPA) calculations using the SLy6 Skyrme force provide a relevant description of the IVGDR shapes deduced from the present data

The deformation-induced splitting of isoscalar giant monopole resonance (ISGMR) is systematically analyzed in a wide range of masses covering medium, rare-earth, actinide, and superheavy axial deformed nuclei. The study is performed within the fully self-consistent quasiparticle random-phase-approximation (QRPA) method based on the Skyrme functional. Two Skyrme forces, one with a large (SV-bas) and one with a small (SkP) nuclear incompressibility, are considered. The calculations confirm earlier results that, due to the deformation-induced E0-E2 coupling, the isoscalar E0 resonance attains a double-peak structure and significant energy upshift. Our results are compared with available analytic estimations. Unlike earlier studies, we get a smaller energy difference between the lower and upper peaks and thus a stronger E0-E2 coupling. This in turn results in more pum** of E0 strength into the lower peak and more pronounced splitting of ISGMR. We also discuss widths of the peaks and their negligible correlation with deformation.

Fifteen $1^{+}$ states have been observed between 3.6 and 9.7 MeV. Following our analysis, the lowest $1^{+}$ state at 3.6 MeV can be considered as an isovector orbital mode with some spin admixture. The obtained results generally match the estimations and trends typical for the scissors-like mode. Detailed calculations within the Skyrme Quasiparticle Random-Phase-Approximation method and the Large-Scale Shell Model justify our conclusions. The calculated distributions of the orbital current for the lowest $1^{+}$-state suggest the schematic view of Lipparini and Stringari (isovector rotation-like oscillations inside the rigid surface) rather than the scissors-like picture of Lo Iudice and Palumbo. The spin M1 resonance is shown to be mainly generated by spin-flip transitions between the orbitals of the $fp$-shell.

Random Phase Approximation (RPA) is the basic method for calculation of excited states of nuclei over the Hartree-Fock ground state, suitable also for energy density functionals (EDF or DFT). We developed a convenient formalism for expressing densities and currents in a form of reduced matrix elements, which allows fast calculation of spectra for spherical nuclei. All terms of Skyrme functional were taken into account, so it is possible to calculate electric, magnetic and vortical/toroidal/compression transitions and strength functions of any multipolarity. Time-odd (spin) terms in Skyrme functional become important for magnetic M1 and isovector toroidal E1 transitions. It was also found that transition currents in pygmy region (low-lying part of E1 resonance) exhibit isoscalar toroidal flow, so the previously assumed picture of neutron-skin vibration is not the only mechanism present in pygmy transitions.
RPA calculations with heavy axially-symmetric nuclei now become feasible on ordinary PC. Detailed formulae for axial Skyrme RPA are given. Some numerical results are shown in comparison with the approximate approach of separable RPA, previously developed in our group for fast calculation of strength functions.

The lowest quadrupole $γ$-vibrational $K^π=2^+$ states in axially deformed rare-earth (Nd, Sm, Gd, Dy, Er, Yb, Hf, W) and actinide (U) nuclei are systematically investigated within the separable random-phase-approximation (SRPA) based on the Skyrme functional. The energies $E_γ$ and reduced transition probabilities $B(E2)$ of $2^+_γ$-states are calculated with the Skyrme forces SV-bas and SkM$^*$. The energies of two-quasiparticle configurations forming the SRPA basis are corrected by using the pairing blocking effect. This results in a systematic downshift of $E_γ$ by 0.3-0.5 MeV and thus in a better agreement with the experiment, especially in Sm, Gd, Dy, Hf, and W regions. For other isotopic chains, a noticeable overestimation of $E_γ$ and too weak collectivity of $2^+_γ$-states still persist. It is shown that domains of nuclei with a low and high $2^+_γ$ -collectivity are related with the structure of the lowest 2-quasiparticle states and conservation of the Nilsson selection rules. The description of $2^+_γ$ states with SV-bas and SkM$^*$ is similar in light rare-earth nuclei but deviates in heavier nuclei. However SV-bas much better reproduces the quadrupole deformation and energy of the isoscalar giant quadrupole resonance. The accuracy of SRPA is justified by comparison with exact RPA. The calculations suggest that a further development of the self-consistent calculation schemes is needed for a systematic satisfactory description of the $2^+_γ$ states.

The calculated GMR strength functions are directly compared to the available experimental distributions. It is shown that, in accordance to results of other groups, description of GMR in Sn and heavier Sm/Pb nuclei needs different values of the nuclear incompressibilty, $K \approx$ 200 or 230 MeV, respectively. Thus none from the used Skyrme forces is able to describe GMR in these nuclei simultaneously. The GMR peak energy in open-shell $^{120}$Sn is found to depend on the isoscalar effective mass, which might be partly used for a solution of the above problem. Some important aspects of the problem (discrepancies of available experimental data, proper treatment of the volume and surface compression in finite nuclei, etc) are briefly discussed.

The modes are described in a self-consistent random-phase-approximation (RPA) with the Skyrme force SLy6. They are examined in terms of strength functions, transition densities, current fields, and formfactors. It is shown that the RW conception (suggesting the upper component of the nuclear current as the vorticity indicator) is not robust. The HD vorticity is not easily applicable either because the definition of a velocity field is too involved in nuclear systems. Instead, the vorticity is better characterized by the toroidal strength which closely corresponds to HD treatment and is approximately decoupled from the continuity equation.

A comparative analysis of toroidal, compressional and vortical dipole strengths in the spherical $^{144}$Sm and the deformed $^{154}$Sm is performed within the random-phase-approximation using a set of different Skyrme forces. Isoscalar (T=0), isovector (T=1), and electromagnetic excitation channels are considered. The role of the nuclear convection $j_{\text{con}}$ and magnetization $j_{\text{mag}}$ currents is inspected. It is shown that the deformation leads to an appreciable redistribution of the strengths and causes a spectacular deformation splitting (exceeding 5 MeV) of the isoscalar compressional mode. In $^{154}$Sm, the $μ$=0 and $μ$=1 branches of the mode form well separated resonances. When step** from $^{144}$Sm to $^{154}$Sm, we observe an increase of the toroidal, compression and vortical contributions in the low-energy region (often called pygmy resonance). The strength in this region seems to be an overlap of various excitation modes. The energy centroids of the strengths depend significantly on the isoscalar effective mass $m_0$. Skyrme forces with a large $m_0$ (typically $m_0/m \approx 0.8 - 1$) seem to be more suitable for description of experimental data for the isoscalar giant dipole resonance.

The nature of E1 low-energy strength (LES), often denoted as a "pygmy dipole resonance", is analyzed within the random-phase-approximation (RPA) in $^{208}$Pb using Skyrme forces in fully self-consistent manner. A first overview is given by the strength functions for the dipole, compressional and toroidal operators. More detailed insight is gained by averaged transition densities and currents where the latter provide very illustrative flow pattern. The analysis reveals clear isoscalar toroidal flow in the low-energy bin 6.0-8.8 MeV of the LES and a mixed isoscalar/isovector toroidal/compression flow in the higher bin 8.8-10.5 MeV. Thus the modes covered by LES embrace both vortical and irrotational motion. The simple collective picture of the LES as a "pygmy" mode (oscillations of the neutron excess against the nuclear core) is not confirmed.

In particular, it is shown that the vortical and toroidal strengths are dominated by $j_c$ in T=0 channel and by $j_m$ in T=1 and 'elm' channels. The compression strength is always determined by $j_c$. It is also shown that the 'elm' strength (relevant for (e,e') reaction) is very similar to T=1 one. The toroidal mode resides in the region of the pygmy resonance. So, perhaps, this region embraces both irrotational (pygmy) and vortical (toroidal) flows.

The multipole vortical, toroidal, and compression modes are analyzed. Following the vorticity concept of Ravenhall and Wambach, the vortical operator is derived and related in a simple way to the toroidal and compression operators. The strength functions and velocity fields of the modes are analyzed in $^{208}$Pb within the random-phase-approximation using the Skyrme force SLy6. Both convection and magnetization nuclear currents are taken into account. It is shown that the isoscalar (isovector) vortical and toroidal modes are dominated by the convection (magnetization) nuclear current while the compression mode is fully convective. The relation between the above concept of the vorticity to the hydrodynamical vorticity is briefly discussed.

A double folding procedure is applied to take into account the energy-dependent width effects beyond RPA. All the considered Skyrme forces indicate a soft prolate deformation in the open shell isotopes $^{142-164}$Sn. The integrated E1 strength in the energy region of the pygmy resonance grows with the neutron number. The influence of deformation on the integrated strength near the particle emission thresholds (which is of a keen astrophysical interest) is strictly suppressed by the mutual compensation effect for the branches of the giant dipole resonance. The results obtained are in a good agreement with the previous findings of the relativistic mean field model.

Despite a great success of the Skyrme mean-field approach in exploration of nuclear dynamics, it seems to fail in description of the spin-flip M1 giant resonance. The results for different Skyrme parameterizations are contradictory and poorly agree with experiment. In particular, there is no parameterization which simultaneously describes the one-peak gross structure of M1 strength in doubly magic nuclei and two-peak structure in heavy deformed nuclei. The reason of this mismatch could lie in an unsatisfactory treatment of spin correlations and spin-orbit interaction. We discuss the present status of the problem and possible ways of its solution. In particular, we inspect i) the interplay of the collective shift and spin-orbit splitting, ii) the isovector M1 response versus isospin-mixed responses, and iii) the role of tensor and isovector spin-orbit interaction.

The interplay of the collective shift and spin-orbit splitting determines the quality of the description. None of the considered Skyrme parameterizations is able to describe simultaneously the M1 strength distribution in closed-shell and open-shell nuclei. It is found that the problem lies in the relative positions of proton and neutron spin-orbit splitting. Necessity to involve the tensor and isovector spin-orbit interaction is called for.

We extend the classical Landau theory for rotating nuclei and show that the backbending in 162Yb, that comes about as a result of the two-quasiparticle alignment, is identified with the second order phase transition. The special attention is paid to the low-energy region near the particle thresholds (4-12 MeV), which is important for understanding of astrophysical processes. We show that, due to a compensation effect, the influence of nuclear deformation on E1 strength below 10-12 MeV is quite modest. At the same time, in agreement with previous predictions, the deformation increases the strength at higher energy. At 4-8 MeV the strength is mainly determined by the tail of E1 giant resonance. The four Skyrme forces differ in description of the whole giant resonance but give rather similar results below 12 MeV.

Basis of the description is self-consistent separable RPA (SRPA) using the Skyrme force SLy6. The self-consistent model well reproduces the experimental data (energies and widths) in the rare-earth and actinide region. The trend of the resonance peak energies follows the estimates from collective models, showing a bias to the volume mode for the rare-earths isotopes and a mix of volume and surface modes for actinides and super-heavy elements. The widths of the GDR are mainly determined by the Landau fragmentation which in turn is found to be strongly influenced by deformation. A deformation splitting of the GDR can contribute about one third to the width and about 1 MeV further broadening can be associated to mechanism beyond the mean-field description (escape, coupling with complex configurations).

Time-odd densities restore Galilean invariance of the Skyrme functional, violated by the effective-mass and spin-orbital terms. In even-even nuclei these densities do not contribute to the ground state but can affect the dynamics. As a particular case, we explore the role of the current density in description of isovector E1 and isoscalar E2 giant resonances in a chain of Nd spherical and deformed isotopes with A=134-158. Relation of the current to the effective masses and relevant parameters of the Skyrme functional is analyzed. It is shown that current contribution to E1 and E2 resonances is generally essential and fully determined by the values and signs of the isovector and isoscalar effective-mass parameters of the force. The contribution is the same for all the isotope chain, i.e. for both standard and exotic nuclei.

We formulate the self-consistent separable random-phase-approximation (SRPA) method and specify it for Skyrme forces with pairing for the case of axially symmetric deformed nuclei. The factorization of the residual interaction allows to avoid diagonalization of high-rank RPA matrices, which dramatically reduces the computational expense. This advantage is crucial for the systems with a huge configuration space, first of all for deformed nuclei. SRPA takes self-consistently into account the contributions of both time-even and time-odd Skyrme terms as well as of the Coulomb force and pairing. The method is implemented to description of isovector E1 and isoscalar E2 giant resonances in a representative set of deformed nuclei: $^{154}$Sm, $^{238}$U, and $^{254}$No. Four different Skyrme parameterizations (SkT6, SkM*, SLy6, and SkI3) are employed to explore dependence of the strength distributions on some basic characteristics of the Skyrme functional and nuclear matter. In particular, we discuss the role of isoscalar and isovector effective masses and their relation to time-odd contributions. High sensitivity of the right flank of E1 resonance to different Skyrme forces and the related artificial structure effects are analyzed.

The method is based on a general self-consistent procedure for factorization of the two-body residual interaction. It is relevant for diverse density- and current-dependent functionals and, in fact, represents the self-consistent separable random-phase approximation (RPA), hence the name SRPA. SRPA allows to avoid diagonalization of high-rank RPA matrices and thus dwarfs the calculation expense. Besides, SRPA expressions have a transparent analytical form and so the method is very convenient for the analysis and treatment of the obtained results. SRPA demonstrates high numerical accuracy. It is very general and can be applied to diverse systems. Two very different cases, the Kohn-Sham functional for atomic clusters and Skyrme functional for atomic nuclei, are considered in detail as particular examples. SRPA treats both time-even and time-odd dynamical variables and, in this connection, we discuss the origin and properties of time-odd currents and densities in initial functionals. Finally, SRPA is compared with other self-consistent approaches for the excited states, including the coupled-cluster method.

We study in cranked Nilsson plus random phase approximation shape transitions in fast rotating nuclei undergoing backbending, more specifically 156Dy and 162Yb. We found that a backbending in 156Dy is correlated with the disappearance of the collective, positive signature gamma-vibrational mode in the rotating frame, and, a shape transition (from axial to nonaxial) is accompanied with a large acquiring of the gamma-deformation. We show that such a shape transition can be considered as a phase transition of the first order. In 162Yb the quasiparticle alignment dominates in the backbending and the shape transition (from axial to nonaxial) is accompanied with a smooth transition from zero to nonzero values of the gamma-deformation. We extend the classical Landau theory for rotating nuclei and show that the backbending in 162Yb is identified with the second order phase transition. A description of spectral and decay properties of the yrast states and low-lying excitations demonstrates a good agreement between our results and experimental data.
