Using the entire BaBar $Υ(4S)$ data set, the first two-dimensional unbinned angular analysis of the semileptonic decay $\overline{B} \rightarrow D \ell^- \overlineν_\ell$ is performed, employing hadronic reconstruction of the tag-side $B$ meson from $Υ(4S)\to B\overline{B}$. Here, $\ell$ denotes the light charged leptons $e$ and $μ$. A novel data-driven signal-background separation procedure with minimal dependence on simulation is developed. This procedure preserves all multi-dimensional correlations present in the data. The expected $\sin^2θ_\ell$ dependence of the differential decay rate in the Standard Model is demonstrated, where $θ_\ell$ is the lepton helicity angle. Including input from the latest lattice QCD calculations and previously available experimental data, the underlying form factors are extracted using both model-independent (BGL) and dependent (CLN) methods. Comparisons with lattice calculations show flavor SU(3) symmetry to be a good approximation in the $B_{(s)}\to D_{(s)}$ sector. Using the BGL results, the CKM matrix element $|V_{cb}|=(41.09\pm 1.16)\times 10^{-3}$ and the Standard Model prediction of the lepton-flavor universality violation variable $\mathcal{R}(D)=0.300\pm 0.004$, are extracted. The value of $|V_{cb}|$ from $\overline{B} \rightarrow D \ell^- \overlineν_\ell$ tends to be higher than that extracted using $\overline{B} \rightarrow D \ell^- \overlineν_\ell$. The Standard Model $\mathcal{R}(D)$ calculation is at a $1.97σ$ tension with the latest HFLAV experimental average.

The cross section of the process $e^+e^-\toπ^+π^-$ has been measured in the center of mass energy range from 0.32 to 1.2 GeV with the CMD-3 detector at the electron-positron collider VEPP-2000. The measurement is based on a full dataset collected below 1 GeV during three data taking seasons, corresponding to an integrated luminosity of about 62 pb$^{-1}$. In the dominant $ρ$-resonance region, a systematic uncertainty of 0.7% has been reached. At energies around $φ$-resonance the $π^+π^-$ production cross section was measured for the first time with high beam energy resolution. The forward-backward charge asymmetry in the $π^+π^-$ production has also been measured. It shows a strong deviation from the theoretical prediction based on the conventional scalar quantum electrodynamics framework, and it is in good agreement with the generalized vector-meson-dominance and dispersive-based predictions. The impact of the presented results on the evaluation of the hadronic contribution to the anomalous magnetic moment of muon is discussed.

A new mechanism has been proposed to simultaneously explain the presence of dark matter and the matter-antimatter asymmetry in the universe. This scenario predicts exotic $B$ meson decays into a baryon and a dark sector anti-baryon ($ψ_D$) with branching fractions accessible at $B$ factories. We present a search for $B \rightarrow Λψ_D$ decays using data collected by the $BABAR$ experiment at SLAC. This reaction is identified by fully reconstructing the accompanying $B$ meson and requiring the presence of a single $Λ$ baryon in the remaining particles. No significant signal is observed, and bounds on the $B \rightarrow Λψ_D$ branching fraction are derived in the range $0.13 - 5.2\times 10^{-5}$ for $1.0 < m_{ψ_D} < 4.2$ GeV/$c^{2}$. These results set strong constraints on the parameter space allowed by the theory.

The quantum interference between the decays of entangled neutral kaons is studied in the process $φ\rightarrow K_S K_L \rightarrowπ^+π^-π^+π^-$, which exhibits the characteristic Einstein--Podolsky--Rosen correlations that prevent both kaons to decay into $π^+π^-$ at the same time. This constitutes a very powerful tool for testing at the utmost precision the quantum coherence of the entangled kaon pair state, and to search for tiny decoherence and CPT violation effects, which may be justified in a quantum gravity framework. The analysed data sample was collected with the KLOE detector at DA$Φ$NE, the Frascati $φ$-factory, and corresponds to an integrated luminosity of about 1.7 fb$^{-1}$, i.e. to about $1.7 \times 10^9$ $φ\rightarrow K_S K_L$ decays produced. From the fit of the observed $Δt$ distribution, being $Δt$ the difference of the kaon decay times, the decoherence and CPT violation parameters of various phenomenological models are measured with a largely improved accuracy with respect to previous analyses. The results are consistent with no deviation from quantum mechanics and CPT symmetry, while for some parameters the precision reaches the interesting level at which -- in the most optimistic scenarios -- quantum gravity effects might show up. They provide the most stringent limits up to date on the considered models.

The MIP Timing Detector will provide additional timing capabilities for detection of minimum ionizing particles (MIPs) at CMS during the High Luminosity LHC era, improving event reconstruction and pileup rejection. The central portion of the detector, the Barrel Timing Layer (BTL), will be instrumented with LYSO:Ce crystals and Silicon Photomultipliers (SiPMs) providing a time resolution of about 30 ps at the beginning of operation, and degrading to 50-60 ps at the end of the detector lifetime as a result of radiation damage. In this work, we present the results obtained using a 120 GeV proton beam at the Fermilab Test Beam Facility to measure the time resolution of unirradiated sensors. A proof-of-concept of the sensor layout proposed for the barrel region of the MTD, consisting of elongated crystal bars with dimensions of about 3 x 3 x 57 mm$^3$ and with double-ended SiPM readout, is demonstrated. This design provides a robust time measurement independent of the impact point of the MIP along the crystal bar. We tested LYSO:Ce bars of different thickness (2, 3, 4 mm) with a geometry close to the reference design and coupled to SiPMs manufactured by Hamamatsu and Fondazione Bruno Kessler. The various aspects influencing the timing performance such as the crystal thickness, properties of the SiPMs (e.g. photon detection efficiency), and impact angle of the MIP are studied. A time resolution of about 28 ps is measured for MIPs crossing a 3 mm thick crystal bar, corresponding to an MPV energy deposition of 2.6 MeV, and of 22 ps for the 4.2 MeV MPV energy deposition expected in the BTL, matching the detector performance target for unirradiated devices.

Magnetars are young, highly magnetized neutron stars that produce extremely rare giant flares of gamma-rays, the most luminous astrophysical phenomena in our Galaxy. The detection of these flares from outside the Local Group of galaxies has been predicted, with just two candidates so far. Here we report on the extremely bright gamma-ray flare GRB 200415A of April 15, 2020, which we localize, using the Interplanetary Network, to a tiny (20 sq. arcmin) area on the celestial sphere, that overlaps the central region of the Sculptor galaxy at 3.5 Mpc from the Milky Way. From the Konus-Wind detections, we find a striking similarity between GRB 200415A and GRB 051103, the even more energetic flare that presumably originated from the M81/M82 group of galaxies at nearly the same distance (3.6 Mpc). Both bursts display a sharp, millisecond-scale, hard-spectrum initial pulse, followed by an approximately 0.2 s long steadily fading and softening tail. Apart from the huge initial pulses of magnetar giant flares, no astrophysical signal with this combination of temporal and spectral properties and implied energy has been reported previously. At the inferred distances, the energy released in both flares is on par with that of the December 27, 2004 superflare from the Galactic magnetar SGR 1806-20, but with a higher peak luminosity. Taken all together, this makes GRB 200415A and its twin GRB 051103 the most significant candidates for extragalactic magnetar giant flares, both a factor of five more luminous than the brightest Galactic magnetar flare observed previously, thus providing an important step towards a better understanding of this fascinating phenomenon.

The paper describes a method of the charged particle identification, developed for the \mbox{CMD-3} detector, installed at the VEPP-2000 $e^{+}e^{-}$ collider. The method is based on the application of the boosted decision trees classifiers, trained for the optimal separation of electrons, muons, pions and kaons in the momentum range from 100 to $1200~{\rm MeV}/c$. The input variables for the classifiers are linear combinations of the energy depositions of charged particles in 12 layers of the liquid xenon calorimeter of the \mbox{CMD-3}. The event samples for training of the classifiers are taken from the simulation. Various issues of the detector response tuning in simulation and calibration of the calorimeter strip channels are considered. Application of the method is illustrated by the examples of separation of the $e^+e^-(γ)$ and $π^+π^-(γ)$ final states and of selection of the $K^+K^-$ final state at high energies.

No signal is observed in the $π^{+}π^{-}$ invariant mass spectrum, and the upper limit on the branching fraction at 90\% confidence level is determined to be ${\mathcal B}(η\toπ^{+}π^{-})<4.9\times10^{-6}$, which is approximately three times smaller than the previous KLOE result. From the combination of these two measurements we get ${\mathcal B}(η\toπ^{+}π^{-}) < 4.4\times10^{-6}$ at 90\% confidence level.

We present a search for seven lepton-flavor-violating neutral charm decays of the type $D^{0}\rightarrow X^{0} e^{\pm} μ^{\mp}$, where $X^{0}$ represents a $π^{0}$, $K^{0}_{\rm S}$, $\bar{K^{*0}}$, $ρ^{0}$, $φ$, $ω$, or $η$ meson. The analysis is based on $468$ fb$^{-1}$ of $e^+e^-$ annihilation data collected at or close to the $Υ(4S)$ resonance with the BaBar detector at the SLAC National Accelerator Laboratory. No significant signals are observed, and we establish 90\% confidence level upper limits on the branching fractions in the range $(5.0 - 22.5)\times 10^{-7}$. The limits are between one and two orders of magnitude more stringent than previous measurements.

The possibility of making an object invisible for detectors has become a topic of considerable interest over the past decades. Most of the studies so far focused on reducing the visibility by resha** the electromagnetic scattering in the spatial domain. In fact, by manipulating the electromagnetic scattering in the time domain, the visibility of an object can also be reduced. Importantly, unlike previous studies on phase-switched screens and time-varying metasurfaces, where the effect is narrow band due to the dispersive resonance, for microwave frequency range, we introduce a broadband switchable metasurface integrated with p-i-n diodes. The reflection phase of the metasurface can be changed by approximately π over a fractional bandwidth of 76%. By modulating the metasurface quasirandomly in the time domain, the incident narrow-band signal is spread into a white-noiselike spectrum upon reflection, creating a spectral camouflage. The broadband feature of the proposed time-varying metasurface can provide practical insight for various applications, including radar stealth and ultrawide-band wireless communication.

Signal efficiencies are evaluated with data control samples of $K_L \to πμν$ decays. A fit to the reconstructed muon mass distribution finds $7223 \pm 180$ signal events. Normalising to the $K_S \to π^+ π^-$ decay events the result for the branching fraction is $\mathcal{B}(K_S \to πμν) = (4.56 \pm 0.11_{\rm stat} \pm 0.17_{\rm syst})\times10^{-4}$.

The absolute determination of branching fractions for these decays are significantly improved compared to previous BaBaR measurements. Evidence is found for the decay $B^+\rightarrow X(3872)K^+$ at the $3σ$ level. The absolute branching fraction ${\cal B}(B^+\rightarrow X(3872)K^+) = (2.1\pm0.6({\rm stat})\pm0.3({\rm syst}))\times 10^{-4}$ is measured for the first time. It follows that ${\cal B}(X(3872)\rightarrow J/ψπ^+π^-)=(4.1\pm1.3)\%$, supporting the hypothesis of a molecular component for this resonance.

Signal $B^- \to Λ{\overline p} ν{\overlineν}$ candidates are identified by first fully reconstructing a $B^+$ decay in one of many possible exclusive decays to hadronic final states, then examining detector activity that is not associated with this reconstructed $B^+$ decay for evidence of a signal $B^- \to Λ{\overline p} ν{\overlineν}$ decay. The data yield is found to be consistent with the expected background contribution under a null signal hypothesis, resulting in an upper limit of ${{\cal B} (B^- \to Λ{\overline p} ν{\overlineν}) < 3.0\times 10^{-5}}$ at the $90\%$ confidence level.

The decay mode $η\rightarrowγγ$ is used for $η$ meson reconstruction in the data sample corresponding to an integrated luminosity of $78.3$ pb$^{-1}$. The energy dependence of the $e^{+}e^{-}\rightarrowηπ^{+}π^{-}$ cross section is fitted within the framework of vector meson dominance in order to extract the $Γ(ρ(1450)\rightarrow{^{+}e^{-}})\mathcal{B}(ρ(1450)\rightarrowηπ^{+}π^{-})$ and the $Γ(ρ(1700)\rightarrow{e^{+}e^{-}})\mathcal{B}(ρ(1700)\rightarrowηπ^{+}π^{-})$ products. Based on conservation of vector current, the analysed data are used to test the relationship between the $e^{+}e^{-}\rightarrowηπ^{+}π^{-}$ cross section and the spectral function in $τ^-\rightarrowηπ^-π^0ν_τ$ decay. The $e^{+}e^{-}\rightarrowηπ^{+}π^{-}$ cross section measured with the CMD-$3$ detector is in good agreement with the previous measurements.

The $K^+K^-η$ final state is found to be dominated by the contribution of the $φ(1020)η$ intermediate state. The cross section of the process $e^+e^-{\to}φ(1020)η$ has been measured with a systematic uncertainty of 5.1$\%$ on the base of 3009 $\pm$ 67 selected events. The obtained cross section has been used to calculate the contribution to the anomalous magnetic moment of the muon: $a_μ^{φη}(E<1.8\, {\rm GeV})=(0.321 \pm 0.015_{\rm stat} \pm 0.016_{\rm syst}) \times 10^{-10}$, $a_μ^{φη}(E<2.0\, {\rm GeV})=(0.440 \pm 0.015_{\rm stat} \pm 0.022_{\rm syst}) \times 10^{-10}$. From the cross section approximation the $φ(1680)$ meson parameters have been determined with better statistical precision, than in previous studies.

To this end we have developed a non-invasive, ultra-thin, CsI(Tl) luminophore foil detector system, based on CCD-imaging. We have used this to quantify the beam characteristics of an intensity-frontier surface muon beam used for next-generation charged lepton-flavour violation (cLFV) search experiments at the Paul Scherrer Institut (PSI) and to assess the possible use for a future High-intensity Muon Beam (HiMB-project), currently under study at PSI. An overview of the production and intrinsic characteristics of such foils is given and their application in a high-intensity beam environment.

The expected number of background events is 0.032. To achieve the target sensitivity and background level, the 3.2 kW 8 GeV proton beam from J-PARC will be used. Two types of detectors, CyDet and StrECAL, will be used for detecting the \mue conversion events, and for measuring the beam-related background events in view of the Phase-II experiment, respectively. We searched for the $μ^+μ^-$ decay of a light vector gauge boson, also known as dark photon, in the $e^+ e^- \to μ^+ μ^- γ_{\rm ISR}$ process by means of the Initial State Radiation (ISR) method. We used 1.93~fb$^{-1}$ of data collected by the KLOE experiment at the DA$Φ$NE $φ$-factory. No structures have been observed over the irreducible $μ^+ μ^-$ background. A 90\% CL limit on the ratio $\varepsilon^2=α^{\prime}/α$ between the dark coupling constant and the fine structure constant of $ 3\times 10^{-6}-2\times 10^{-7}$ has been set in the dark photon mass region between 519 MeV and 973 MeV. This new limit has been combined with the published result obtained investigating the hypothesis of the dark photon decaying into hadrons in $e^+ e^- \to π^+ π^- γ_{\rm ISR}$ events. The combined 90\% CL limit increases the sensitivity especially in the $ρ-ω$ interference region and excludes $\varepsilon^2$ greater than $(13-2)\times 10^{-7}$. For dark photon masses greater than 600 MeV the combined limit is lower than 8~$\times\, 10^{-7}$ resulting more stringent than present constraints from other experiments.

A new estimation of the total number and energy of the non-thermal electrons produced in the giant ($>\text{X}17$) solar flare on 2003 October 28 is presented based on the analysis of the observations of the hard X-ray (HXR) emission by the High Energy Neutron Detector (HEND) onboard the Mars Odyssey spacecraft orbiting Mars. Previous estimations of the non-thermal electron energy based on the Reuven Ramaty High-Energy Solar Spectroscopic Imager (RHESSI) data were incomplete since RHESSI missed the peak of the flare impulsive phase. In contrast, HEND observed the whole flare. We used two models to estimate the energy of the non-thermal electrons: the cold thick target model and the warm thick target model. We found that, depending on the model used and the low-energy cutoff ($E_\mathrm{c}$) of the non-thermal electrons, the estimate of their total energy in the entire flare can vary from $2.3 \times 10^{32}$ to $6.2 \times 10^{33}$ ergs. The lowest estimate, $2.3 \times 10^{32}$ ergs, obtained within the cold thick target model and fixed $E_\mathrm{c}=43$ keV, is consistent with the previous estimate. In this case, non-thermal electrons accelerated in the peak of the flare impulsive phase missed by RHESSI contained approximately $40\%$ of the total energy of non-thermal electrons of the entire flare. The highest value, $6.2 \times 10^{33}$ ergs, obtained with the cold thick target model and fixed $E_\mathrm{c}=10$ keV, looks abnormally high, since it exceeds the total non-potential magnetic energy of the parent active region and the total bolometric energy radiated in the flare. Our estimates also show that the total number and energetics of the HXR-producing electrons in the flare region is a few orders of magnitude higher than of the population of energetic electrons injected into interplanetary space.

The cross section is well described by the Vector-Meson Dominance model with four $ρ$-like states. We observe $49\pm9$ events of the $J/ψ$ decay to $π^+π^-η$, and measure the product $Γ_{J/Ψ\to e^+e^-} \text{B}_{J/Ψ\to π^+π^-η} = 2.34 \pm 0.43_{\text{stat}} \pm 0.16_{\text{syst}}$~eV.

The three precision measurements of the cross section $σ\big(e^+e^-\rightarrowπ^+π^-γ(γ)\big)$ using initial state radiation by the KLOE collaboration provide an important input for the prediction of the hadronic contribution to the anomalous magnetic moment of the muon. These measurements are correlated for both statistical and systematic uncertainties and, therefore, the simultaneous use of these measurements requires covariance matrices that fully describe the correlations. We present the construction of these covariance matrices and use them to determine a combined KLOE measurement for $σ\big(e^+e^-\rightarrowπ^+π^-γ(γ)\big)$. We find, from this combination, a two-pion contribution to the muon magnetic anomaly in the energy range $0.10 < s < 0.95$ GeV$^2$ of $a_μ^{π^+π^-} = (489.8 \pm 1.7_{\rm stat} \pm 4.8_{\rm sys} ) \times 10^{-10}$.

The study of nonstationary processes in the Sun is of great interest, and lately, multiwavelength observations and registration of magnetic fields are carried out by means of both ground-based telescopes and several specialized spacecraft (SC) on near-Earth orbits. However the acquisition of the new reliable information on their hard X-ray radiation remains demanded, in particular if the corresponding SC provide additional information, e.g. in regard to the flare observations from the directions other than the Sun-Earth direction. In this article we present a catalog of powerful solar flares registered by the High Energy Neutron Detector (HEND) device designed in the Space Research Institute (IKI) of Russian Academy of Sciences. HEND is mounted onboard the 2001 Mars Odyssey spacecraft. It worked successfully during the flight to Mars and currently operates in the near-Mars orbit. Besides neutrons, the HEND instrument is sensitive to the hard X-ray and gamma radiation. This radiation is registered by two scintillators: the outer one is sensitive to the photons above 40 keV and the inner one to the photons above 200 keV. The catalog was created with the new procedure of the data calibration. For most powerful 60 solar flares on the visible and on the far sides of the Sun (in respect to a terrestrial observer), we provide time profiles of flare radiation, summed over all the channels of X-ray and in some cases of gamma-ray bands as well as the spectra and characteristics of their power law approximation. We briefly discuss the results of the previous articles on the study of the Sun with HEND instrument and the potential of the further use of these data.

The detection of a gamma-ray burst (GRB) in the solar neighborhood would have very important implications for GRB phenomenology. The leading theories for cosmological GRBs would not be able to explain such events. The final bursts of evaporating Primordial Black Holes (PBHs), however, would be a natural explanation for local GRBs. We present a novel technique that can constrain the distance to gamma-ray bursts using detections from widely separated, non-imaging spacecraft. This method can determine the actual distance to the burst if it is local. We applied this method to constrain distances to a sample of 36 short duration GRBs detected by the Interplanetary Network (IPN) that show observational properties that are expected from PBH evaporations. These bursts have minimum possible distances in the 10^13-10^18 cm (7-10^5 AU) range, consistent with the expected PBH energetics and with a possible origin in the solar neighborhood, although none of the bursts can be unambiguously demonstrated to be local. Assuming these bursts are real PBH events, we estimate lower limits on the PBH burst evaporation rate in the solar neighborhood.

We present Interplanetary Network (IPN) data for the gamma-ray bursts in the first Fermi Gamma-Ray Burst Monitor (GBM) catalog. Of the 491 bursts in that catalog, covering 2008 July 12 to 2010 July 11, 427 were observed by at least one other instrument in the 9-spacecraft IPN. Of the 427, the localizations of 149 could be improved by arrival time analysis (or triangulation). For any given burst observed by the GBM and one other distant spacecraft, triangulation gives an annulus of possible arrival directions whose half-width varies between about 0.4' and 32 degrees, depending on the intensity, time history, and arrival direction of the burst, as well as the distance between the spacecraft. We find that the IPN localizations intersect the 1 sigma GBM error circles in only 52% of the cases, if no systematic uncertainty is assumed for the latter. If a 6 degree systematic uncertainty is assumed and added in quadrature, the two localization samples agree about 87% of the time, as would be expected. If we then multiply the resulting error radii by a factor of 3, the two samples agree in slightly over 98% of the cases, providing a good estimate of the GBM 3 sigma error radius. The IPN 3 sigma error boxes have areas between about 1 square arcminute and 110 square degrees, and are, on the average, a factor of 180 smaller than the corresponding GBM localizations. We identify two bursts in the IPN/GBM sample that did not appear in the GBM catalog. In one case, the GBM triggered on a terrestrial gamma flash, and in the other, its origin was given as uncertain. We also discuss the sensitivity and calibration of the IPN.

Estimation of quenching current and AC losses allowed the conclusion that highpressure-prepared materials are promising for application in transformer-type fault current limiters working at 20-30 K.

Materials of the Y-Ba-Cu-O (melt-textured YBa2Cu3O7-d-based materials or MT-YBCO) and Mg-B-O (MgB2-based materials) systems with high superconducting performance, which can be attained due to the formation of regularly distributed nanostructural defects and inhomogenities in their structure can be effectively used in cryogenic technique, in particular in fault current limiters and electrical machines (electromotors, generators, pumps for liquid gases, etc.). The developed processes of high-temperature (900-800 oC) oxygenation under elevated pressure (16 MPa) of MT-YBCO and high-pressure (2 GPa) synthesis of MgB2-based materials allowed us to attain high SC (critical current densities, upper critical fields, fields of irreversibility, trapped magnetic fields) and mechanical (hardness, fracture toughness, Young modulus) characteristics. It has been shown that the effect of materials properties improvement in the case of MT-YBCO was attained due to the formation of high twin density (20-22 micron-1), prevention of macrockracking and reduction (by a factor of 4.5) of microcrack density, and in the case of MgB2-based materials due to the formation of oxygen-enriched as compared to the matrix phase fine-dispersed Mg-B-O inhomogenities as well as inclusions of higher borides with near-MgB12 stoichiometry in the Mg-B-O matrix (with 15-37 nm average grain sizes). The possibility is shown to obtain the rather high Tc (37 K) and critical current densities in materials with MgB12 matrix (with 95 percent of shielding fraction as calculated from the resistant curve).

Near theoretically dense SiC-doped material exhibited jc= 1000000 A/sq. cm in 1T field and Hirr =8.5 T at 20 K. The highest jc in fields above 9, 6, and 4 T at 10, 20, and 25 K, respectively, was demonstrated by materials synthesized at 2 GPa, 600 oC from Mg and B without additions (at 20 K jc= 100 A/sq. cm in 10 T field). Materials synthesized from Mg and B taken up to 1:20 ratio were superconductive. The highest jc (60000 A/sq. cm at 20 K in zero field, Hirr= 5 T) and the amount of SC phase (95.3 percents of shielding fraction), Tc being 37 K were demonstrated by materials having near MgB12 composition of the matrix. The materials with MgB12 matrix had a doubled microhardness of that with MgB2 matrix (25 GPa and 13.08 GPa, at a load of 4.9 N, respectively).

GRB 051103 is considered to be a candidate soft gamma repeater (SGR) extragalactic giant magnetar flare by virtue of its proximity on the sky to M81/M82, as well as its time history, localization, and energy spectrum. We have derived a refined interplanetary network localization for this burst which reduces the size of the error box by over a factor of two. We examine its time history for evidence of a periodic component, which would be one signature of an SGR giant flare, and conclude that this component is neither detected nor detectable under reasonable assumptions. We analyze the time-resolved energy spectra of this event with improved time- and energy resolution, and conclude that although the spectrum is very hard, its temporal evolution at late times cannot be determined, which further complicates the giant flare association. We also present new optical observations reaching limiting magnitudes of R > 24.5, about 4 magnitudes deeper than previously reported. In tandem with serendipitous observations of M81 taken immediately before and one month after the burst, these place strong constraints on any rapidly variable sources in the region of the refined error ellipse proximate to M81. We do not find any convincing afterglow candidates from either background galaxies or sources in M81, although within the refined error region we do locate two UV bright star forming regions which may host SGRs. A supernova remnant (SNR) within the error ellipse could provide further support for an SGR giant flare association, but we were unable to identify any SNR within the error ellipse. These data still do not allow strong constraints on the nature of the GRB 051103 progenitor, and suggest that candidate extragalactic SGR giant flares will be difficult, although not impossible, to confirm.

We present light curves of the prompt gamma-ray emission as observed by Konus-WIND, RHESSI, Suzaku-WAM, and \textit{Swift}-BAT. We detail the results of joint spectral fits with Konus and RHESSI data. The burst shows moderate hard-to-soft evolution in its multi-peaked emission over a period of about one minute. The total burst fluence as observed by Konus is $1.79 \times 10^{-4}$ erg/cm$^2$ (20 keV--10 MeV). Using the spectroscopic redshift $z=1.548$, we find that the burst is consistent with the ``Amati'' $E_{peak,i}-E_{iso}$ correlation. Assuming a jet opening angle derived from broadband modeling of the burst afterglow, GRB 070125 is a significant outlier to the ``Ghirlanda'' $E_{peak,i}-E_γ$ correlation. Its collimation-corrected energy release $E_γ= 2.5 \times 10^{52}$ ergs is the largest yet observed.
