A PSCA$(v, t, λ)$ is a multiset of permutations of the $v$-element alphabet $\{0, \dots, v-1\}$ such that every sequence of $t$ distinct elements of the alphabet appears in the specified order in exactly $λ$ permutations. For $v \geq t$, let $g(v, t)$ be the smallest positive integer $λ$ such that a PSCA$(v, t, λ)$ exists. We present an explicit construction that proves $g(v,t) = O(v^{t(t-2)})$ for fixed $t \geq 4$. The method of construction involves taking a permutation representation of the group of projectivities of a suitable projective space of dimension $t - 2$ and deleting all but a certain number of symbols from each permutation. In the case that this space is a Desarguesian projective plane, we also show that there exists a permutation representation of the group of projectivities of the plane that covers the vast majority of 4-sequences of its points a fixed number of times.

Photons excited into ground state modes at finite temperature display partitioning among photon phases, lifetimes and distances travelled since creation. These distributions set the distance from an interface a created photon has some chance of emission. Excited photons at each frequency have a phase velocity set by each mode propagation index which determines mode density and internal energy contribution. All photons emitted after striking an interface obliquely are refracted. Their exit intensities are then irreversible except when weak internal attenuation occurs. At low temperature attenuation index is small so reversibility is approximate. As temperature rises refraction direction varies. Total emission remains reversible after transitioning through a non equilibrium state with no other heat inputs. In equilibrium the densities of excitations that create and annihilate photons are in balance with photon densities while emissivity depends on both indices and internal incident direction. Modelled exit intensities from pure water and crystalline silica contain strong resonant intensities and match data accurately. Intrinsic resonances formed within liquids and compounds are due to photon modes hybridising with localized excitations, including molecular oscillations and the anharmonic component of lattice distortions. They explain the many resonant spectral intensities seen in remote sensing. Each hybrid oscillator is a photonic virtual bound state whose energy fluctuates between levels separated by mode energy. Refraction induces solid angle changes and often anomalous refraction while thermal recycling of internally reflected photons modifies intensities and internal energy. Enhanced internal heat flux from phonon drag by photon density gradients under an external temperature gradient is also predicted.

A PSCA$(v, t, λ)$ is a multiset of permutations of the $v$-element alphabet $\{0, \dots, v-1\}$ such that every sequence of $t$ distinct elements of the alphabet appears in the specified order in exactly $λ$ of the permutations. For $v \geq t \geq 2$, we define $g(v, t)$ to be the smallest positive integer $λ$ such that a PSCA$(v, t, λ)$ exists. We show that $g(6, 3) = g(7, 3) = g(7, 4) = 2$ and $g(8, 3) = 3$. Using suitable permutation representations of groups we make improvements to the upper bounds on $g(v, t)$ for many values of $v \leq 32$ and $3\le t\le 6$. We also prove a number of restrictions on the distribution of symbols among the columns of a PSCA.

Photon speeds are governed by the mode they occupy, so mode densities can be expressed in terms of speed. Cavity intensities at temperature \(T_{K}\) combined \(\left[\frac {8πk^4}{c^3h^3}\right] T_{K }^4\) with \(({π^4}/{15})\). A material dependent number from summation of internal photon spectral energy densities replaces \(\frac {π^4}{15}\). Spectral densities are presented for water, germanium and silver. Output intensity combines revised hemispherical emittance \(ε_{Q,H}\) based on these densities, with universal factor \(\left[\frac {8πk^4}{c^3h^3}\right] T_{K }^4\). Emitted radiance after interface internal reflectance of directionally invariant internal radiance elements defines \(ε_{Q,H}\). Predicted internal densities are verifiable using measured external spectral intensities, provided refraction upon exit is accounted for in emissivity, which the Kirchhoff rule neglects. Virtual bound state photon resonances are predicted in dielectrics and observed.
