Binary forms with the same value set III. The case of ${\bf D}_3$ and ${\bf D_6}$
Abstract: Let $F, G \in \mathbb{Z}[X, Y]$ be binary forms of degree $\geq 3$ with automorphism groups isomorphic to the dihedral group of cardinality $6$ or $12$. We characterize exactly when $F$ and $G$ have the same value set, i.e. $F(\mathbb{Z}^2) = G(\mathbb{Z}^2)$.

Abstract: Given a binary quadratic form $F \in \mathbb{Z}[X, Y]$, we define its value set $F(\mathbb{Z}^2)$ to be $\{F(x, y) : (x, y) \in \mathbb{Z}^2\}$. Abstract: We initiate the study of certain families of $L$-functions attached to characters of subgroups of higher-rank tori, and of their average at the central point. Malle's conjecture for nonic Heisenberg extensions
Abstract: We prove Malle's conjecture for nonic Heisenberg extensions over $\mathbb{Q}$. Our main algebraic result shows that the number of nonic Heisenberg extensions over $\mathbb{Q}$ with discriminant bounded by $X$ is given by a character sum. We then extract the main term from this sum by exploiting oscillation of characters.

On the $4$-rank of class groups of Dirichlet biquadratic fields
Abstract: We show that for $100\%$ of the odd, squarefree integers $n > 0$ the $4$-rank of $\text{Cl}(\mathbb{Q}(i, \sqrt{n}))$ is equal to $ω_3(n) - 1$, where $ω_3$ is the number of prime divisors of $n$ that are $3$ modulo $4$.

On Dirichlet biquadratic fields
Abstract: We study the $4$-rank of the ideal class group of $K_n := \mathbb{Q}(\sqrt{-n}, \sqrt{n})$. Our main result is that for a positive proportion of the squarefree integers $n$ we have that the $4$-rank of $\text{Cl}(K_n)$ equals $ω_3(n) - 1$, where $ω_3(n)$ is the number of prime divisors of $n$ that are $3$ modulo $4$.

Some applications of smooth bilinear forms with Kloosterman sums
Abstract: We revisit a recent bound of I. Shparlinski and T. P. Zhang on bilinear forms with Kloosterman sums, and prove an extension for correlation sums of Kloosterman sums against Fourier coefficients of modular forms. We use these bounds to improve on earlier results on sums of Kloosterman sums along the primes and on the error term of the fourth moment of Dirichlet $L$-functions.

On the exponent of distribution of the ternary divisor function
Abstract: We show that the exponent of distribution of the ternary divisor function $d_3$ in arithmetic progressions to prime moduli is at least 1/2+1/46, improving results of Heath-Brown and Friedlander--Iwaniec. Furthermore, when averaging over a fixed residue class, we prove that this exponent is increased to 1/2 +1/34.

Strong orthogonality between the Möbius function, additive characters, and Fourier coefficients of cusp forms

Algebraic trace functions over the primes
Abstract: We study sums over primes of trace functions of $\ell$-adic sheaves. Using an extension of our earlier results on algebraic twist of modular forms to the case of Eisenstein series and bounds for Type II sums based on similar applications of the Riemann Hypothesis over finite fields, we prove general estimates with power-saving for such sums.
