Valuing Pharmaceutical Drug Innovations

We propose a methodology to estimate the market value of pharmaceutical drugs. Our approach combines an event study with a model of discounted cash flows and uses stock market responses to drug development announcements to infer the values. We estimate that, on average, a successful drug is valued at \$1.62 billion, and its value at the discovery stage is \$64.3 million, with substantial heterogeneity across major diseases. Leveraging these estimates, we also determine the average drug development costs at various stages. Furthermore, we explore applying our estimates to design policies that support drug development through drug buyouts and cost-sharing agreements.

We report about the design and the initial performances of the pathfinder mission for a possible large scale neutrino telescope named "STRings for Absorption length in Water" (STRAW). In June 2018 STRAW has been deployed at the Cascadia Basin site operated by Ocean Network Canada and has been collecting data since then. At a depth of about 2600 meters, the two STRAW 120 meters tall mooring lines are instrumented by three "Precision Optical Calibration Modules" (POCAM) and five Digital Optical Sensors (sDOM). We describe the instrumentation deployed and first light in the Pacific Ocean.

When sales of a product are affected by randomness in demand, retailers can use dynamic pricing strategies to maximise their profits. In this article the pricing problem is formulated as a stochastic optimal control problem, where the optimal policy can be found by solving the associated Bellman equation. The aim is to investigate Approximate Dynamic Programming algorithms for this problem. For realistic retail applications, modelling the problem and solving it to optimality is intractable. Thus practitioners make simplifying assumptions and design suboptimal policies, but a thorough investigation of the relative performance of these policies is lacking.
To better understand such assumptions, we simulate the performance of two algorithms on a one-product system. It is found that for more than half of the realisations of the random disturbance, the often-used, but approximate, Certainty Equivalent Control policy yields larger profits than an optimal, maximum expected-value policy. This approximate algorithm, however, performs significantly worse in the remaining realisations, which colloquially can be interpreted as a more risk-seeking attitude by the retailer. Another policy, Open-Loop Feedback Control, is shown to work well as a compromise between the Certainty Equivalent Control and the optimal policy.

This paper investigates the current implementation of traffic sha** based on the token bucket filter (TBF), discusses its advantages and disadvantages, and proposes a cooperative TBF that can improve subscribers' quality of service (QoS)/quality of experience (QoE) without compromising business aspects of the service contract model by proportionally allocating excess bandwidth from inactive subscribers to active ones based on the long-term bandwidths per their service contracts.
