We introduce a novel particle detection concept for large-volume, fine granularity particle detection: The Ion Fluorescence Chamber (IFC). In electronegative gases such as SF$_6$ and SeF$_6$, ionizing particles create ensembles of positive and negative ions. In the IFC, positive ions are drifted to a chemically active cathode where they react with a custom organic turn-on fluorescent monolayer encoding a long-lived 2D image. The negative ions are sensed electrically with course resolution at the anode, inducing an optical microscope to travel to and scan the corresponding cathode location for the fluorescent image. This concept builds on technologies developed for barium tagging in neutrinoless double beta decay, combining the ultra-fine imaging capabilities of an emulsion detector with the monolithic sensing of a time projection chamber. The result is a high precision imaging detector over arbitrarily large volumes without the challenges of ballooning channel count or system complexity. After outlining the concept, we discuss R\&D to be undertaken to demonstrate it, and explore application to both directional dark matter searches in SF$_6$ and searches for neutrinoless double beta decay in large $^{82}$SeF$_6$ chambers.

We report the first measurement of monoenergetic muon neutrino charged current interactions. MiniBooNE has isolated 236 MeV muon neutrino events originating from charged kaon decay at rest ($K^+ \rightarrow μ^+ ν_μ$) at the NuMI beamline absorber. These signal $ν_μ$-carbon events are distinguished from primarily pion decay in flight $ν_μ$ and $\overlineν_μ$ backgrounds produced at the target station and decay pipe using their arrival time and reconstructed muon energy. The significance of the signal observation is at the 3.9$σ$ level. The muon kinetic energy, neutrino-nucleus energy transfer ($ω=E_ν-E_μ$), and total cross section for these events is extracted. This result is the first known-energy, weak-interaction-only probe of the nucleus to yield a measurement of $ω$ using neutrinos, a quantity thus far only accessible through electron scattering.

The US neutrino community gathered at the Workshop on the Intermediate Neutrino Program (WINP) at Brookhaven National Laboratory February 4-6, 2015 to explore opportunities in neutrino physics over the next five to ten years. Scientists from particle, astroparticle and nuclear physics participated in the workshop. The workshop examined promising opportunities for neutrino physics in the intermediate term, including possible new small to mid-scale experiments, US contributions to large experiments, upgrades to existing experiments, R&D plans and theory. The workshop was organized into two sets of parallel working group sessions, divided by physics topics and technology. Physics working groups covered topics on Sterile Neutrinos, Neutrino Mixing, Neutrino Interactions, Neutrino Properties and Astrophysical Neutrinos. Technology sessions were organized into Theory, Short-Baseline Accelerator Neutrinos, Reactor Neutrinos, Detector R&D and Source, Cyclotron and Meson Decay at Rest sessions.This report summarizes discussion and conclusions from the workshop.

While comparisons using allowed and excluded regions for oscillation model parameters are likely the only rigorous method for these comparisons, the $L/E$ distributions are shown to give qualitative information on the agreement of an experiment's data with a simple two-neutrino oscillation model. In more detail, this paper also outlines how the $L/E$ distributions can be best calculated and used for model comparisons. Specifically, the paper presents the $L/E$ data points for the final MiniBooNE data samples and, in the Appendix, explains and corrects the mistaken analysis published by the ICARUS collaboration.

The MiniBooNE experiment at Fermilab reports results from an analysis of $\bar ν_e$ appearance data from $11.27 \times 10^{20}$ protons on target in antineutrino mode, an increase of approximately a factor of two over the previously reported results. An event excess of $78.4 \pm 28.5$ events ($2.8 σ$) is observed in the energy range $200<E_ν^{QE}<1250$ MeV. If interpreted in a two-neutrino oscillation model, $\barν_μ\rightarrow\barν_e$, the best oscillation fit to the excess has a probability of 66% while the background-only fit has a $χ^2$-probability of 0.5% relative to the best fit. The data are consistent with antineutrino oscillations in the $0.01 < Δm^2 < 1.0$ eV$^2$ range and have some overlap with the evidence for antineutrino oscillations from the Liquid Scintillator Neutrino Detector (LSND). All of the major backgrounds are constrained by in-situ event measurements so non-oscillation explanations would need to invoke new anomalous background processes. The neutrino mode running also shows an excess at low energy of $162.0 \pm 47.8$ events ($3.4 σ$) but the energy distribution of the excess is marginally compatible with a simple two neutrino oscillation formalism. Expanded models with several sterile neutrinos can reduce the incompatibility by allowing for CP violating effects between neutrino and antineutrino oscillations.

The largest sample ever recorded of $\numub$ charged-current quasi-elastic (CCQE, $\numub + p \to \mup + n$) candidate events is used to produce the minimally model-dependent, flux-integrated double-differential cross section $\frac{d^{2}σ}{dT_μd\uz}$ for $\numub$ incident on mineral oil. This measurement exploits the unprecedented statistics of the MiniBooNE anti-neutrino mode sample and provides the most complete information of this process to date. Also given to facilitate historical comparisons are the flux-unfolded total cross section $σ(E_ν)$ and single-differential cross section $\frac{dσ}{d\qsq}$ on both mineral oil and on carbon by subtracting the $\numub$ CCQE events on hydrogen. The observed cross section is somewhat higher than the predicted cross section from a model assuming independently-acting nucleons in carbon with canonical form factor values. The shape of the data are also discrepant with this model. These results have implications for intra-nuclear processes and can help constrain signal and background processes for future neutrino oscillation measurements.

The MiniBooNE and SciBooNE collaborations report the results of a joint search for short baseline disappearance of \bar{ν_μ} at Fermilab's Booster Neutrino Beamline. The MiniBooNE Cherenkov detector and the SciBooNE tracking detector observe antineutrinos from the same beam, therefore the combined analysis of their datasets serves to partially constrain some of the flux and cross section uncertainties. Uncertainties in the ν_μ background were constrained by neutrino flux and cross section measurements performed in both detectors. A likelihood ratio method was used to set a 90% confidence level upper limit on \bar{ν_μ} disappearance that dramatically improves upon prior limits in the Δm^2=0.1-100 eV^2 region.

The MiniBooNE experiment at Fermilab reports results from an analysis of the combined $ν_e$ and $\bar ν_e$ appearance data from $6.46 \times 10^{20}$ protons on target in neutrino mode and $11.27 \times 10^{20}$ protons on target in antineutrino mode. A total excess of $240.3 \pm 34.5 \pm 52.6$ events ($3.8 σ$) is observed from combining the two data sets in the energy range $200<E_ν^{QE}<1250$ MeV. In a combined fit for CP-conserving $ν_μ\rightarrow ν_e$ and $\barν_μ\rightarrow\barν_e$ oscillations via a two-neutrino model, the background-only fit has a $χ^2$-probability of 0.03% relative to the best oscillation fit. A recently developed Standard-Model Extension (SME) formalism for neutrino oscillations that includes Lorentz and CPT violation is used to analyze the sidereal time variation of the neutrino event excess measured by the Liquid Scintillator Neutrino Detector (LSND) experiment. The LSND experiment, performed at Los Alamos National Laboratory, observed an excess, consistent with neutrino oscillations, of ${\barν}_e$ in a beam of ${\barν}_μ$. It is determined that the LSND oscillation signal is consistent with no sidereal variation. However, there are several combinations of SME coefficients that describe the LSND data; both with and without sidereal variations. The scale of Lorentz and CPT violation extracted from the LSND data is of order $10^{-19}$ GeV for the SME coefficients $a_L$ and $E \times c_L$. This solution for Lorentz and CPT violating neutrino oscillations may be tested by other short baseline neutrino oscillation experiments, such as the MiniBooNE experiment.

A frequentist approach is applied to deduce confidence regions. At a combined confidence level of 36%, there is no area of oscillation parameters compatible with both experiments. For the complementary confidence of 1-0.36=64%, there are two well defined regions of oscillation parameters (sin^2(2th),Dm^2) compatible with both experiments.

Charged Current reactions of $ν_e$ on $^{12}C$ have been studied using a $μ^+$ decay-at-rest $ν_e$ beam at the Los Alamos Neutron Science Center. The cross section for the exclusive reaction $^{12}C(ν_e,e^-)^{12}N_{g.s.}$ was measured to be $(8.9\pm0.3\pm0.9)\times10^{-42}$ cm$^2$. The observed energy dependence of the cross section and angular distribution of the outgoing electron agree well with theoretical expectations. Measurements are also presented for inclusive transitions to $^{12}N$ excited states, $^{12}C(ν_e,e^-)^{12}N^*$ and compared with theoretical expectations. The measured cross section, $(4.3\pm0.4\pm0.6)\times10^{-42}$ cm$^2$, is somewhat lower than previous measurements and than a continuum random phase approximation calculation. It is in better agreement with a recent shell model calculation.

A search for muon anti-neutrino to electron anti-neutrino oscillations was conducted by the Liquid Scintillator Neutrino Detector at the Los Alamos Neutron Science Center using muon anti-neutrinos from positive muon decay at rest. A total excess of 87.9 +/- 22.4 +/- 6.0 events consistent with electron anti-neutrino plus proton scattering to positron plus neutron was observed above the expected background. This excess corresponds to an oscillation probability of (0.264 +/- 0.067 +/- 0.045), which is consistent with an earlier analysis. In conjunction with other known limits on neutrino oscillations, the LSND data suggest that neutrino oscillations occur in the 0.2-10 eV^2/c^4 Delta-m^2 range, indicating a neutrino mass greater than 0.4 eV/c^2.

The cross section for the elastic scattering reaction nu_e+e- -> nu_e+e- was measured by the Liquid Scintillator Neutrino Detector using a mu+ decay-at-rest nu_e beam at the Los Alamos Neutron Science Center. The standard model of electroweak physics predicts a large destructive interference between the charge current and neutral current channels for this reaction. The measured cross section, sigma_{nu_e e-}=[10.1 +- 1.1(stat.) +- 1.0(syst.)]x E_{nu_e} (MeV) x 10^{-45} cm^2, agrees well with standard model expectations. The measured value of the interference parameter, I=-1.01 +- 0.13(stat.) +- 0.12(syst.), is in good agreement with the standard model expectation of I^{SM}=-1.09. Limits are placed on neutrino flavor-changing neutral currents. An upper limit on the muon-neutrino magnetic moment of 6.8 x 10^{-10} mu_{Bohr} is obtained using the nu_mu and \bar{nu}_mu fluxes from pi+ and mu+ decay.
