EOS is an open-source software for a variety of computational tasks in flavor physics. Its use cases include theory predictions within and beyond the Standard Model of particle physics, Bayesian inference of theory parameters from experimental and theoretical likelihoods, and simulation of pseudo events for a number of signal processes. EOS ensures high-performance computations through a C++ back-end and ease of usability through a Python front-end. To achieve this flexibility, EOS enables the user to select from a variety of implementations of the relevant decay processes and hadronic matrix elements at run time. In this article, we describe the general structure of the software framework and provide basic examples. Further details and in-depth interactive examples are provided as part of the EOS online documentation.

As an important step towards a complete next-to-leading order (NLO) QCD analysis of the ratio $\varepsilon'/\varepsilon$ within the Standard Model Effective Field Theory (SMEFT), we present for the first time the NLO master formula for the BSM part of this ratio expressed in terms of the Wilson coefficients of all contributing operators evaluated at the electroweak scale. To this end we use the common Weak Effective Theory (WET) basis (the so-called JMS basis) for which tree-level and one-loop matching to the SMEFT are already known. The relevant hadronic matrix elements of BSM operators at the electroweak scale are taken from Dual QCD approach and the SM ones from lattice QCD. It includes the renormalization group evolution and quark-flavour threshold effects at NLO in QCD from hadronic scales, at which these matrix elements have been calculated, to the electroweak scale.

We discuss cases with different numbers $N_f$ of active flavours, intermediate threshold corrections, as well as the issue of transformations between operator bases beyond leading order to facilitate the matching to high-energy completions or the Standard Model Effective Field Theory (SMEFT) at the electroweak scale. As a first step towards a SMEFT NLO analysis of $K\toππ$ and non-leptonic $B$-meson decays, we calculate the relevant WET Wilson coefficients including two-loop contributions to their renormalization group running, and express them in terms of the Wilson coefficients in a particular operator basis for which the one-loop matching to SMEFT is already known.

Searching for New Physics with $\overline{\mathcal{B}}(B_{s,d}\toμ\barμ)/ΔM_{s,d}$

We reemphasize that the ratio $R_{sμ} \equiv \overline{\mathcal{B}}(B_s\toμ\barμ)/ΔM_s$ is a measure of the tension of the Standard Model (SM) with latest measurements of $\overline{\mathcal{B}}(B_s\toμ\barμ)$ that does not suffer from the persistent puzzle on the $|V_{cb}|$ determinations from inclusive versus exclusive $b\to c\ell\barν$ decays and which affects the value of the CKM element $|V_{ts}|$ that is crucial for the SM predictions of both $\overline{\mathcal{B}}(B_s\toμ\barμ)$ and $ΔM_s$, but cancels out in the ratio $R_{sμ}$. In our analysis we include higher order electroweak and QED corrections und adapt the latest hadronic input to find a tension of about $2σ$ for $R_{sμ}$ measurements with the SM independently of $|V_{ts}|$. We also discuss the ratio $R_{dμ}$ which could turn out, in particular in correlation with $R_{sμ}$, to be useful for the search for New Physics, when the data on both ratios improves. Also $R_{dμ}$ is independent of $|V_{cb}|$ or more precisely $|V_{td}|$.

Lepton-flavour non-universality of $\bar{B}\to D^*\ell \barν$ angular distributions in and beyond the Standard Model

We investigate the minimal number of angular observables that fully describes current and upcoming datasets, and explore their sensitivity to physics beyond the Standard Model (BSM) in the most general weak effective theory. We analyze in detail the angular distributions in $\bar{B}\to D^*\ell \barν$ decays, with a focus on lepton-flavour non-universality. We investigate the minimal number of angular observables that fully describes current and upcoming datasets, and explore their sensitivity to physics beyond the Standard Model (BSM) in the most general weak effective theory. We apply our findings to the current datasets, extract the non-redundant set of angular observables from the data, and compare to precise SM predictions that include lepton-flavour universality violating mass effects. Our analysis shows that the current presentation of the experimental data is not ideal and prohibits the extraction of the full set of relevant BSM parameters, since the number of independent angular observables that can be inferred from data is limited to only four. We uncover a $\sim4σ$ tension between data and predictions that is hidden in the redundant presentation of the Belle 2018 data on $\bar{B}\to D^*\ell \barν$ decays. This tension specifically involves observables that probe $e-μ$ lepton-flavour universality. However, we find inconsistencies in these data, which renders results based on it suspicious. Nevertheless, we discuss which generic BSM scenarios could explain the tension, in the case that the inconsistencies do not affect the data materially. Our findings highlight that $e-μ$ non-universality in the SM, introduced by the finite muon mass, is already significant in a subset of angular observables with respect to the experimental precision.

We present two master formulae for the mixing amplitude $\big[M_{12} \big]_\text{BSM}$. One in terms of the Wilson coefficients (WCs) of the Low-Energy Effective Theory (LEFT) operators evaluated at the electroweak scale $μ_\text{ew}$ and one in terms of the WCs of the SMEFT operators evaluated at the BSM scale $Λ$. The coefficients $P_a^{ij}$ entering these formulae contain all the information below the scales $μ_\text{ew}$ and $Λ$, respectively. Renormalization group effects from the top-quark Yukawa coupling play the most important role. The collection of the individual contributions of the SMEFT operators to $\big[M_{12}\big]_\text{BSM}$ can be considered as the SMEFT ATLAS of $ΔF=2$ transitions and constitutes a travel guide to such transitions far beyond the scales explored by the LHC. We emphasize that this ATLAS depends on whether the down-basis or the up-basis for SMEFT operators is considered. We illustrate this technology with tree-level exchanges of heavy gauge bosons ($Z^\prime$, $G^\prime$) and corresponding heavy scalars.

We calculate the differential branching fraction, lepton forward-backward asymmetry and direct CP asymmetry for $B_{d,s}\toγ\ell\bar{\ell}$ decays with an energetic photon. We employ factorization methods, which result in rigorous next-to-leading order predictions in the strong coupling at leading power in the large-energy/heavy-quark expansion, together with estimates of power corrections and a resonance parameterization of sub-leading power form factors in the region of small lepton invariant mass $q^2$. The $B_{d,s}\toγ\ell\bar{\ell}$ decay shares features of the charged-current decay $B_u \to γ\ell\barν_\ell$, and the FCNC decays $B\to K^{(*)}\ell\bar\ell$. As in the former, the leading-power decay rates can be expressed in terms of the $B$-meson light-cone distribution amplitude and short-distance factors. However, similar to $B\to K^{(*)}\ell\bar\ell$, four-quark and dipole operators contribute to the $B_{d,s}\toγ\ell\bar{\ell}$ decay in an essential way, limiting the calculation to $q^2\lesssim 6\,$GeV$^2$ below the charmonium resonances in the lepton invariant mass spectrum. A detailed analysis of the main observables and theoretical uncertainties is presented.

We reanalyse the ratio $\varepsilon'/\varepsilon$ in the Standard Model (SM) using most recent hadronic matrix elements from the RBC-UKQCD collaboration in combination with most important NNLO QCD corrections to electroweak penguin contributions and the isospin-breaking corrections. We illustrate the importance of the latter by using their latest estimate from chiral perturbation theory (ChPT) based on the $octet$ approximation for lowest-lying mesons and a very recent estimate in the $nonet$ scheme that takes into account the contribution of $η_0$. We find $(\varepsilon'/\varepsilon)^{(8)}_\text{SM} = (17.4 \pm 6.1) \times 10^{-4}$ and $(\varepsilon'/\varepsilon)^{(9)}_\text{SM} = (13.9 \pm 5.2) \times 10^{-4}$, respectively. Despite a very good agreement with the measured value $(\varepsilon'/\varepsilon)_\text{exp} = (16.6 \pm 2.3) \times 10^{-4}$, the large error in $(\varepsilon'/\varepsilon)_\text{SM}$ still leaves room for significant new physics (BSM) contributions to this ratio. We update the 2018 master formula for $(\varepsilon'/\varepsilon)_\text{BSM}$ valid in any extension beyond the SM without additional light degrees of freedom. We provide new values of the penguin parameters $B_6^{(1/2)}(μ)$ and $B_8^{(3/2)}(μ)$ at the $μ$-scales used by the RBC-UKQCD collaboration and at lower scales $\mathcal{O}(1\,\text{GeV})$ used by ChPT and DQCD. We present semi-analytic formulae for $(\varepsilon'/\varepsilon)_\text{SM}$ in terms of these parameters and $\hatΩ_\text{eff}$ that summarizes isospin-breaking corrections to this ratio. We stress the importance of lattice calculations of the $\mathcal{O}(α_\text{em})$ contributions to the hadronic matrix elements necessary for the removal of renormalization scheme dependence at $\mathcal{O}(α_\text{em})$ in the present analyses of $\varepsilon'/\varepsilon$.

Following the 1999 analysis of Gambino, Haisch and one of us, we stress that all the recent NLO analyses of $\varepsilon'/\varepsilon$ in the Standard Model (SM) suffer from the renormalization scheme dependence present in the electroweak penguin contributions as well as from scale uncertainties in them related to the matching scale $μ_W$ and in particular to $μ_t$ in $m_t(μ_t)$. We also reemphasize the important role of isospin-breaking and QED effects in the evaluation of $\varepsilon'/\varepsilon$. Omitting all these effects, as done in the 2015 analysis by RBC-UKQCD collaboration, and choosing as an example the QCD penguin ($Q_6$) and electroweak penguin ($Q_8$) parameters $B_6^{(1/2)}$ and $B_8^{(3/2)}$ to be $B_6^{(1/2)} = 0.80 \pm 0.08$ and $B_8^{(3/2)} = 0.76 \pm 0.04$ at $μ= m_c = 1.3$ GeV, we find $(\varepsilon'/\varepsilon)_\text{SM} = (9.4 \pm 3.5) \times 10^{-4}$, whereas including them results in $(\varepsilon'/\varepsilon)_\text{SM} = (5.6\pm 2.4) \times 10^{-4}$. This is an example of an anomaly at the $3.3\,σ$ level, which would be missed without these corrections. NNLO QCD contributions to QCD penguins are expected to further enhance this anomaly. We provide a table for $\varepsilon'/\varepsilon$ for different values of $B_6^{(1/2)}$ and the isospin-breaking parameter $\hatΩ_\text{eff}$, that should facilitate monitoring the values of $\varepsilon'/\varepsilon$ in the SM when the RBC-UKQCD calculations of hadronic matrix elements including isospin-breaking corrections and QED effects will improve with time.

We provide a systematic treatment of the previously discovered power-enhanced QED corrections to the leptonic decay $B_q\to μ^+μ^-$ ($q = d, s$) in the framework of soft-collinear effective theory (SCET). Employing two-step matching on SCET$_\text{I}$ and SCET$_\text{II}$, and the respective renormalization group equations, we sum the leading-logarithmic QED corrections and the mixed QED-QCD corrections to all orders in the couplings for the matrix element of the semileptonic weak effective operator $\sim Q_9$. We propose a treatment of the $B$-meson decay constant and light-cone distribution amplitude in the presence of process-specific QED corrections. Finally we include ultrasoft photon radiation and provide updated values of the non-radiative and radiative branching fractions of $B_q \to μ^+μ^-$ decay that include the double-logarithmic QED and QCD corrections.

The Future Circular Collider (FCC) at CERN, a proposed 100-km circular facility with several colliders in succession, culminates with a 100 TeV proton-proton collider. It offers a vast new domain of exploration in particle physics, with orders of magnitude advances in terms of Precision, Sensitivity and Energy. The implementation plan foresees, as a first step, an Electroweak Factory electron-positron collider. This high luminosity facility, operating between 90 and 365 GeV centre-of-mass energy, will study the heavy particles of the Standard Model, Z, W, Higgs, and top with unprecedented accuracy. The Electroweak Factory $e^+e^-$ collider constitutes a real challenge to the theory and to precision calculations, triggering the need for the development of new mathematical methods and software tools. A first workshop in 2018 had focused on the first FCC-ee stage, the Tera-Z, and confronted the theoretical status of precision Standard Model calculations on the Z-boson resonance to the experimental demands. The second workshop in January 2019, which is reported here, extended the scope to the next stages, with the production of W-bosons (FCC-ee-W), the Higgs boson (FCC-ee-H) and top quarks (FCC-ee-tt). In particular, the theoretical precision in the determination of the crucial input parameters, alpha_QED, alpha_QCD, M_W, m_t at the level of FCC-ee requirements is thoroughly discussed. The requirements on Standard Model theory calculations were spelled out, so as to meet the demanding accuracy of the FCC-ee experimental potential. The discussion of innovative methods and tools for multi-loop calculations was deepened. Furthermore, phenomenological analyses beyond the Standard Model were discussed, in particular the effective theory approaches. The reports of 2018 and 2019 serve as white papers of the workshop results and subsequent developments.

We present the physics program of the Belle II experiment, located on the intensity frontier SuperKEKB $e^+e^-$ collider. Belle II collected its first collisions in 2018, and is expected to operate for the next decade. It is anticipated to collect 50/ab of collision data over its lifetime. This book is the outcome of a joint effort of Belle II collaborators and theorists through the Belle II theory interface platform (B2TiP), an effort that commenced in 2014. The aim of B2TiP was to elucidate the potential impacts of the Belle II program, which includes a wide scope of physics topics: B physics, charm, tau, quarkonium, electroweak precision measurements and dark sector searches. It is composed of nine working groups (WGs), which are coordinated by teams of theorist and experimentalists conveners: Semileptonic and leptonic B decays, Radiative and Electroweak penguins, phi_1 and phi_2 (time-dependent CP violation) measurements, phi_3 measurements, Charmless hadronic B decay, Charm, Quarkonium(like), tau and low-multiplicity processes, new physics and global fit analyses. This book highlights "golden- and silver-channels", i.e. those that would have the highest potential impact in the field. Theorists scrutinised the role of those measurements and estimated the respective theoretical uncertainties, achievable now as well as prospects for the future. Experimentalists investigated the expected improvements with the large dataset expected from Belle II, taking into account improved performance from the upgraded detector.

Within SMEFT, the constraints from $K^0$ and $D^0$ mixing as well as electric dipole moments limit significantly potential new physics contributions to $\varepsilon'/\varepsilon$. Correlations of $\varepsilon'/\varepsilon$ with $K\toπν\barν$ decays are briefly discussed. Building on our EFT analysis and the model-independent constraints, we discuss implications of a possible deviation from the SM in $\varepsilon'/\varepsilon$ for model building, highlighting the role of the new scalar and tensor matrix elements in models with scalar mediators.

Assuming a mass gap to the electroweak (EW) scale, the main mechanism for LQs to contribute to $\varepsilon'/\varepsilon$ is EW gauge-mixing of semi-leptonic into non-leptonic operators, which we treat in the Standard Model effective theory (SMEFT). We perform also the one-loop decoupling for scalar LQs, finding that in all models with both left-handed and right-handed LQ couplings box-diagrams generate numerically strongly enhanced EW-penguin operators $Q_{8,8'}$ already at the LQ scale. We then investigate correlations of $\varepsilon'/\varepsilon$ with rare Kaon processes ($K_L\toπ^0ν\barν$, $K^+\toπ^+ν\barν$, $K_L\toπ^0\ell\bar\ell$, $K_S\toμ\barμ$, $ΔM_K$ and $\varepsilon_K$) and find that even imposing only a moderate enhancement of $(\varepsilon'/\varepsilon)_{\rm NP} = 5 \times 10^{-4}$ to explain the current anomaly hinted by the Dual QCD approach and RBC-UKQCD lattice QCD calculations leads to conflicts with experimental upper bounds on rare Kaon processes. They exclude all LQ models with only a single coupling as an explanation of the $\varepsilon'/\varepsilon$ anomaly and put strong-to-serious constraints on parameter spaces of the remaining models. Future results on $K^+\toπ^+ν\barν$ from the NA62 collaboration, $K_L\toπ^0ν\barν$ from the KOTO experiment and $K_S\toμ\barμ$ from LHCb will even stronger exhibit the difficulty of LQ models in explaining the measured $\varepsilon'/\varepsilon$, in case the $\varepsilon'/\varepsilon$ anomaly will be confirmed by improved lattice QCD calculations. Hopefully also improved measurements of $K_L\toπ^0\ell\bar\ell$ decays will one day help in this context.

We find that this effect gives rise to a dynamical enhancement by a power of $m_b/Λ_{\rm QCD}$ and by large logarithms. The impact of this novel effect on the branching ratio of $B_{s,d}\toμ^+μ^-$ is about $1\%$, of the order of the previously estimated non-parametric theoretical uncertainty, and four times the size of previous estimates of next-to-leading order QED effects due to residual scale dependence. We update the Standard Model prediction to $\overline{\cal B}(B_s \to μ^+μ^-)_{\rm SM}
= (3.57 \pm 0.17) \cdot 10^{-9}$.

We illustrate the power of our results by performing a New Physics fit to the Wilson coefficient $C_9$. This approach is systematically improvable from theoretical and experimental sides, and applies to other decay modes of the type $B\to V\ell\ell$, $B\to P\ell\ell$ and $B\to Vγ$.

We point out that the right-handed $Z$-mediated interactions generate through Yukawa RG mixing $ΔF=2$ left-right operators, which are further enhanced through QCD RG effects and chirally enhanced hadronic matrix elements. We investigate the impact of these new effects on the known correlations between $ΔF=2$ and $ΔF=1$ transitions in the SMEFT framework and point out qualitative differences to previous parameterizations of $Z$-mediated new physics that arise for the left-handed case. We illustrate how specific models fit into our model-independent framework by using four models with vector-like quarks. We carry out model-independent analyses of scenarios with purely left-handed and purely right-handed new-physics $Z$ couplings for each of the three sectors $s\to d$, $b\to s$ and $b\to d$. Specifically we discuss the correlations between $\varepsilon'/\varepsilon$, $\varepsilon_K$, $K_L\to μ^+μ^-$ $K^+\to π^+ν\barν$ and $K_L\toπ^0ν\barν$ in the Kaon sector, and $φ_s$, $B_s\toμ^+μ^-$ and $B\to K^{(*)} (μ^+μ^-, ν\barν)$ in the $b\to s$ sector and $B_d\toμ^+μ^-$ in the $b\to d$ sector.

We first decouple VLQs in the $M=(1-10)$ TeV range and then at the electroweak scale also $Z, Z'$ gauge bosons and additional scalars to study the resulting phenomenology that depends on the relative size of $Z$- and $Z'$-induced flavour-changing neutral currents, as well as the size of $ΔF=2$ contributions including the effects of renormalisation group Yukawa evolution from $M$ to the electroweak scale that turn out to be very important for models with right-handed currents through the generation of left-right operators. In addition to rare decays like $P\to \ell\bar\ell$, $P\to P' \ell\bar\ell$, $P\to P'ν\barν$ with $P=K, B_s, B_d$ and $ΔF=2$ observables we analyze the ratio $\varepsilon'/\varepsilon$ which appears in the SM to be significantly below the data. We study patterns and correlations between these observables which taken together should in the future allow for differentiating between VLQ models. In particular the patterns in models with left-handed and right-handed currents are markedly different from each other. Among the highlights are large $Z$-mediated new physics effects in Kaon observables in some of the models and significant effects in $B_{s,d}$-observables. $\varepsilon'/\varepsilon$ can easily be made consistent with the data, implying then uniquely the suppression of $K_L\to π^0 ν\barν$. Significant enhancements of $Br(K^+\to π^+ ν\barν)$ are still possible. We point out that the combination of $ΔF=2$ and $ΔF=1$ observables in a given meson system generally allows to determine the masses of VLQs independently of the size of VLQ couplings.

We use the latest experimental results for $\ell = μ$ in combination with the branching ratio of $B_s\to \barμμ$ to derive the strongest model-independent bounds on tensor and scalar effective couplings to date. The measurement of $F_H^μ$ provides a complementary constraint to that of the branching ratio of $B_s\to \barμμ$ and allows us---for the first time---to constrain all complex-valued (pseudo-)scalar couplings and their chirality-flipped counterparts in one fit. Based on Bayesian fits of various scenarios, we find that our bounds even become tighter when vector couplings are allowed to deviate from the standard model and that specific combinations of angular observables in $B \to K^*$ are still allowed to be up to two orders of magnitude larger than in the standard model, which would place them in the region of LHCb's sensitivity.

We use currently available data of nonleptonic charmless 2-body $B\to MM$ decays ($MM = PP, PV, VV$) that are mediated by $b\to (d, s)$ QCD- and QED-penguin operators to study weak annihilation and new-physics effects in the framework of QCD factorization. In particular we introduce one weak annihilation parameter for decays related by ($u \leftrightarrow d$) quark interchange and test this universality assumption. Within the standard model, the data supports this assumption with the only exceptions in the $B\to K π$ system, which exhibits the well-known "$ΔA_{CP}$ puzzle", and some tensions in $B \to K^* φ$. Beyond the standard model, we simultaneously determine weak-annihilation and new-physics parameters from data, employing model-independent scenarios that address the "$ΔA_{CP}$ puzzle", such as QED-penguins and $b\to s \bar{u}u$ current-current operators. We discuss also possibilities that allow further tests of our assumption once improved measurements from LHCb and Belle II become available.

In the presence of chirality-flipped operators, all but one of the power corrections reduce substantially. The Bayes factors are in favor of the Standard Model. Using new lattice inputs for $B\to K^*$ form factors, the evidence of models with chirality-flipped operators increases, but does not outperform the Standard Model. We use the data to further constrain the hadronic form factors in $B\to K$ and $B\to K^*$ transitions.

The EUROnu project has studied three possible options for future, high intensity neutrino oscillation facilities in Europe. The first is a Super Beam, in which the neutrinos come from the decay of pions created by bombarding targets with a 4 MW proton beam from the CERN High Power Superconducting Proton Linac. The far detector for this facility is the 500 kt MEMPHYS water Cherenkov, located in the Fréjus tunnel. The second facility is the Neutrino Factory, in which the neutrinos come from the decay of μ+ and μ- beams in a storage ring. The far detector in this case is a 100 kt Magnetised Iron Neutrino Detector at a baseline of 2000 km. The third option is a Beta Beam, in which the neutrinos come from the decay of beta emitting isotopes, in particular 6He and 18Ne, also stored in a ring. The far detector is also the MEMPHYS detector in the Fréjus tunnel. EUROnu has undertaken conceptual designs of these facilities and studied the performance of the detectors. Based on this, it has determined the physics reach of each facility, in particular for the measurement of CP violation in the lepton sector, and estimated the cost of construction. These have demonstrated that the best facility to build is the Neutrino Factory. However, if a powerful proton driver is constructed for another purpose or if the MEMPHYS detector is built for astroparticle physics, the Super Beam also becomes very attractive.

We analyze the angular distributions of B -> K^* (-> K pi) l^+ l^- and B -> K l^+ l^- decays in the region of low hadronic recoil in a model-independent way by taking into account the complete set of dimension-six operators [sbar Gamma b][lbar Gamma' l]. We obtain several novel low-recoil observables with high sensitivity to non-standard-model Dirac structures, including CP-asymmetries which do not require flavor tagging. The transversity observables H_T^(1,3,4,5) are found to be insensitive to hadronic matrix elements and their uncertainties even when considering the complete set of operators. In the most general scenario we show that the low recoil operator product expansion can be probed at the few-percent level using the angular observable J_7. Higher sensitivities are possible assuming no tensor contributions, specifically by testing the low-recoil relation |H_T^(1)|=1. We explicitly demonstrate the gain in reach of the low-recoil observables in accessing the ratio |C_9/C_10| compared to the forward-backward asymmetry, and probing CP-violating right-handed currents Im C_10'. We give updated Standard Model predictions for key observables in B -> K^(*) l^+ l^- decays.

In the study reported here, we have developed the conceptual design of the neutrino beam, especially the target and the magnetic focusing device. Indeed, this beam present several unprecedented challenges, like the high primary proton beam power (4 MW), the high repetition rate (50 Hz) and the low energy of the protons (4.5 GeV). The design is completed by a study of all the main component of the system, starting from the transport system to guide the beam to the target up to the beam dump.

During 2011 the LHCb experiment at CERN collected 1.0 fb-1 of sqrt{s} = 7 TeV pp collisions. Due to the large heavy quark production cross-sections, these data provide unprecedented samples of heavy flavoured hadrons. The first results from LHCb have made a significant impact on the flavour physics landscape and have definitively proved the concept of a dedicated experiment in the forward region at a hadron collider. This document discusses the implications of these first measurements on classes of extensions to the Standard Model, bearing in mind the interplay with the results of searches for on-shell production of new particles at ATLAS and CMS. The physics potential of an upgrade to the LHCb detector, which would allow an order of magnitude more data to be collected, is emphasised.

The experimental information on b --> s l^+ l^- decays has grown enormously during the last couple of years due to BaBar, Belle, CDF and LHCb. Especially, exclusive modes B --> K^(*) l^+ l^-, which have the largest rate and are easily accessible experimentally, provide a variety of observables which constrain non-standard interactions that would affect these flavour-changing neutral current decays beyond the Standard Model. Nowadays, theoretical predictions focus on low- and high dilepton invariant mass regions, where expansions in Lambda_QCD/m_b and form factor symmetries provide means to identify optimised observables. The first experimental results of non-optimised observables have stimulated first global analysis of b --> s l^+ l^- decays in combination with b --> s photon and B_s --> mu^+ mu^-. Such global analysis are now ready to be applied to include high-statistics results from LHCb and Super-Flavour factories which are about to come within the next years.

We perform a model-independent fit of the short-distance couplings $C_{7,9,10}$ within the Standard Model set of $b\to sγ$ and $b\to s\bar\ell\ell$ operators. Our analysis of $B \to K^* γ$, $B \to K^{(*)} \bar\ell\ell$ and $B_s \to \barμμ$ decays is the first to harness the full power of the Bayesian approach: all major sources of theory uncertainty explicitly enter as nuisance parameters. Exploiting the latest measurements, the fit reveals a flipped-sign solution in addition to a Standard-Model-like solution for the couplings $C_i$. Each solution contains about half of the posterior probability, and both have nearly equal goodness of fit. The Standard Model prediction is close to the best-fit point. No New Physics contributions are necessary to describe the current data. Benefitting from the improved posterior knowledge of the nuisance parameters, we predict ranges for currently unmeasured, optimized observables in the angular distributions of $B\to K^*(\to Kπ)\,\bar\ell\ell$.

The theoretical methods for both inclusive and exclusive decays have been also refined and a global analysis of these decays becomes more and more feasible. First analysis of combined b --> s l^+ l^- data towards a global analysis provide constraints on the involved short distance couplings. Recently, specially designed observables, which can be determined in the angular distribution of B --> K^*(--> K pi) l^+ l^-, became of particular interest since they are subject of reduced hadronic uncertainties and currently their potential role in a global analysis is under investigation.

We study the decay B --> K l^+ l^- for l = e,mu,tau with a softly recoiling kaon, that is, for high dilepton invariant masses sqrt{q^2} of the order of the b-quark mass. This kinematic region can be treated within an operator product expansion and simplified using heavy quark symmetry, leading to systematic predictions for heavy-to-light processes such as B --> K^(*) l^+ l^-. We show that the decay rates of both B --> K^* l^+ l^- and B --> K l^+ l^- decays into light leptons depend on a common combination of short-distance coefficients. The corresponding CP-asymmetries are hence identical. Furthermore we present low recoil predictions for B --> K l^+ l^- observables, including the flat term in the angular distribution which becomes sizable for taus. We work out model-independently the constraints on Delta B = 1 operators using the most recent data from the experiments BaBar, Belle, CDF and LHCb. For constructive interference with the standard model, generic new physics is pushed up to scales above 44 TeV at 95% CL. Assuming none or small CP-violation we obtain a lower bound on the position of the zero of the forward-backward asymmetry of B^0 --> K^*0 l^+ l^- decays as q_0^2 > 1.7 GeV^2, which improves to q_0^2 > 2.6 GeV^2 for a standard model-like sign b --> s gamma amplitude.

This could be an indication for new CP phases in Delta B = 2 transitions, preferentially in B_s-Bbar_s mixing. The experimental situation, however, remained inconclusive, as it favored values of the element Gamma_12^s of the decay matrix in the B_s-meson system that are notably different from the SM expectation, suggesting the presence of new physics in the Delta B = 1 sector as well. The very recent LHCb measurements of B_s -> J/psi phi and B_s -> J/psi f_0, which do not find any evidence for a new-physics phase in the element M_12^s of the mass matrix, point into this direction as well. In this article, we explore the potential size of non-standard effects in Gamma_12^s stemming from dimension-six operators with flavor content (sbar b) (taubar tau). We show that since the existing constraints imposed by tree- and loop-level mediated B_d,s-meson decays are quite loose, absorptive new physics of this type can in part explain the current data. Our model-independent conclusions are finally contrasted with explicit analyses of the new-physics effects in B_s-Bbar_s mixing that can arise from leptoquarks or Z' bosons.

The two kinematic regions of low and high dilepton mass depend on short-distance physics in complementary ways and can be expanded in powers of Lambda_QCD/m_b. These expansions guide towards suitable combinations of observables allowing to i) reduce the hadronic uncertainties in the extraction of the short-distance couplings or ii) test the lattice QCD (B -> V) form factors in short-distance independent combinations. Several such possibilities of CP-averaged and CP-asymmetric (T-even and T-odd) quantities are presented for B_d^0 --> K^*0 (-> K pi) l^+ l^- and time-integrated CP-asymmetries without tagging for (anti-B_s, B_s) --> phi (--> K^- K^+) l^+ l^- decays in view of the latest B-factory and CDF results and the forthcoming LHCb measurements.

We present a systematic analysis of the angular distribution of Bbar -> Kbar^\ast (-> Kbar pi) l^+ l^- decays with l = e, mu in the low recoil region (i.e. at high dilepton invariant masses of the order of the mass of the b-quark) to account model-independently for CP violation beyond the Standard Model, working to next-to-leading order QCD. From the employed heavy quark effective theory framework we identify the key CP observables with reduced hadronic uncertainties. Since some of the CP asymmetries are CP-odd they can be measured without B-flavour tagging. This is particularly beneficial for Bbar_s,B_s -> phi(-> K^+ K^-) l^+ l^- decays, which are not self-tagging, and we work out the corresponding time-integrated CP asymmetries. Presently available experimental constraints allow the proposed CP asymmetries to be sizeable, up to values of the order ~ 0.2, while the corresponding Standard Model values receive a strong parametric suppression at the level of O(10^-4). Furthermore, we work out the allowed ranges of the short-distance (Wilson) coefficients C_9,C_10 in the presence of CP violation beyond the Standard Model but no further Dirac structures. We find the Bbar_s -> mu^+ mu^- branching ratio to be below 9*10^-9 (at 95% CL). Possibilities to check the performance of the theoretical low recoil framework are pointed out.

Using the heavy quark effective theory framework put forward by Grinstein and Pirjol we work out predictions for B -> K* l+ l-, l = (e, mu), decays for a softly recoiling K*, i.e., for large dilepton masses sqrt{q^2} of the order of the b-quark mass m_b. We work to lowest order in Lambda/Q, where Q = (m_b, sqrt{q^2}) and include the next-to-leading order corrections from the charm quark mass m_c and the strong coupling at O(m_c^2/Q^2, alpha_s). The leading Lambda/m_b corrections are parametrically suppressed. The improved Isgur-Wise form factor relations correlate the B -> K* l+ l- transversity amplitudes, which simplifies the description of the various decay observables and provides opportunities for the extraction of the electroweak short distance couplings. We propose new angular observables which have very small hadronic uncertainties. We exploit existing data on B -> K* l+ l- distributions and show that the low recoil region provides powerful additional information to the large recoil one. We find disjoint best-fit solutions, which include the Standard Model, but also beyond-the-Standard Model ones. This ambiguity can be accessed with future precision measurements.

We investigate the physics potential of the seven CP asymmetries plus the asymmetry in the rate, working at low dilepton mass using QCD factorization at next-to leading order (NLO). The b ->s CP asymmetries are doubly Cabibbo-suppressed \lesssim 1 % in the Standard Model and its extensions where the CKM matrix is the only source of CP violation. Three CP asymmetries are T-odd, and can be O(1) in the presence of non-standard CP violation. The T-even asymmetries can reach O(0.1), limited by the small strong phases in the large recoil region. We furthermore point out an easy way to measure CP phases from time-integrated, untagged bar B_d, B_d -> K* (-> K0 pi0) l+ l- and bar B_s,B_s -> phi (-> K+ K-) l+ l- decays. Analyses of these CP asymmetries can rule out, or further support the minimal description of CP violation through the CKM mechanism. Experimental studies are promising for (super) flavor factories and at hadron colliders.

With the advent of the LHC, we will be able to probe New Physics (NP) up to energy scales almost one order of magnitude larger than it has been possible with present accelerator facilities. While direct detection of new particles will be the main avenue to establish the presence of NP at the LHC, indirect searches will provide precious complementary information, since most probably it will not be possible to measure the full spectrum of new particles and their couplings through direct production. In particular, precision measurements and computations in the realm of flavour physics are expected to play a key role in constraining the unknown parameters of the Lagrangian of any NP model emerging from direct searches at the LHC. The aim of Working Group 2 was twofold: on one hand, to provide a coherent, up-to-date picture of the status of flavour physics before the start of the LHC; on the other hand, to initiate activities on the path towards integrating information on NP from high-pT and flavour data.

The differential decay rate for the inclusive decay B -> J/ψ+h in the effective theory framework is evaluated.

We find that in the Standard Model F_H^l ~ m_l^2, hence vanishing F_H^e and F_H^mu of around 2% (exact value depends on cuts) with a very small theoretical uncertainty of a few percent. We also give predictions for R_K, the ratio of B -> K mu mu to B -> K ee decay rates. We analytically show using large recoil symmetry relations that in the Standard Model R_K equals one up to lepton mass corrections of the order 10^(-4). The New Physics reach of the observables from the B -> K ll angular analysis is explored together with R_K and the B_s -> ll and B -> X_s ll branching ratios for both l = e and l = mu. We find substantial room for signals from (pseudo-) scalar and tensor interactions beyond the Standard Model. Experimental investigations of the B -> K mu mu angular distributions are suitable for the LHC environment and high luminosity B factories, where also studies of the electron modes are promising.

Finally, anticipating that subsequently the leading role in constraining this kind of new physics will be taken over by the rare decays K^+ -> pi^+ nu nubar, K_L -> pi^0 nu nubar and B_{s,d} -> mu mubar, that are dominated by the Z^0 -penguin function C, we also present plots for several branching ratios as functions of C . We point out an interesting triple correlation between K^+ -> pi^+ nu nubar, B -> X_s gamma and B -> X_s l^+l^- present in MFV models.

We present the results of the calculation of QCD corrections to the matching conditions for the Wilson coefficients of operators mediating the transition b->s l^+l^- in the context of the MSSM. Within a scenario with decoupled heavy gluino the calculated contributions together with those present already in the literature allow for the first time a complete NNLO analysis of B->X_s l^+l^-. We study the impact of the QCD corrections and the reduction of renormalization scale dependencies for the dilepton invariant mass distribution and the forward-backward asymmetry in the inclusive decay B->X_s l^+l^- restricting the analysis to the "low-s" region and small values of tan(beta). The NNLO calculation allows to decrease the theoretical uncertainties related to the renormalization scale dependence below the size of supersymmetric effects in B->X_s l^+l^- depending on their magnitude. While it will be difficult to distinguish the MSSM expectations for the branching ratio from the Standard Model ones, this can become possible in the dilepton invariant mass distribution depending on the MSSM parameters and \hat{s}. In this respect the position of the zero of the forward-backward asymmetry s_0 is even more promising.

We complete the next-to-next-to-leading order QCD calculation of the branching ratio for B -> X_s l^+ l^- including recent results for the three-loop anomalous dimension matrix and two-loop matrix elements. These new contributions modify the branching ratio in the low-q^2 region, BR_ll, by about +1% and -4%, respectively. We furthermore discuss the appropriate normalization of the electromagnetic coupling alpha and calculate the dominant higher order electroweak effects, showing that, due to accidental cancellations, they change BR_ll by only -1.5% if alpha(mu) is normalized at mu = O(m_b), while they shift it by about -8.5% if one uses a high scale normalization mu = O(M_W). The position of the zero of the forward-backward asymmetry, q_0^2, is changed by around +2%. After introducing a few additional improvements in order to reduce the theoretical error, we perform a comprehensive study of the uncertainty. We obtain BR_ll(1 GeV^2 <= q^2 <= 6 GeV^2) = (1.57 +- 0.16) x 10^-6 and q_0^2 = (3.76 +- 0.33) GeV^2 and note that the part of the uncertainty due to the b-quark mass can be easily reduced.

We extend our previous analysis of the decays B_{d,s} -> mu^+ mu^- in the Minimal Supersymmetric Standard Model (MSSM) to include gluino and neutralino contributions. We provide analytic formulae, valid at large values of tan(beta), for the scalar and pseudoscalar Wilson coefficients arising from neutral Higgs boson exchange diagrams with gluinos and neutralinos. Together with the remaining contributions (W^{+/-}, H^{+/-}, charginos), and assuming the Cabibbo-Kobayashi-Maskawa (CKM) matrix to be the only source of flavour violation, we assess their implications for the branching fractions Br(B_{d,s} -> mu^+ mu^-). Of particular interest is the quantity R = Br(B_d -> mu^+ mu^-)/Br(B_s -> mu^+ mu^-), since (i) the theoretical errors cancel to a large extent, and (ii) it offers a theoretically clean way of extracting the ratio |V_{td}/V_{ts}| in the Standard Model (SM), which predicts R_SM ~ |V_{td}/V_{ts}|^2 ~ O(10^{-2}). Exploring three different scenarios of modified minimal flavour violation, we find that part of the MSSM parameter space can accommodate large Br(B_{d,s} -> mu^+ mu^-) branching fractions, while being consistent with various experimental constraints. More importantly, we show that the ratio R can be as large as O(1), while the individual branching fractions may be amenable to detection by ongoing experiments. We conclude that within the MSSM with large tan(beta) the decay rates of B_{d} -> mu^+ mu^- and B_{s} -> mu^+ mu^- can be of comparable size even in the case where flavour violation is due solely to the CKM matrix.

We compute for the first time QCD corrections to the rare decays B -> X_{d,s} nu nubar, B_{d,s} -> l^+ l^-, K -> pi nu nubar and K_L -> mu^+ mu^-, where l=e or mu, in the context of a supersymmetric extension of the Standard Model (SM) with minimal flavour violation and new operators, in addition to those present in the SM. Assuming that the gluino is heavy, we consider an effective theory which consists of charged and neutral Higgs particles, charginos and squarks. We evaluate the QCD corrections to box and Z^0-penguin diagrams with top-quark, charged Higgs boson, chargino and squark exchanges, as well as to neutral Higgs boson penguin diagrams. We provide a compendium of analytic formulae for the Wilson coefficients, which are valid for arbitrary values of tan(beta) (the ratio of the vacuum expectation values of the two Higgs fields) except for the case of the neutral Higgs-boson contributions. These contributions have been obtained at large tan(beta), which may compensate for the inevitable suppression by the masses of the light leptons in decays based on the b -> s (d) l^+ l^- transition. We investigate the dependence of the various branching ratios on the renormalization scale mu, which is the main theoretical uncertainty in the short-distance calculation. We find that the mu dependence of the branching ratios is considerably reduced once the QCD corrections are taken into account. The contributions of new operators are found to be dominant at large tan(beta) in B_{d,s} -> mu^+ mu^- while they are subleading in B -> X_{d,s} nu nubar and completely negligible in kaon decays.
