Photon strength functions describing the average response of the nucleus to an electromagnetic probe are key input information in the theoretical modelling of nuclear reactions. Consequently they are important for a wide range of fields such as nuclear structure, nuclear astrophysics, medical isotope production, fission and fusion reactor technologies. They are also sources of information for widely used reaction libraries such as the IAEA Reference Input Parameter Library and evaluated data files such as EGAF.
In the past two decades, the amount of reaction gamma-ray data measured to determine photon strength functions has grown rapidly. Different experimental techniques have led to discrepant results and users are faced with the dilemma which (if any) of the divergent data to adopt.
We report on a coordinated effort to compile and assess the existing experimental data on photon strength functions from the giant dipole resonance region to energies below the neutron separation energy. The assessment of the discrepant data at energies around or below the neutron separation energy has been possible only in a few cases where adequate information on the model-dependent analysis and estimation of uncertainties was available. In the giant dipole resonance region, we adopt the recommendations of the new IAEA photonuclear data library. We also present global empirical and semi-microscopic models that describe the photon strength functions in the entire energy region and reproduce reasonably well most of the experimental data.
The compiled experimental photon strengths and recommended model calculations are available from the PSF database hosted at the IAEA (URL:www-nds.iaea.org/PSFdatabase).

Photo-induced reaction cross section data are of importance for a variety of current or emerging applications, such as radiation shielding design and radiation transport analyses, calculations of absorbed dose in the human body during radiotherapy, physics and technology of fission reactors (influence of photo-reactions on neutron balance) and fusion reactors (plasma diagnostics and shielding), activation analyses, safeguards and inspection technologies, nuclear waste transmutation, medical isotope production and astrophysical applications.
Since the release of the IAEA Photonuclear Data Library in 1999 however, new experimental data as well as new methods to assess the reliability of experimental cross sections have become available. Theoretical models and input parameters used to evaluate photo-induced reactions have improved significantly over the years. In addition, new measurements of partial photoneutron cross sections using mono-energetic photon beams and advanced neutron detection systems have been performed allowing for the validation of the evaluations and assessments of the experimental data. Furthermore, technological advances have led to the construction of new and more powerful gamma-beam facilities, therefore new data needs are emerging.
We report our coordinated efforts to address these data needs and present the results of the new evaluations of more than 200 nuclides included in the new updated IAEA Photonuclear Data Library, where the photon energy goes up to 200 MeV. We discuss the new assessment method and make recommendations to the user community in cases where the experimental data are discrepant and the assessments disagree. In addition, in the absence of experimental data, we present model predictions for photo-induced reaction cross section on nuclides of potential interest to medical radioisotope production.

A set of prompt partial $γ$-ray production cross sections from thermal neutron-capture were measured for the $^{139}$La($n,γ$) reaction using a guided beam of subthermal (thermal and cold) neutrons incident upon a $^{\rm nat}$La$_{2}$O$_{3}$ target at the Prompt Gamma Activation Analysis facility of the Budapest Research Reactor. Absolute $^{140}$La cross sections were determined relative to the well-known comparator $^{35}$Cl($n,γ$) cross sections from the irradiation of a stoichiometric $^{\rm nat}$LaCl$_{3}$ sample. The total cross section for radiative thermal neutron-capture on $^{139}$La from the sum of experimentally measured cross sections observed to directly feed the $^{140}$La ground state was determined to be $σ_{0}^{\rm expt} = 8.58(50)$ b. To assess completeness of the decay scheme and as a consistency check, the measured cross sections for transitions feeding the ground state from levels below a critical energy of $E_{c} = 285$ keV were combined with a modeled contribution accounting for ground-state feeding from the quasicontinuum to arrive at a total cross section of $σ_{0} = 9.36(74)$ b. In addition, a neutron-separation energy of $S_{n} = 5161.005(21)$ keV was determined from a least-squares fit of the measured primary $γ$-ray energies to the low-lying levels of the $^{140}$La decay scheme. Furthermore, several nuclear structure improvements are proposed for the decay scheme. The measured cross-section and separation-energy results are comparable to earlier measurements of these quantities.

We performed an experimental search for the bound state singlet deuteron predicted in some microscopic calculations. The predicted energy of this metastable level is in vicinity of the deuteron disintegration threshold. This state should manifest itself in two-photon transition following thermal neutron capture by protons. The experiment consists in the search for the second gamma-ray in the cascade through a high statistics measurement of $γ$-ray spectra after cold neutron capture by hydrogen nuclei. The upper limit $2μ$b (2$σ$ level) is obtained for the cross section of the singlet deuteron production with the bound energy in the range 10-125 keV.

The detection of long-lived radionuclides through ultra-sensitive single atom counting via accelerator mass spectrometry (AMS) offers opportunities for precise measurements of neutron capture cross sections, e.g. for nuclear astrophysics. The technique represents a truly complementary approach, completely independent of previous experimental methods. The potential of this technique is highlighted at the example of the $^{54}$Fe($n, γ$)$^{55}$Fe reaction. Following a series of irradiations with neutrons from cold and thermal to keV energies, the produced long-lived $^{55}$Fe nuclei ($t_{1/2}=2.744(9)$ yr) were analyzed at the Vienna Environmental Research Accelerator (VERA). A reproducibility of about 1% could be achieved for the detection of $^{55}$Fe, yielding cross section uncertainties of less than 3%. Thus, the new data can serve as anchor points to time-of-flight experiments. We report significantly improved neutron capture cross sections at thermal energy ($σ_{th}=2.30\pm0.07$ b) as well as for a quasi-Maxwellian spectrum of $kT=25$ keV ($σ=30.3\pm1.2$ mb) and for $E_n=481\pm53$ keV ($σ= 6.01\pm0.23$ mb). The new experimental cross sections have been used to deduce improved Maxwellian average cross sections in the temperature regime of the common $s$-process scenarios. The astrophysical impact is discussed using stellar models for low-mass AGB stars.

Total radiative thermal neutron-capture $γ$-ray cross sections for the $^{182,183,184,186}$W isotopes were measured using guided neutron beams from the Budapest Research Reactor to induce prompt and delayed $γ$ rays from elemental and isotopically-enriched tungsten targets. These cross sections were determined from the sum of measured $γ$-ray cross sections feeding the ground state from low-lying levels below a cutoff energy, E$_{\rm crit}$, where the level scheme is completely known, and continuum $γ$ rays from levels above E$_{\rm crit}$, calculated using the Monte Carlo statistical-decay code DICEBOX. The new cross sections determined in this work for the tungsten nuclides are: $σ_{0}(^{182}{\rm W}) = 20.5(14)$ b and $σ_{11/2^{+}}(^{183}{\rm W}^{m}, 5.2 {\rm s}) = 0.177(18)$ b; $σ_{0}(^{183}{\rm W}) = 9.37(38)$ b and $σ_{5^{-}}(^{184}{\rm W}^{m}, 8.33 μ{\rm s}) = 0.0247(55)$ b; $σ_{0}(^{184}{\rm W}) = 1.43(10)$ b and $σ_{11/2^{+}}(^{185}{\rm W}^{m}, 1.67 {\rm min}) = 0.0062(16)$ b; and, $σ_{0}(^{186}{\rm W}) = 33.33(62)$ b and $σ_{9/2^{+}}(^{187}{\rm W}^{m}, 1.38 μ{\rm s}) = 0.400(16)$ b. These results are consistent with earlier measurements in the literature. The $^{186}$W cross section was also independently confirmed from an activation measurement, following the decay of $^{187}$W, yielding values for $σ_{0}(^{186}{\rm W})$ that are consistent with our prompt $γ$-ray measurement. The cross-section measurements were found to be insensitive to choice of level density or photon strength model, and only weakly dependent on E$_{\rm crit}$. Total radiative-capture widths calculated with DICEBOX showed much greater model dependence, however, the recommended values could be reproduced with selected model choices. The decay schemes for all tungsten isotopes were improved in these analyses.

Level density of $^{56}$Fe and low-energy enhancement of $γ$-strength function

The $^{55}$Mn$(d,n)^{56}$Fe differential cross section is measured at $E_d=7$ MeV\@. With the level density function obtained from the neutron evaporation spectra, the $^{56}$Fe $γ$-strength function is also determined from the first-generation $γ$ matrix of the Oslo experiment. The good agreement between the past and present results for the $γ$-strength function supports the validity of both methods and is consistent with the low-energy enhancement of the $γ$ strength below $\sim 4$ MeV first discovered by the Oslo method in iron and molybdenum isotopes.
